Project Brief

The Programme Support to the AfCFTA is designed to create favourable framework conditions for realizing AfCFTA. The strategy starts at continental level (negotiating framework) and takes into account key synergies with the actors at regional (economic communities) and national level. In Ghana, the project is supporting the negotiations and national implementation of AfCFTA.

Scope of Role

The Trade Policy Advisor provides technical guidance to the programme, serving as the primary interface with government counterparts responsible for AfCFTA implementation. The scope centers on advancing the domestication and operationalisation of AfCFTA, with a particular focus on Trade in Goods, Trade in Services and Digital Trade. The role ensures coherent planning and delivery toward agreed milestones, uses monitoring and evaluation findings to
inform implementation, and ensures clear, consistent reporting and results communication.

Tasks:

• Develop and implement project activities with relevant government partners, ensuring technical quality and compliance with programme frameworks.
• Serve as the primary liaison to government agencies responsible for AfCFTA implementation
• Identify, design and steer support interventions on trade topics, with a focus on AfCFTA domestication and operationalisation.
• Maintain and periodically update programme operational documents and implementation plans.
• Review and quality-assure reports, technical documents, working papers and publications on trade policy and AfCFTA.
• Ensure effective information flow and coordination with other GIZ projects and relevant donor programmes.
• Plan, implement and document trainings, workshops, forums, team meetings and other project activities, including follow-up and knowledge capture.
• Deputise during the team leader’s absence

Qualification Required & Experience

• Master’s degree in International Trade, International Law, Economics, Economic Development; Political Science or similar
• At least 5 years’ professional experience in a comparable position
• Sound knowledge of AfCFTA and its protocols is an advantage
• Expertise in Trade in Goods, Trade in Services, and/or Digital Trade is an advantage
• High level of organizational, communication, reporting, and writing skills
• Ability to prioritize and deliver assigned tasks diligently under strict deadlines
• Excellent skills in writing and speaking English
• Ability to work independently and as part of a team
• Willingness to travel within and outside the country
