Project Brief

• The Support to the Transformation of TVET in Ghana project aims to support the reforms of Technical and Vocational Education and Training (TVET) in Ghana in collaboration with the Ministry of Education, the Commission for TVET, the TVET Service, TVET Institutions and other private and public sector stakeholders. It is commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ).

Scope of Role:

• As a Technical Advisor you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities.
• In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases.
• You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

Tasks:

• Provides expert advice and technical guidance on the selection, implementation, and integration of digital tools and platforms tailored to the needs
of TVET programs.
• Collaborates with stakeholders to develop strategic plans and roadmaps for digital transformation initiatives in TVET institutions.
• Identifies priority areas for investment in digital technologies and innovative solutions to support teaching, learning, and administrative processes.
• Assists in the development of technical specifications, standards, and protocols for digital infrastructure and systems.
• Leads the collaboration with stakeholders to identify labour market data requirements and define specifications for the development of TVET Management Information System (MIS).
• Support the design, development, and implementation of a user-friendly and scalable TVET MIS platform to track and manage labour marketrelated data.
• Designs and delivers training programs, workshops, and capacity-building initiatives to enhance the digital literacy and skills of TVET educators, administrators, and students.
• Supports the development of curricula and training materials that incorporate digital competencies and industry-relevant skills.
• Support the development of training materials and conduct training sessions for end-users and administrators on how to effectively utilize TVET MIS.
• Assists in formulating implementation plans, concept notes and ToRs for short-term experts.
• Performs other tasks at the request of management related to the implementation of the projects’ objective

Qualification Required & Experience

• BA/MA or comparable qualification in IT or ICT-related studies
• At least seven years of professional experience in the ICT (private) sector
• Proven record of working as a trainer or teacher for ICT-related trades/subjects (e.g. in-company trainer)
• Knowledge of the Technical Education and Vocational Training system in Ghana would be an additional benefit.
• Excellent communication, facilitation, and networking skills.
• Ability to work effectively in cross-cultural settings and collaborate with diverse stakeholders.
• Proficiency in relevant computer applications and data analysis tools.
• Knowledge of Region and local languages of the Upper West and Savannah Regions.
• Ability to speak French would be an asset.
