Job Vacancy For Senior Manager and Head of Procurement Unit



Purpose of Position

• To provide technical and operational support for the effective and efficient performance of the Procurement Unit, as well as provide oversight on the stores function of the fund

Duties and Responsibilities

• Collates data for the formulation of policies
• Implements and monitors the programmes and activities of the Unit
• Develops the procurement mannual and procedures
• Supervises the conduct of market surveys to identify sources of supply
• Develops, maintains and updates the database on suppliers
• Supervises the preparation of the annual procurement plan
• Coordinates the management of the procurement process
• Prepares annual and other periodic reports on the procurement functions to the Public Procurement Authority through the Head of Entity.
• Oversees stores and Disposal of assets in accordance with laid-down procedures and regulations
• Liaises with directorates, units, service providers, approving authorities and other stakeholders on the procurement of goods and services
• Prepares the budget and workplan of the unit
• Supervises and appraises the performance of subordinate staff
• Exercises supervision and control over supplies and stores staff
• Carries out regular inspection of stores and inventory and reports to the Director of Administration & Human Resources
• Train stores staff in current storekeeping practices

Qualification Required & Experience

• A minimum of a Master's Degree from an accredited tertiary institution in supply chain management, procurement management, purchasing & supply or any other related field
• Must be a member of the chartered institute of purchasing and supply (CIP) or any recognised professional procurement body
• A minimum of 10 years post-Bachelors Degree relevant work experience, 5 of which should have been a management role in a reputable organisation
• Must pass a selection interview conducted by the fund in collaboration with the public services commission

• Knowledge in administrative procedures
