Project: Market Development Programme in Northern Ghana (MADE)

Title: Monitoring and Results Manager

Scope of work: Itad is looking for a highly experienced Monitoring and Evaluation (M&E) expert to join the team for the remaining 3 years of this programme which is expected to improve the incomes and resilience of poor farmers and small-scale, rural entrepreneurs in the North. It is doing this by improving the way that markets work, with a particular focus on agricultural value chains (the full range of activities that bring a crop to the consumer). The programme is being implemented using the Making Markets Work for the Poor (M4P) approach. The central concept of M4P is that the poor are dependent on market systems for their livelihoods, so the M4P approach aims to make these markets more effective, sustainable and beneficial for poor people.

The position is available immediately and will be full time. It is based in Tamale.

Specific Tasks: You will be responsible for leading the management and further development of the M&E system for the programme that is functional and effective. The M&E system has been designed to-date to provide managers and stakeholders with an overall view of the programme’s progress toward its objectives and be used as a basis for drawing lessons on what is working effectively and where change in programme design or delivery is required.

Initial responsibilities will include completing intervention monitoring plans (IMPs) for the programme’s interventions, finalising the database for partner-reported data and leading on the design and managing the implementation of continuing processes of baseline data collection. The M&E system will follow the DCED Standard for M&E.

You will be supported by an Itad M&E M&E advisor and an international advisor on M&E design for market systems development.

Terms and Conditions:

A subcontract will be agreed with the Consultant before commencement of the work. The subcontract will detail the terms and conditions of the service. Initially a year contract - renewable dependant on performance, with a three month probation period.

Background:

MADE is expected to improve the incomes and resilience of poor farmers and small-scale rural entrepreneurs in the Northern Savannah by improving the way that markets work, with a particular focus on agricultural value chains (the full range of activities that bring a crop to the consumer). The intended Impact of this five year programme is to stimulate economic growth and reduce poverty in the Northern Savannah. The Outcome will be improved incomes and resilience of poor farmers and small-scale rural entrepreneurs in northern Ghana. To achieve the impact and outcome, the programme expects to stimulate substantial and transformative change in six market sectors in northern Ghana.

Qualification Required & Experience

•   Candidates should have the ability to obtain or possess the right to live and work in Ghana. Candidates should also have significant experience of the regional political economy and demonstrated experience of leading M&E in the region.

Person specification:

Candidates should offer the following skills and expertise:

•   A postgraduate degree in economics, political science, international development, business management, or other relevant field
•   A minimum of 5 to 10 years work experience in monitoring and evaluation of development programmes
•   Strong written and spoken English
•   Excellent communication, inter-personal, and team-working skills
•   Excellent IT skills including Microsoft Word, Excel, and PowerPoint
•   Experience of quantitative and qualitative M&E design, implementation and analysis
•   Experience in applying the DCED Standard
•   Experience in working for long-run market development programmes, in particular with an agricultural focus
