Background
The Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is working with the Government of Ghana through the Ministry of Health (MoH) and Ghana Health Service (GHS) to ensure uninterrupted supply of health commodities to clients in health facilities. The GHSC-PSM is the primary vehicle through which the U.S. Department of State (DoS) provides supply chain technical assistance to the Ministry of Health and Ghana Health Service to 1) procure and provide health commodities, 2) improve Ghana’s management of the public health supply chain, and 3) collaborate with key stakeholders to support global health initiatives
The Public Health Programs Associate (PHP Associate) is an entry-level position that will report directly to the GHSC-PSM Public Health Programs Team Lead. The associate will support the Public Health Programs (PHP) team by providing supply chain and commodity security technical assistance to the Ministry of Health (MoH) and the Ghana Health Service (GHS) to ensure the continuous availability of HIV/AIDS, malaria, and nutrition commodities. The role involves supporting quantification, development of national supply plans, pipeline and procurement monitoring, analyzing and triangulating clinical and logistics data to generate actionable insights among other activities.
Principal Duties and Responsibilities (Essential Functions)
• In collaboration with Public Health Programs Team members, provide technical support to the MoH and GHS in national forecasting and quantification of public health commodities, including HIV/AIDS, TB, malaria, and nutrition commodities.
• Assist the Public Health Team in collaborating with the Ministry of Health (MoH) and the Ghana Health Service (GHS) to regularly update and disseminate comprehensive national supply plans outlining commitments and orders from key funders, including the Global Fund, the United States Government (USG), and the Government of Ghana.
• Support the management and monitoring of program commodity pipelines by identifying and flagging gaps in procurement, shipment, and delivery timelines.
• Contribute to the PHP team’s provision of technical and logistical support to the MoH and GHS to strengthen routine commodity distribution, ensuring adequate stock availability to meet client needs across all levels of the supply chain.
• Assist in placing and monitoring the procurement of program commodities financed through United States Government (USG) funding.
• Support the triangulation and analysis of clinical and site-level logistics data and share actionable insights to optimize the availability and rational use of program commodities.
• Assist in the conduct of monitoring and supportive supervision visits, including on-the-job supply chain orientation and performance monitoring, in close collaboration with the MoH and GHS to ensure continuous commodity availability.
• Support the PHP team in planning and implementing logistics support to NMEP in the successful execution of school-based long-lasting insecticidal net (LLIN) distribution and Seasonal Malaria Chemoprevention (SMC) campaigns.
• Conduct regular stock status analyses and prepare and disseminate reports on national- and facility-level performance related to program commodities, as applicable
• Participate in the collection and compilation of project activity data and reports.
• Inform leadership of potential short-term technical assistance needs as required
• Perform any other tasks as may be assigned.
Qualification Required & Experience
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
• First degree in public health, pharmacy, monitoring and evaluation, health sciences, supply chain and logistics, or related field.
• Applicants must have completed National Service within the last two years (24 months).
• Strong analytical and computer skills in Word, Excel, PowerPoint, Access, and other software programs required.
• Competent report writing skills.
• Good written and oral communications skills.
• Excellent interpersonal skills. Proven ability to work effectively in a multi-cultural context
• Ability to work in a flexible and dynamic office with both operations and technical teams.
• Demonstrated experience preparing presentations.
• Demonstrated leadership, versatility, and integrity.
• Have strong organizational skills and the ability to pay attention to detail.
• Ability and willingness to travel to the field for activities, if required
