This specific Procurement Notice follows the General Procurement Notice for this project which appeared in the Development Business on 24th August 2011.

The Government of Ghana has received financing from the World Bank towards the cost of the Ghana Skills and Technology Development Project (GSTDP) in the amount of US$70m and intends to apply part of the proceeds of this facility to eligible payments under the contract for the engagement of suitably qualified individuals for the above position to be passed at the Project Support Unit of the Council for Technical and Vocational Education and Training (COTVET) in Accra.

Duties:
The Procurement Officer will:

•  Assist in preparing procurement notices and getting them published in accordance with the Public Procurement Authority (PPA), World Bank and other Donor Procurement Guidelines;
•  Assist in preparing bidding documents in accordance with PPA, World Bank and other donor guidelines and procedures, and obtaining 'no-objections' from the World Bank;
•  Assist with drafting contracts for procurement of consultancy services, goods and trainings under the project in accordance with PPA, World Bank and other donor procurement guidelines;
•  Assist in preparing annual procurement plan of acceptable quality for the project within one (1) month from the end of the financial year;
•  Assist in the training of SDF applicants and beneficiaries on the appropriate procurement guidelines where necessary;
•  Perform any other duties that may be assigned by the Procurement Specialist

Perform other tasks assigned by the Project Coordinator

Qualification Required & Experience

Eligibility Criteria:

•  Must have a graduate degree in business, economics, social sciences, engineering, or other related field with relevant training in procurement;
•  Minimum of 5 years experience in executing procurement of goods, works and consultancy services, and commitment to acquire additional skills needed for the assignment;
•  Experience on World Bank or similar projects highly desirable;
•  Advanced knowledge of Ghana Government's Public Procurement policies and guidelines;
