Project Brief:
The programme Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) support public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level. PAIReD works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in partnership with the Ministry of Finance in Ghana and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The programme cooperates with ministries and national authorities, civil society organizations, as well as 60 districts. PAIReD supports the capacity development of its partners for making the public financial management system more transparent, fairer, and more effective. It advises national institutions
and partner districts on developing data-based plans and inclusive planning processes, strengthening the linkages between land-use plans and development plans with an associated budget and expenditure. PAIReD also cooperates both with state and non-state actors to curb corruption through joint actions.
Scope of Role:
The advisor will coordinate and support the design, development, and implementation of digital systems and data tools in support of the PAIReD programme objectives. This includes overseeing operational and technical aspects of digital interventions in the data management for local governance component as well as in the PAIReD Programme, advising partners, and ensuring alignment with national and organizational standards.
Tasks:
• Co-lead the development and implementation of databases, spatial data system and repository, data collection tools, and digital
participatory/governance tools to support programme activities;
• Coordinate both operational and technical aspects of digital initiatives within the component, ensuring their alignment with established quality standards and the strategic direction of the programme ;
• Provide expert advice and technical guidance to internal teams and external partners on the design, integration, and deployment of digital platforms and systems, especially the District Development Data Platform (DDDP) and the Land Use Planning Management
Information System (LUPMIS) ;
• Work closely with external developers and consultants to design and deliver effective, user-centered digital solutions that address the needs of partners and stakeholders related to planning and budgeting of public institutions
Qualification Required & Experience
• University degree in geo-informatics, computer science, information technologies, planning or a related field
• At least 4 years’ professional experience in a comparable position
• Preferably working experience with the public sector
• Preferably working experience in IT or survey department or agency
• Working knowledge in IT Operations, Server Administration and Database Administration
• Experience in working with Open-Source GIS systems (both web and desktop).
• Knowledge and experience in the DHIS 2 software is an added advantage
• Willingness and ability to collaborate, also remotely, in a diverse team
• Willingness to trave
