Job Vacancy For Senior PPP Specialist At Ministry of Finance & Economic Planning (MOFEP)



Background:
The Government of Ghana (GOG) recognizes the need to explore Public Private Partnership (PPP) option in the delivery of public infrastructure and social services. In this regard, the Ministry of Finance & Economic Planning (MOFEP) has in the last two years embarked on a robust PPP programme and is undertaking an impressive set of reforms to improve the policy, legal, institutional and regulatory environment for the implementation of PPP projects as well as preparation and transaction advisory support for PPP projects.

MOFEP through the Public Investment Division (PID) which is leading the PPP Programme in Ghana is now seeking to appoint an experienced Senior PPP specialist with international experience in PPP investment appraisal as well as project development, transaction and structuring. The Senior PPP Specialist shall therefore be attached to the PID and will have cross-cutting functions for PPP transaction development and Gate-Keeping.

Purpose of the Position:
The PPP Specialist will operate at the PID office within MOFEP in Accra. The assignment will be for two years, with the possibility of renewal subject to work requirements and satisfactory performance of the Specialist.

•  The Specialist will provide advisory support for the implementation of the Ghana PPP Programme at all levels of the PPP project life cycle and provide leadership to the team of professionals in the PID, with regards to the organizational, professional and modus operandi requirements of the division. A key purpose of this position will be to transfer important PPP transaction and gate-keeping oversight and management skills, models, and procedures to relevant units under the PID
•  She/he Will, under the direction of the PID Director, assist in overseeing the assessment of a growing portfolio of PPP transactions in Ghana as well as support the generation of PPP pipeline projects across various sectors through a robust Investment Appraisal (IA), Affordability and Value for Money (VfM) assessments in accordance with the Government of Ghana National PPP Policy. The Specialist will also be overseeing and managing teams of PPP project consulting and transactions advisory firms and individuals who will be carrying-out PPP pre-feasibility and full feasibility studies, and preparing and implementing PPP tenders

Qualification Required & Experience

Education:
A minimum of a Master's degree in Economics, Law, Finance, Business Administration or Management. An interdisciplinary background is desirable but not necessary.

•  Minimum of 10 years' experience with analyzing, structuring, and financing PPP infrastructure investments with some experience at the international level, especially in Developing Countries and Africa and working with Governments, including:
a) Experience with preparing, structuring, and negotiating limited recourse project financing transactions;
b) Experience with preparing or bidding on international competitive procurements for large capital investments projects;
c) Experience in appraising investment projects, such as conducting due diligence reviews for investors and lenders;
d) Strong quantitative experience with designing and reviewing financial feasibility studies and tariff-setting analysis for long-term infrastructure investments
Experience with conducting and reviewing Public sector Comparison (PSC) and Value for Money (VfM) analysis for large investments projects;
•  Experience with advising on PPP policies, institutional development, legal & regulatory frameworks, and training;
•  Demonstrated ability to work with Ministry of Finance decision-makers and donor organizations alike;
•  Must have practical experience in leading and coordinating professionals within a complex multi-cultural and cross-sectoral environment;
•  Ability to conduct on-the-job training and to transfer key PPP project and transaction management skills to other members of the PPP Team
•  Experience in the design, implementation and successful closing of PPP transactions and working on multiple transactions
•  Demonstrated knowledge of PPP opportunities in areas relating to economic and social infrastructure and services;
