Job Vacancy For Monitoring and Evaluation Specialist At Ministry of Fisheries & Aquaculture Development



The Government of the Republic of Ghana has received an Adaptable Programme Loan (APL) from the International Development Association (IDA) of the World Bank and grant from the Global Environment Facility (GEF) Trust Fund towards the cost of implementing the Ghana Component of the West Africa Regional Fisheries Programme (WARFP-Ghana). The overall coordination of West Africa Regional Fisheries Programme resides in the Regional Coordination Unit at the Sub-Regional Fisheries Commission Office in Dakar, Senegal. The Ghana WARFP now intends to apply part of the proceeds of these facilities for the payment under the contracts for a Monitoring and Evaluation Specialist to manage activities of the Ghana WARFP.

The WARFP-Ghana consists of five (5) components, namely:
Component 1 - Good Governance and Sustainable Management of the Fisheries: This component aims to build the capacity of the Government and stakeholders to develop and implement policies through a shared approach that would ensure that the fish resources are used in a manner that is environmentally sustainable, socially equitable and economically profitable.

Component 2 - Reduction of Illegal Fishing: The component aims to reduce the illegal fishing activities threatening the sustainable management of the country's fish resources by strengthening fisheries monitoring, control and surveillance (MCS) systems.

Component 3 - Increasing the Contribution of the Fish Resources to the National Economy: The component aims to identify and implement measures to increase the benefits to Ghana from the fish resources, by increasing the share of the value-added captured in the country.

Component 4 - Aquaculture Development: This component aims to set the framework for increased investment in inland aquaculture.

Component 5 - Project Management, Monitoring and Evaluation and Regional Coordination: The component aims to support project implementation and regional coordination with the WARFP, ensuring that regular monitoring and evaluation is conducted, and the results are fed back into decision-making and project management.

The development objective of this project is to improve the sustainable management of Ghana's fish and aquatic resources.

Duties and Responsibilities of Monitoring and Evaluation Specialist:
The Monitoring and Evaluation Specialist shall design and implement for the project a comprehensive monitoring and evaluation system that adheres to the project management information needs and implementation requirements in accordance with the IDA/World Bank and Government of Ghana guidelines.

Specifically, the Specialist shall undertake the following assignments:

•   Develop and operate an M&E plan in consultation with the Project Technical Committee and the Regional Coordination Unit;
•   Develop monitoring systems, especially with regard to the alignment/linkage of outputs/deliverables to the logframe and M&E framework;
•   Develop a schedule for data collation in relation to the M&E plan. This schedule should be updated regularly;
•   Regularly review and assess the project logical framework and M&E framework in consultation with the PMT and the Project Technical Committee;
•   Support the establishment of baselines for the M&E interventions;
•   Oversee relevant data collection and extraction of important information and data from the project, Fisheries Commission, consultants' reports and other relevant sources for regular project progress and performance monitoring and evaluation;
•   Keep a regularly updated electronic and/or hardcopy filing system with relevant M&E information and data that is easily accessible;
•   Support the PMU and the Project Technical Committee in the monitoring assessment and management of the project risks;
•   Advise the PMU, Project Technical Committee and the National Project Steering Committee (PSC) on mitigation and corrective actions to improve project implementation;
•   Provide support to the coordination of stakeholder participation/involvement and sensitization on the project;
•   Provide required M&E technical assistance (TA) and capacity building to project stakeholders
•   Liaise with other WARFP projects in the sub-region for common coordination and synergy;
•   Prepare project monitoring and evaluation quarterly reports and the annual Project Implementation Reports (PIR)

Performance Criteria:
The following criteria will be used to assess the performance of the M&E Specialist at regular intervals:

•   Timeliness of project monitoring and evaluation management activities;
•   Quality of documentation submitted for prior review
•   Quality and timeliness of reports

Remuneration: Competitive Salary
Location: Accra (but with country-wide scope)
Duration: Two (2) years (renewable yearly based on satisfactory performance)

Qualification Required & Experience

•   At least a Bachelor's Degree in Marine/Fisheries/Environmental or related discipline;
•   At least 8 years full time experience with project/programme monitoring and evaluation (M&E);
Demonstrated experience with the development, testing and implementation of M&E frameworks for the environmental, fisheries, marine and/or coastal sector or related fields;
•   Demonstrated experience in establishing baselines for indicators and setting realistic and achievable quantitative and qualitative annual targets;
•   Proven ability to multi-task and work independently;
•   Ability to arrange and facilitate consultations, meetings and workshops;
•   Fluency in English and computer proficiency
