This specific Procurement Notice follows the General Procurement Notice for this project which appeared in the Development Business on 24th August 2011.

The Government of Ghana has received financing from the World Bank towards the cost of the Ghana Skills and Technology Development Project (GSTDP) in the amount of US$70m and intends to apply part of the proceeds of this facility to eligible payments under the contract for the engagement of suitably qualified individuals for the above position to be passed at the Project Support Unit of the Council for Technical and Vocational Education and Training (COTVET) in Accra.

Duties:

•  Support the development of an M&E framework, M&E matrix, and communication and reporting systems with stakeholder participation;
•  Constantly review and adapt Project Log frame Matrix, M&E strategy and action plan, in close collaboration with the PIU staff members and M&E Consultant, to respond the dynamic nature of the project;
•  Coordinating with other PSU team members to ensure timely and adequate response to flags triggered through M&E consultants, Project Intermediaries, Training Providers, or Beneficiary Firms;
•  Participate in WB Supervision of the Project, an produce quarterly and annual implementation progress reports, the Mid Term Review and the Implementation Completion Report;
•  Guide and supervise the implementation of special surveys and tracer studies required for evaluating project effects and impacts
•  Carry out any additional related tasks as assigned by the Head of M&E

Perform other tasks assigned by the Project Coordinator

Qualification Required & Experience

Eligibility Criteria:

•  Must have a graduate degree in economics, engineering, business management or related fields;
•  Must have at least 5 years experience in Monitoring & Evaluation of donor-funded projects;
•  Extensive experience in Monitoring and Evaluation and reports writing;
•  Computer skills in applicable fields, especially on data analysis packages;
•  Ability and willingness to travel throughout Ghana
