Job Summary:
•Oversee the planning, design, continuous optimization of the converged RAN with the responsibility of providing end-to-end ownership of the radio network performance across 2G/3G/4G/5G technologies, that delivers enhanced coverage and capacity to meet the quality of service and user experience requirements across Voice, data, financial and digital services.
•This involves driving for excellence in network performance through continuous network benchmarking and enhancements, cost optimisation efficiencies (CAPEX/OPEX) and designing for faster time to market for all products and services, as well as managing the technological and product road maps. The radio access network must be ready to support the present subscriber base and future demands within in a multi-vendor equipment and TowerCo environment.

Job Role
RAN Strategy, Planning & Future Design
•Strategically drive the design and planning of a cost-efficient RAN aligned to a 5+ year horizon, considering technology evolution.
•Translate business plans and subscriber growth into RAN design and capacity requirements.
•Ensure future-proof RAN design to support current and emerging technologies.
•Maintain capacity and functionality requirements across all technologies (voice, data, fintech, digital services).
•Oversee all core network planning initiatives to ensure alignment with KPI and QoS requirements.
Budgeting, Cost Optimisation & Resource Efficiency
•Develop departmental budget requirements in line with the company business plan.
•Lead cost optimisation and efficiency initiatives across RAN.
•Manage CAPEX and OPEX related to RAN expansion and operations as delegated.
•Control budgets related to licensing, QoS, and network expansion activities as delegated.
Network Performance & Quality Management
•Ensure all KPI and QoS requirements are achieved across the RAN.
•Drive and oversee RAN network performance, including weekly and monthly reporting.
•Develop methodologies to enhance network performance monitoring.
•Ensure timely upgrades (licenses, software, features) to meet performance standards.
Regulatory Compliance & Governance
•Ensure compliance with regulatory requirements for RAN design and quality (in collaboration with CSE).
•Ensure all licensing and QoS obligations are met.
•Oversee governance controls related to network standards and regulatory adherence.
Vendor, Partner & Stakeholder Management
•Oversee RAN solution design, outsourced projects, and vendor performance.
•Lead vendor selection and participate as technical lead in procurement negotiations.
•Manage relationships with regulators, equipment vendors, managed services partners, and service providers.
•Drive effective stakeholder engagement for network deployment and performance.
Infrastructure & Deployment Oversight (Including Towercos)
•Oversee TowerCo engagements and drive cost-effective infrastructure solutions.
•Ensure efficient rollout and deployment of RAN infrastructure.
•Manage outsourced delivery and solution implementation.
Collaboration & Internal Alignment
•Actively engage with RAN Planning & Optimization teams for alignment.
•Ensure cross-functional collaboration to deliver on network and business objectives.
Qualification Required & Experience
Education
•Minimum of a University degree in Electrical and Electronic Engineering or related field
•Postgraduate qualification is an added advantage
•Professional certification is a must.
•Experience Minimum of 10 years Telecommunications experience in a similar role (RAN Planning & Optimization essential).
•Leading cross-functional project teams, with at least 5 years in a managerial role.
Knowledge
•Excellent knowledge of RAN Planning and Optimisation requirements
•Excellent knowledge of Radio Propagation Principles
•Good understanding of network planning and engineering economics.
•Ability to perform engineering studies within RAN planning for resource and quality Optimisation.
•Skills in presentation and technical reporting.
•Good understanding of Voice over LTE, Voice over Wi-Fi, Voice over broadband and New Calling principles and their optimization.
•Good knowledge of 4G, 5G and IoT network planning, dimensioning and optimisation principles.
•Good understanding of telecom network security requirements and regulatory compliance.
•Excellent knowledge of radio network Optimization on 5G, LTE, UMTS and GSM Accessibility KPIs
•Good knowledge of radio network Optimization on 5G, LTE, UMTS and GSM Retainability KPIs
•Good knowledge of radio network Optimization on 5G, LTE, UMTS and GSM Integrity KPIs
•Good interference analysis/calculations and elimination skills.
•Basic financial understanding.
