Job Vacancy For Project Procurement Officer (PPO)



Environmental Protection Authority (EPA) is seeking to recruit suitably qualified professionals for the underlisted position: Project Procurement Officer (PPO).

Responsibilities

•The Project Procurement Officer shall work under the direct supervision of the National Project Manager for the Climate resilient landscapes for sustainable Livelihoods in Northern Ghana (CRISNG) to ensure the achievement of the expected outcomes and outputs of the Project as set out in the approved GCF-Funded Activities Agreement (FAA) and the Project Cooperation Agreement (PCA) between the Environmental Protection Authority (EPA) of the Ministry of Environment, Science and Technology (MEST) and UN Environment Programme (UNEP).
. Successful candidate shall be responsible for the overall procurement and logistics management for the effective implementation of the CRLSNG project.

Tasks

•Under the supervision of the National CRLSLNG Manager, the procurement officer will be responsible for full compliance with UNEP, GCF and GoG procurement regulations, strategic coordination and logistics management, among others.
•The procurement officer will be based in the project management Unit located in the premises of the environmental protection authority (EPA).

Qualification Required & Experience

The successful candidate for the Procurement Officer role must have the following profile:

•At least a Master's degree in Procurement and Supply Chain Management or any other equivalent degree
•Must be a full member-in-good-standing of at least one international professional body in procurement and supply chain for minimum of 5 years and at least 1 national professional body in procurement and supply chain practice in Ghana.
•Must possess, at least 15 years of professional experience in procurement and contract management experience within a structured organisation system working with government and donor organisations at least 8 years of which must be within a program or project setting with the United Nations or World Bank systems implemented by Government of Ghana.
•Proven experience in managing procurement in a project of similar nature and complexity over the past 5 years
•Knowledge and experience in the preparation and implementation of procurement plans, bidding documents, evaluation reports, contract documents for small, medium and complex procurement activities, inventory management and logistics
•Must possess proven experience in managing and coordinating procurement in a multi-agency setup for at least 10 years
•Must possess proven experience in working with EPA or similarly structured internal procurement, administrative and financial procedures and processes for at least 12 years.
•Ability to effectively communicate professional and strategic procurement thoughts, principles and practice both orally and in writing, is required
•Must possess sufficient knowledge and training in procurement management of development projects funded by the United Nations, World Bank or multilateral organisations
•Proven experience in working with big data to obtain, evaluate and interpret factual information and to prepare accurate and complete reports for high level considerations in procurement management and implementation
