Job Vacancy For Project Director At West African Power Pool (WAPP)



WAPP is a specialized institution of the Economic Community of West African States (ECOWAS) that was created to integrate the operations of its member power utilities into a unified sustainable regional electricity market, with the ultimate goal of providing ECOWAS Members States with sustainable and reliable electricity supply, at affordable cost, in the medium and long terms. The WAPP General Secretariat has its headquarters in Cotonou, Republic of Benin.

Within the framework of WAPP, a sub-regional interconnection project referred to as the Cote d'lvoire-Liberia-Serra Leone-Guinea (CLSG) Interconnection Project is under development. The four countries involved in the CLSG project intend to establish a Special Purpose Company (SPC) that will develop, own and operate the CLSG transmission infrastructure. The CLSG SPC will be contractually and legally responsible for the physical implementation of the project.

Taking into account the time needed to establish the WAPP CLSG SPC the four concerned countries have agreed to set up a dedicated project implementation Unit (PIU) in order to among others, assist in the preparation and physical implementation of the project. Pending the establishment of the WAPP CLSG SPC and as an interim arrangement during the preconstruction phase, the WAPP CLSG PIU will be located at the WAPP secretariat in Cotonou. When the SPC has been established the PIU will be transformed and become part of the SPC.

With the support of the World Bank, the four countries involved in the project and the WAPP secretariat intend to recruit a Project Director (PIU Director) who shall have overall responsibility for the proper implementation of the CLSG project as well as the management and operation of all other PIU staff and resources. As the executive head of the PIU, the Project Director will also have to provide leadership to the unit and be a motivating factor for the unit staff.

Key Qualification:

. Interested candidates shall have a university degree in engineering or equivalent and have a minimum of 15 years of professional experience on large projects in the electricity sector, preferably in large transmission projects valued each at EUR 40 million and above. An advance degree in project management would be an additional asset. Experience of management of a PIU or similar structure will be considered as an advantage.

. The candidate must be fluent in English or French with good working knowledge of the other language.

. The contract position is for an initial period of three (3) years with a probationary period of six (6) months.
