Request for Expressions of Interest for the Position of a Project Architect

This Specific Procurement Notice follows the General Procurement Notice for this project which appeared in the Development Business on 24th July 2012.

The Government of the Republic of Ghana has received financing from the African Development Fund towards the cost of the Development of Skills for Industry Project (DSIP) in the amount of UA45m (equivalent to US$72.04) and a grant of UA25m (equivalent to US$40.20m) and intends to apply part of engagement of suitably qualified Project Architect to be based at the Project Support Unit of the Council for Technical and Vocational Education and Training (COTVET) in Accra.

Duties:
The Project Architect will work very closely with the Quantity Surveyor; Civil Engineer, the Procurement Specialist and the entire project team to accomplish the following tasks:

•  Architectural Design
a)  Preparation and standardization of architectural designs of the various facilities being constructed under the project;
b)  Review of specifications and details;
c)  Ensure the safe keeping and documentation of all project architectural and other technical records in both electronic and hard copies formats
•  Contract Administration
a)  Assist in monitoring project activities by conducting site inspections and attending regular site meetings;
b)  Ensure that service providers comply with contractual obligations in respect to quality and time;
c)  Assist int he resolution of civil works, design and supervision consultancy contracts disputes;
d)  Participate in preparation of the guidelines and training in operation and maintenance of completed facilities
•  Procurement
a)  Assist the Procurement Specialist in procurement planning including preparation and regular updating of procurement plans, detailed work programmes and project activity implementation time schedules;
b)  Assist the Procurement Specialist in the preparation of bid documents for works;
c)  Assist in preparing the terms of reference for planned studies/consultancies as well as their implementation
d)  Assist in the evaluation of bids and preparation of evaluation reports for works
•  Environmental management
a) Take lead in the environmental planning and management to ensure that all project activities do not have a negative impact on the environmental;
b) Assist in developing environmental management and practice guides for schools and train school management in their use;
c)  Ensure environmental friendly practices are incorporated in design and implementation of all the civil works and goods supply
•  Project Cost Control
a)  Continuously assist in monitoring project costs of the various activities and ensure that project budgets are adhered to and avoid cost overruns;
b)  In liaison with other stakeholders, assist in prioritizing works to be executed amongst competing needs;
c)  Assist in the review of contractor payments and certify payments and maintain proper records of payments. Verify all payment certificates for works including interim and final accounts, and recommend payments
•  Carry out any other work as assigned by the Project Coordinator, relevant to the project

Qualification Required & Experience

The Project Architect will have the following qualifications and experience:-

•  A University Degree in Architecture from a recognized University;
•  Possession of a relevant Post Graduate qualification is an added advantage;
•  A minimum of five years should have been in handling large of which in busy professional work environment, probably spread over wide geographical areas;
•  A minimum of three (3) years experience with AfDB or any other donor-funded project;
•  Training or experience in environmental management/design will be an added advantage;
•  Proficiency in Computer Aided Design (CAD) and with MS Office Suite;
•  Technical proficiency with robust practical architectural detailing, drawing and presentation expensive;
•  Extensive experience, working knowledge and familiarity with international funding agency procedures/ and or large private sector construction contracts;
•  Exposure to coordination of contracting and tendering procedures is highly desirable;
•  Demonstrable experience in contract management and administration of complex/multiple projects with several contracts running concurrently;
•  Excellent communication skills in written and spoken English;
•  Able to work freely in multi-culture/national working environment
