BACKGROUND OF THE PROJECT:

• The purpose of the Ghana Fisheries Recovery Activity (GFRA) is to prevent the collapse of the small pelagic fishery sector in Ghana while improving the supplemental livelihoods, resilience, and food security.
• This activity seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policymaking, regulation, and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to effect change

RESPONSIBILITIES AND MAIN TASKS:

JOB SUMMARY:

• The Ghana Fisheries Recovery Activity (GFRA) aims to prevent the collapse of the small pelagic fishery sector in Ghana while improving the supplemental livelihoods, resilience, and food security. This Activity seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policy making, regulation, and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to effect change.
• The MCS Specialist must have a strong understanding of fisheries management policies and practices in Ghana and how to support MCS operations particularly related to fisheries compliance and enforcement in the artisanal, semi-industrial, and industrial fishing sectors. Under the supervision of GFRA Policy and Enforcement Advisor, he/she will work to facilitate local and national efforts to combat IUU fishing by artisanal and industrial vessels and support GFRA interventions to building capacity for more effective fisheries monitoring, control, and surveillance for sustainable management of Ghana’s small pelagic fisheries.
• The MCS Specialist plays a key role to support GFRA Objective 1, including working with government, civil society and other activity implementing partners to enhance collaborative compliance and enforcement operations that deter, detect, and detain illegal foreign fishing vessels operating within Ghanaian waters and competing with local fishers.

MAIN RESPONSIBILITIES AND TASKS:

The MCS Specialist plays a major role to ensure the quality and timeliness of GFRA MCS interventions. Specifically, he/she will:

• Lead interventions to strengthen local and national efforts to combat IUU fishing conducted by artisanal and industrial vessels, in collaboration with the Policy and Enforcement Advisor, Fisheries Management Specialist and other related GFRA staff.
• Oversee GFRA grantee and subcontract support to the operations of local “Eyes on the Water” (EOTW) community-supported enforcement programs across Ghana’s four coastal regions to promote legal and sustainable fishing. Ensure these activities are resulting in a reduction of IUU fishing in GFRA sites.
• Ensure long term sustainability of EOTW community enforcement programs by ensuring they are supported by and linked to the Fisheries Commission.
• Coordinate GFRA activities closely with the Fisheries Commission, particularly the Monitoring, Control and Surveillance (MCS) Division.
• Provide technical oversight of MCS activities implemented by GFRA partner Hen Mpoano, grantee Friends of the Nation and other relevant subcontractors and grantees.
• Develop and implement activities at the national level to build capacity for fisheries compliance and enforcement, for example fisheries observes, Fisheries Enforcement Units (FEUs), and other key stakeholders responsible for MCS in fisheries.
• Support monitoring, evaluation, and learning of GFRA project performance and progress relating to MCS. Provide inputs to quarterly and annual reports to USAID.
• Develop quarterly and annual workplans and budgets and ensure timely implementation of activities accordingly to approved budget levels.
• Other tasks as requested by Chief of Party or Deputy Chief of Party.

Qualification Required & Experience

EDUCATION/EXPERIENCE:

• Bachelor’s degree or higher in fisheries management or other coastal/marine resource management, law and policy, or other relevant field (Master’s degree preferred)
• 3 years’ experience in MCS or fisheries management or 8 years’ experience of relevant work.
• Demonstrated relative experience with USAID and/or other donor-funded projects of similar size and complexity.
• Demonstrated experience in designing and implementing project activities in a timely, cost-effective manner that contributes to the achievement of project results.
• Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment
• Good knowledge of fisheries MCS operations and the prosecution chain in Ghana
• Professional written and spoken proficiency in English required
