Job Description

• The Technical Advisor will be primarily tasked with supporting GSDI within the TVET component of the programme for sustainable economic development (PSED) to contribute to the program's objectives and indicators.
• This includes providing institutional support and organizational capacity development to the management of selected training providers, developing initial and In-service teacher training concepts based on specific needs assessments with the respective TVET teacher training institution as well as supporting the preparation and implementation of competency based training programs and all other daily operational aspects related to that.

Tasks Planning and Conceptualization

• Developing concepts and strategies for several areas of training provider support (quality management, introduction of cooperative training models, private sector linkage, PR, accreditation)
• Formulating implementation plans for TVET teacher training measures
• Preparing ToRs and contracts for short-term experts in conjunction with the responsible procurement officers

Management and Coordination

• Introducing TVET teacher training concepts to implementing training providers
• Supervising the introduction of a quality management system at selected training providers
• Coordinating the institutionalization of linkage with provide sector companies and the introduction of cooperative training models
• Supervising the implementation of training programs by the selected training providers
• Supporting accreditation processes of selected training providers with COTVET
• Organizing continuous technical and gender sensitive training for facilitators
• Identifying and documenting demand for external support and assisting national and international advisors in carrying out their work

Communication and Networking

• Developing and maintaining working relationships with all important project stakeholders, especially with COTVET, COLTEK and selected training institutions
• Seeking close cooperation with team members of PSED's subcontractors
• Communicating closely with development workers and integrated experts in partner organisations
• Building up a professional network of relevant actors in the TVET sector
• Taking note of system-infused challenges on institutional level and liaises with TVET policy advisor and/or COTVET

Knowledge Management

• Collecting, processing and distributing relevant information
• Writing regular monitoring reports on the progress of selected training providers
• Conducting research on educational topics
• Collecting data on project activities to contribute to the joint monitoring system

Qualification Required & Experience

• BA/MA or comparable qualification in Education or related studies
• Minimum of 4 years of professional experience in the TVET sector
• Proven record of working as teacher or school management staff
• Knowledge of the TVET sector and educational landscape
• Very strong managerial and organizational competencies
• Ability to work independently and steer activities within the responsibilities assigned to him
• Willingness to frequently travel within Ghana
• Fluent written and oral knowledge of the English language, German is a useful asset
• High social competence and ability to work in an international team
• Good communication skills and ability to engage stakeholders
• Strong interpersonal skills, work experience in an intercultural environment is an asset
