Job Vacancy For Project Manager At Ghana Infrastructure Investment Fund



The Ghana Infrastructure Investment Fund has been established pursuant to the Ghana Infrastructure Investment Fund (GIIF) Act, Act 877 of 2014. GIIF's mandate is to provide financial resources to manage, coordinate and invest in a diversified portfolio of infrastructure projects in Ghana for national development.

The GIIF is governed by a nine-member Board, appointed as per Section 8 of Act 877

Job Purpose:

•   To oversee the planning, management, implementation, monitoring and reporting of infrastructure project delivery through implementation of best practice project management principles.
•   Contract management support for GIIF's infrastructure projects and commitment
•   To ensure that GIIF's infrastructure project interventions are carried out in accordance with its work plan and quality assurance standards.
•   To ensure that the status of infrastructure deliverables is regularly reviewed against targets and reported to management and concerned entities for appropriate and timely actions to be taken.

Position Role and Responsibilities:

•   Lead project delivery activities for capital works across all of GIIF's infrastructure projects.
•   Coordinate with relevant staff in developing short and medium to long-term strategies to guide the sustainable provision of infrastructure projects in support of GIIF's mandate and vision.
•   Provide primary technical input in the formulation of construction and implementation strategies and approaches to attain intended results for varied infrastructure sectors.
•   Assist to undertake the required planning, investigation, and project development, inclusive of cost estimates, to facilitate compilation of GIIF's annual rolling five-year investment plan.
•   Coordinate with relevant staff of GIIF in preparing detailed annual workplans to achieve infrastructure results and establish complementarity with other project interventions.
•   Lead in the Project Management of GIIF's infrastructure projects to ensure outcomes, timing, budget and other associated objectives are met in accordance with best practices.
•   Support in the establishment and maintenance of a forward infrastructure projects delivery programme for effective budget and resource planning, aligning with both internal and external expectations.
•   Undertake regular monitoring and evaluation of the progress of projects across varied infrastructure sectors to ensure that milestones and performance indicators are met, identifying gaps, issues and risks and assist in addressing these as and when necessary.
•   Regularly report and prepare progress and status reports of infrastructure projects and activities.
•   Assist in the key stakeholder consultation undertaken for the delivery of infrastructure projects and forward programmes including the preparation of responses to infrastructure projects related correspondence and enquiries.
•   Oversee Contract Management activities related to the delivery of infrastructure projects and programmes in accordance with best practice.
•   Perform other tasks as may be assigned from time to time

Qualification Required & Experience

•   Bachelor's degree from an accredited institute in civil Engineering,or a related field
•   Membership of relevant professional institution
•   A master's degree in engineering construction economics & management, strategic management of projects and related fields is desirable
•   The successful candidate will have at least 10 years relevant engineering, construction and project management experience.
•   At least 8 years' experience in key issues and best practice in the cost management of construction projects including whole life cycle costing from pre-contract to tendering and post-contract.
•   Demonstrated experience in the development of CAPEX, and operation and maintenance cost projections for projects across varied infrastructure sectors on a whole of life-cycle cost basis
•   Demonstrated understanding high of Civil Engineering works and principles relating to project management, and abilities to coordinate project management functions

Skill and Abilities and Personality Traits:

•   Good interpersonal skills, ability to interact effectively with people at different levels within the Fund.
•   Knowledge of Ghanaian and international standards relating to civil design and strategic infrastructure planning.
•   Problem-solving skills and particularly to be proactive and innovative in integrating GIIF's activities with other government agencies and departments.
•   Ability to manage and organise own time to achieve goals and objectives.
•   Excellent in oral and written communication, have the skills to write independent reports, documents, maintain systems and procedures in delivering infrastructure projects.
•   Excellent computer skills, particularly in MS word, excel, access and PowerPoint and proficiency in the utilisation of construction and project management tools and software.
•   Commitment to GIIF's vision, mission, strategy and values.
•   Ability to work with the highest standards of integrity, discretion, loyalty, confidentiality and strong work ethics.
•   Ability to analyse and evaluate data for completeness, acceptability and accuracy.
•   Ability to work under pressure to meet tight deadlines.
•   Understanding of project appraisal and evaluation.
•   Ability to work cooperatively and collaboratively with all levels of employees, management, and external agencies to maximise performance, creativity, and achieve the targeted objectives of the Fund
