Project Brief:

• The programme Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) supports public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level.
• PAIReD works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in partnership with the Ministry of Finance in Ghana and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
• The programme cooperates with ministries and national authorities, civil society organizations, as well as 60 districts. PAIReD supports the capacity development of its partners for making the public financial management system more transparent, fairer, and more effective.
• It advises national institutions and partner districts on developing data-based plans and inclusive planning processes, strengthening the linkages between land-use plans and development plans with an associated budget and expenditure.
• PAIReD also cooperates both with state and non-state actors to curb corruption through joint actions.
• As part of its interventions in the field of anticorruption PAIReD plans to implement a multi-donor action co-financed by the European Union that seeks to strengthen the rule of law and the fight against corruption in Ghana.
• The specific objective here is to increase the use of digitalization and better collaboration between the anti-corruption actors in the criminal justice chain

Scope of Role:

• The Advisor is to provide expert advice on the development, implementation, and roll-out of e-justice system to circuit courts.
• The role will also entail offering specialized advice to Economic and Organized Crime Office (EOCO) and Office of the Special Prosecutor (OSP) on digitalization, particularly focusing on forensic labs and digital interrogation rooms.
• The advisor will play a crucial role in contributing to results-based monitoring and reporting of the digitalization initiatives

Tasks:

• Provide expert advice on the roll-out of e-justice system tailored for circuit courts and the upgrading of the e-justice system while ensuring the seamless integration and connectivity of the system to promote coordination among institutions in the anti-corruption chain.
• Develop concept notes and Terms of Reference as well as manage related consultancies.
• Collaborate with IT teams and stakeholders to identify requirements, establish project timelines, and ensure successful system roll-out.
• Develop and implement a robust monitoring and evaluation framework to track the progress, effectiveness, and impact of digitalization initiatives.
• Generate comprehensive reports, dashboards, and presentations showcasing key performance indicators, milestones achieved, and areas for improvement.
• Collaborate with internal and external stakeholders to collect data, analyze results, and make data-driven recommendations for enhancing digitalization strategies and outcomes.
• Support and contribute to the development and implementation of a robust monitoring and evaluation framework to track the progress, effectiveness, and impact of digitalization initiatives.
• Offer specialized advice to EOCO and OSP on the digital transformation of forensic labs including the adoption of advanced technologies.
• Advice on the design and implementation of digital interrogation room.
• Support and contribute to the development and implementation of a robust monitoring and evaluation framework to track the progress, effectiveness, and impact of digitalization initiatives.
• Stay updated with the latest trends, tools, and best practices in digital forensic investigations and interrogation techniques to provide cutting-edge solutions.
• Ability to undertake duty trips within Ghana

Qualification Required & Experience

• Master’s degree in information technology, Computer Science, or a related field. Additional certifications in digital forensics, cybersecurity, or project management are desirable.
• Understanding of the anti-corruption landscape, including familiarity with the mandates, functions, and operations of anti-corruption investigative agencies and the judiciary.
• At least five years’ experience in designing, developing, and implementing e-justice systems and digital forensic solutions.
• Expertise in providing consultancy to governmental or law enforcement agencies on IT and digital transformation projects.
• Strong analytical, problem-solving, and project management skills.
• Excellent communication and interpersonal abilities, with a track record of collaborating effectively with multidisciplinary teams and stakeholders.
