Job Summary
The Senior Manager, Monitoring supports the implementation of the organization's monitoring systems to track the performance of projects. The role involves coordinating data collection, conducting field monitoring, analyzing programme results and generating reports that inform strategic decisions and stakeholder engagement. The incumbent ensures adherence to established M&E frameworks and provides technical guidance to implementing entities and project teams
Key Responsibilities
Performance Monitoring
• Coordinate the execution of the organisaion's performance monitoring plans (PMPs) across all projects
• Track and validate project indicators based on agreed logical frameworks and results
• Ensure timely collection, compilation and analysis of project data from implementing partners and contractors
• Ensure that data collection mechanisms are designed to collect data disaggregated by gender and other dimensions, as applicable and practical and that the findings are presented at the appropriately disaggregated level
• Review and update data collection templates for monitoring of indicators at the end of each Quarter, based on experiences with the Data Collection
• Develop (with the other teams) and implement a systematic results dissemination approach that draws on verified indicator tracking table (ITT)/Results Framework data
Field Monitoring and Supervision
• Plan and lead regular field visits to verify implementation progress and data accuracy
• Collaborate with project managers and stakeholders to resolve discrepancies or data gaps
• Prepare field monitoring reports and share findings with internal teams and the Director, M&E
Data Management and Analysis
• Oversee development and execution of an MIS/M&E system (including data-collection, data-analysis and reporting systems)
• Supervise data entry, cleaning and processing for reporting and dashboard visualization
• Maintain monitoring databases and ensure proper documentation and filling of data sources
• Generate statistical summaries and performance trends for use in management and stakeholder meetings
Capacity Building and Technical Support
• Train implementing partners and internal project teams on M&E tools, data reporting formats and indicators
• Develop user-friendly guidance documents and templates for field staff and stakeholders
• Support data quality assessments and recommend improvements in data collection practices
Reporting and Documentation
• Develop reporting manuals and templates
• Preparation and publication of monitoring and evaluation reports and implementation reports from project managers and implementing partners and others as defined in the policies and procedures manual
• Develop (with the other Teams) and implement a systematic results dissemination approach that draws on verified indicator tracking table (ITT)/Results Framework data
• Contribute to the preparation of quarterly and annual M&E reports
• Draft narrative summaries and indicator tables in alignment with the funding agency and the organization's requirements
• Document lessons learned, best practices and success stories from project implementation
Quality Assurance and Compliance
• Ensure that all monitoring activities comply with the organization and funding agency guidelines for M&E
• Collaborate with the evaluation and learning team to align monitoring with evaluation requirements
• Organise and oversee regular independent data quality reviews to assess the quality of data reported
Qualification Required & Experience
• Master's degree in Monitoring and Evaluation, Development Studies, Economics, Statistics or a related field
• At least 15 years of professional experience in M&E, with a focus on monitoring in donor-funded or infrastructure development projects
• Experience working with performance monitoring frameworks and data analysis
• Familiarity with the World Bank or other international donor M&E standards is an added advantage
Skills and Competencies
• Strong knowledge of M&E tools, logframes, indicators and results-based management
• Competence in data management software such as Excel, Power BI, SPSS or STATA
• Excellent writing, communication and analytical skills
• Good organizational and time management abilities
• Ability to work independently and collaboratively in a fast-paced environment
