Project Brief

The Support to the Transformation of TVET in Ghana project aims to support the reforms of Technical and Vocational Education and Training (TVET) in Ghana in collaboration with the Ministry of Education, the Commission for TVET, the TVET Service, TVET Institutions and other private and public sector stakeholders. It is commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ).

Scope of Role:

• As a Technical Advisor you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities.
• In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

Tasks:

• Advise on the development and implementation of digital solutions to improve the TVET system.
• Advise on the development of digital systems for quality management.
• Assist in the design of digital learning tools and capacitate TVET personnel to integrate them into lessons.
• Support the TVET Service personnel to integrate digital learning tools into lessons.
• Develop and implement corresponding capacity measures to ensure adequate usage of IT equipment.
• Support the development of strategies and measures to promote digitalization in the Ghana TVET system in collaboration with key national partners.
• Responsible for overseeing, coordinating, and evolving all aspects related to digitalization-related advisory services to be extended by the programme.
• Plan, prepare, and implement workshops, seminars, and digitalization events.
• Advise and coordinate the development of various products, aiming at digitizing selected core processes of TVET governance and administration in the Ghana TVET system.
• Formulate implementation plans, concept notes, and Terms of Reference (ToR) for Short-Term Experts.
• Performs other tasks at the request of management related to the implementation of the projects’ objective.

Qualification Required & Experience

• University degree or comparable qualification in IT or ICT-related studies
• Proven hands-on experience in developing and delivering digital training content and digital solutions.
• At least seven (7) years of professional experience in the ICT (private) sector
• Proven record of working as a trainer or teacher for ICT-related trades/subjects (e.g. in-company trainer)
• Extensive industry knowledge and hands-on practical experience in the implementation and use of information technology and information management systems, products, and processes with a focus on Technical and Vocational Education and Training.
• Excellent communication, facilitation, and networking skills
