Job Vacancy For Participatory Research Advisor



The Ministry of Education has received a grant from DFID to setup the Education Reform Secretariat to track the delivery of initiatives in the education sector.

Job Function:

The Participatory Research Advisor is to support effective implementation of the Reform programme. organisational learning through Research and Deep Dives, and the embedding of effective and responsive data collection. analysis and reporting in line with the objectives and key performance indicators set out in the ESP.

Reporting to: Through the Education Policy Advisor to the Coordinator of the Education Reform Secretariat

Tasks:

Participatory Research and Deep Dives:

• Work with the Performance Management and Accountability, Monitonng and Evaluation Advisers in undertaking participatory research, Deep Dives, data analysis and reporting.
• Lead in the design of Participatory Research and Deep Dive tools and activities based on approved themes and topics
• Provide Leadership in the design of Terms of Reference. protocols and implementation guides for Participatory Research and Deep Dive activities
• Provide oversight over all research and Deep Dive activities
• Ensure the timely reporting on Research and Deep Dive activities

Analysis and Reporting

• Oversee the analyzing data collected from participatory research and Deep Dive activities
• Provide support to the PMA for data collection across Road Maps to ensure functioning and coherent monitoring and evaluation system
• Support the process of design of data collection tools enabling data collection management amongst the various Road Maps
• Contribute to instruments development, sampling design, data collection, data analysis and reporting

Results:

Effective and efficient data collection, analysis and management across Road Maps resulting from monitoring, research. evaluation and sharing of learning.

Qualification Required & Experience

Knowledge, Essential Competencies, Skills and Qualifications:

• Extensive (5-10) experience in the development of Research methodologies, tools and protocols
• A postgraduate degree qualification degree with research in statistics or mathematics or in a relevant field
• Knowledge in the application of relevant data analysis tools and software
• Experience data collection, analysis and management frameworks and use of a range of data collection methods and instruments
• Experience of working in Ghana and in the education sector
• Experience designing data collection tools in education programmes
• Excellent report writing and communication skills (written and verbal)
• Experience working with civil society organisations, governments, donors, multilateral institutions
• Strong facilitation skills
• Strong interpersonal skills, able to work well in cross-cultural teams and under tight deadlines
• Understanding of gender and development issues Excellent organizational skills, including ability to prioritize tasks and handle multiple initiatives simultaneously

Language: Complete fluency, oral and written in English is essential

Location: Accra, with occasional field travel
