Project Brief:

• The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been active in Ghana in the context of international development cooperation for more than 30 years. GIZ has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the Special Initiative “Decent Work for a Just Transition” in Ghana. Due to the constant growth of Africa’s population (population doubles to 2.5 billion people by 2050), the continent needs 20 million new jobs annually. This goal is only achievable in cooperation with the private sector. To realize employment-related investments with companies, the Special Initiative works in three areas of intervention: Business & Investment, Ghanaian SME & Cluster Focus.

Scope of Role:

• In close cooperation with the Invest for Jobs team, the Head of Business & Invest/Cluster, and the Invest for Global Programme, the Technical Advisor will contribute to the implementation of projects in the portfolio as well as lead the development of new projects in the sector. Advise partner institutions (e.g. Ghana Investment Promotion Centre – GIPC) on strategies, policies and their implementation to strengthen private investment in Ghana to create
decent jobs.

Tasks:

• Develop investor outreach, marketing and communication strategies, including digital tools.
• Lead research and studies on Trade and Investment and the Ghanaian business readiness for European and other international companies.
• Advise on sustainable investment practices, including alignment with international environmental and social standards.
• Identify and implement capacity development measures for partner organisations such as the Ministry of Trade, Agribusiness and Industry (MoTAI),
Ghana Freezones Authority (GFZA), the Special Economic Zones Chamber (SEZC).
• Organize and deliver training, workshops, exchange or capacity development formats for the partners including MoTAI, GFZA, GIPC and SEZC.
• Build strong working relationships with private sector developers, park tenants, local government entities, and relevant international organizations.
• Develop new projects to strengthen local industrial ecosystems, like in the Tema Industrial Park and ensure the successful implementation of those as well as ongoing projects per GIZ’s processes and regulations.
• Monitor and evaluate the technical implementation of activities related to industrial ecosystem development, ensuring high quality and alignment with GIZ’s goals.
• Ensure alignment and leverage synergy through knowledge exchange with other GIZ programmes in related areas.
• Contribute to reporting, sector studies, monitoring and evaluation appropriate inputs for various studies commissioned by assigned partners, where necessary.
• Perform other tasks at the request of management related to the successful implementation of the programme.

Qualification Required & Experience

• BSc/Master’s degree in Business Studies, Economics, Urban/Regional Planning, Industrial Engineering, Development Studies, Environmental Management, or a related technical discipline.
• At least 5 years of professional experience in investment promotion, industrial ecosystem support, infrastructure development, economic zone planning, or industrial policy, with a strong advisory and project implementation component.
• Very good understanding of industrial park and ecosystems development models, investment promotion, and sustainable infrastructure planning.
• Demonstrated experience in working with government institutions, private sector stakeholders, and development partners.
• Knowledge of eco-industrial park frameworks, international environmental standards, and public-private partnership models.
• Excellent coordination, facilitation, and communication skills.
