About the Programme

This is an exciting opportunity to contribute to a long-term international development programme focused on sustainable natural resource management and inclusive policy reform. This programme is part of a long-standing partnership between governments and aims to support sustainable land and resource management through inclusive, multi-stakeholder collaboration.

Monitoring Evaluation and Learning (MEL) and Communications Manager

The position reports to the Team Leader and will be expected to oversee the development and implementation of all MEL activities to provide accurate and timely data on the programme’s impact towards intermediate results and objectives. The MEL and Comms Manager will design collection, processing, and analysis of data, and the dissemination of findings along with suggested modifications to encourage adaptive management of the programme to team members and partners. They will lead the development and execution of internal and external communication strategies that align with the programme's aims, including crafting clear and consistent messaging, managing media relations, and ensuring the brand voice and tone are maintained across all channels. They will work closely with the Ghanaian Public Sector Institution in Ghana to collaborate in the design and collection of data and communication strategy.

Proficiency in spoken and written English is required.

The position will be hired as a FXTE employees appointed for the duration of the Project. They may be assigned projects as part of the normal duties of a continuous employee.

Once awarded, the MEL & Comms Manager, would be expected to start in January 2026. This a multi-year programme running until 2029 with the potential for extension.

The position is based in Accra, Ghana, and will report to the office at least 3+ days a week. All applicants must have working rights in Ghana as sponsorship will not be provided, nor will any relocation expenses

Key Responsibilities:

Monitoring, Evaluation & Learning Strategy

• Lead the MEL framework setup and planning process across stakeholders and partners, to adapt and improve the MEL plan; update, annually or as needed
• Ensure alignment of MEL systems with client requirements, project goals, and international best practices.
• Design and implement MEL activities that assess stakeholder engagement with emerging threats to forests, including the mining/forest interface and forest-risk commodities.
• Lead the baseline data collection process, develop the MEL plan, and perform other related monitoring and evaluation efforts for the programme, including logframe
• Participate in the development of annual implementation planning activities
• Participate in regular programme management planning meetings and provide analytical feedback and support to inform technical decisions
• Oversee the design and implementation of baseline, midline, and endline evaluations, as well as routine monitoring activities.

Data Management & Analysis

• Ensure the collection, analysis, and reporting of high-quality quantitative and qualitative data.
• Generate and analyse evidence to inform SFM policies and practices, including value retention in forests and incentives for SFM.
• Develop and maintain data management systems and tools to support real-time tracking of project performance. Responsible for overall data quality control
• Develop and maintain the programme’s institutional memory for MEL, including through documentation, information management, and sharing and reporting system to FCDO and partners
• Lead the analysis of data to generate insights and inform decision-making. Conduct regular and ad-hoc data analysis and work closely with technical team members to develop reports (monthly, quarterly, annual) to demonstrate progress and facilitate continuous learning for FCDO and programme management, and support other learning, communications and thought leadership materials and activities
• Support the integration of evidence and stakeholder input into project planning and delivery.
• Produce regular MEL reports, dashboards, and learning products for internal and external stakeholders.
• Support the Team Leader and Project Director in preparing client reports, including progress reports, annual reviews, and evaluation summaries.
• Ensure MEL findings are communicated effectively to stakeholders and used to inform programme adaptation.
• Support the documentation and dissemination of lessons learned, contributing to improved international understanding
• Facilitate learning events, workshops, and reflection sessions to promote adaptive management and knowledge sharing.
• Lead the development and implementation of the project’s learning agenda.
• Ensure MEL activities comply with client terms and conditions, ethical standards, and data protection regulations.
• Conduct quality assurance of MEL deliverables and ensure continuous improvement of MEL systems.

Qualification Required & Experience

• Degree in MEL, international development, public relations/public policy, or related field (master’s degree preferred).
• Extensive experience in designing and implementing MEL systems for complex development programmes.
• Strong expertise in both quantitative and qualitative research methods.
• Proven ability to translate data into actionable insights and communicate findings to diverse audiences.
• Experience working with donor-funded projects, preferably with FCDO.
• Experience in the forest governance and/or climate space is desirable.
• Experience working in Ghana or similar context is desirable.
• Excellent communication, facilitation, and interpersonal skills.
• Strong analytical and problem-solving skills.
• Proficiency in MEL software and tools (e.g., Excel, Power BI, KoboToolbox, SPSS, STATA). Use of dashboards in MEL reporting.
• Collaborative leader with a flexible, adaptive approach and commitment to continuous learning.
