Title: Monitoring, Evaluation and Communications Associate
Project: Global Health Supply Chain Program– Procurement and Supply Management (GHSC-PSM) project, Ghana
1. Background
The Global Health Supply Chain Program–Procurement and Supply Management (GHSC-PSM) works in partnership with the Government of Ghana, through the Ministry of Health (MoH) and the Ghana Health Service (GHS), to ensure the uninterrupted availability of quality-assured health commodities at all levels of service delivery. As part of its mandate to strengthen health supply chain systems, GHSC-PSM provides system and operational support in supply chain monitoring, evaluation, and learning (MEL) with the aim of deepening data-driven decision making and improving access to health commodities at the last mile.
To support evidence-based decision-making and continuous performance improvement across HIV and malaria programs, the project seeks to engage an entry-level Health Supply Chain M&E and Communications Associate. This position is designed to provide early-career professionals with structured on-the-job experience while contributing meaningfully to the implementation of the project’s MEL agenda.
2. Purpose
The Health Supply Chain M&E and Communications Associate is an entry-level position that will support the design, implementation, and operationalization of monitoring, evaluation, and learning activities related to health supply chain performance. Working under the direct supervision of the Monitoring, Evaluation, and Communications Team Lead, the Associate will contribute to data collection, analysis, reporting, visualization, and development of learning products that inform effective intervention targeting and program implementation.
3. Key Duties and Responsibilities
The M&E Associate will support cross-cutting supply chain monitoring and evaluation initiatives, including but not limited to the following:
3.1 Supply Chain Monitoring and Evaluation
• Support monitoring and evaluation of HIV and malaria supply chain performance.
• Contribute to data triangulation and analytics, focusing the alignment of logistics and service data, data quality and the generation of key supply chain indicators (e.g. reporting/system utilization rate, stock availability, stocked according, etc.) for effective supply chain decision-making.
• Assist in monitoring the implementation of supply chain interventions and tracking performance against agreed indicators and targets.
Data Collection and Management
• Support the design, review, and refinement of data collection tools and forms aligned with national and project M&E frameworks.
• Participate in routine and ad hoc data collection activities, including facility-level and regional data compilation.
• Assist with data cleaning, validation, quality assurance, and storage in accordance with project data quality standards.
3.2 Data Analysis, Visualization, and Reporting
• Analyze qualitative and quantitative supply chain data to identify trends, gaps, and performance bottlenecks.
• Support development of dashboards and visual analytics (e.g., using Power BI or similar tools) for key supply chain performance indicators.
• Contribute to the development of routine project performance reports, briefs, and presentations for internal and external stakeholders.
3.3 Learning, Communication, and Knowledge Management
• Support documentation of lessons learned, best practices, and success stories highlighting the impact of supply chain interventions.
• Assist in developing technical briefs, summaries, and communication products tailored to technical and non-technical audiences.
• Contribute to internal knowledge management processes and learning activities within the project.
Coordination and Team Support
• Work closely with technical teams to respond to emerging M&E needs and analytical requests.
• Participate in meetings, reviews, and learning events as required.
• Perform other duties related to monitoring, evaluation, and learning as assigned by the MEL Team Lead.
Qualification Required & Experience
• Bachelor’s or master’s degree (or recent completion) in Monitoring and Evaluation, Public Health, Pharmacy, Health Information Management, Supply Chain Management, Statistics, or a related field.
Required Experience
• Prior internship, academic project, or volunteer experience in monitoring and evaluation, public health programs, pharmacy or supply chain management is an advantage.
• Exposure to health systems or development programs is desirable.
Required Skills and Competencies
• Strong analytical and quantitative skills, with basic experience using statistical or data analysis software (e.g., SPSS, STATA, Excel; Power BI).
• Ability to manage datasets, conduct basic analysis, and interpret findings.
• Strong organizational skills with attention to detail and data quality.
• Ability to manage multiple tasks, meet deadlines, and adapt to changing priorities.
• Demonstrated interest in health supply chains, monitoring and evaluation, or health development.
• Ability to work both independently and collaboratively in a team environment.
• Proficiency in English with strong written and verbal communication skills.
• Ability to synthesize technical information and present it clearly to non-technical audiences.
• Basic familiarity with data visualization, graphic design, or digital communication tools is an advantage.
• High level of professionalism, integrity, and willingness to learn.
