CARE International in Ghana is seeking a qualified candidate to fill the position of Knowledge Management, Learning and Communication Advisor to support its Natural Resources Program.

JOB SUMMARY
The Knowledge Management, Learning and Communication Advisor is a member of the (Forest Extractive Industry Civil Society Support) FEICS Program implementation team and reports to the Natural Resources Program Coordinator. S/He is responsible for the overall Monitoring and Evaluation planning and implementation of the FEICS Program. S/He will ensure knowledge management among program team and Strategic Partners and drive the learning agenda within the program. The position is based in Accra but will require extensive travel to Strategic Partners project communities to support with M&E events.

Key Responsibilities

•   Lead and facilitate the design and implementation of FEICS programme M&E Plan.
•   Design and develop systems for data collection, storage and analysis for FEICS Program for impact measurement
•   In collaboration with Gender Advisor, support Strategic Partners to undertake gender analysis of their programs and measure changes in gender equality in the implementation of their activities.
•   Provide quality assurance for M&E related events, through inputs into ToRs for M&E related consultancies, baseline and evaluation designs and reports.
•   Maintain an updated database of donor reports and calendar for donor Technical and financial reporting requirements and DME related events.
•   Prepare M&E reports/documents on program activities to support CARE Ghana’s and Strategic Partners fund raising efforts, and for CARE Denmark.
•   Establish and promote information standards, capture and share best practices, approaches, and lessons learned.
•   Documentation of outcomes, significant accomplishments and lessons learned to inform impact measurement.
•   Facilitate and build Strategic Partners capacity in documentation and sharing of impacts through monthly 1 pagers, Human Interest Stories and Most Significant Changes.
•   Prepare a Communication Strategy for FEICS Program outlining what needs to be communicated and with whom.
•   Support media capacity building efforts by Strategic Partners to ensure media plays a lead role in enforcement of community rights and extractive sector governance issues.
•   Support colleagues and strategic partners in communicating information about FEICS work through different advocacy channels and networks.

Qualification Required & Experience

•   Master’s degree in knowledge management, library science, communications or related field
•   7 years experience in M&E Practice, database development and analysis, impact measurement, capacity building with local NGOs and communities, CSO and public sector agencies
•   Experience in organizational learning and creating a culture of knowledge management and communication,
•   Knowledge of the natural resources sector is an added advantage
•   Demonstrated Communication skills and ability to promote organizational learning and generate knowledge and evidence of impact
•   Strategic and conceptual thinking ability
•   Experience in facilitating linkages, relationship building and networking
•   Proven experience with press outreach and media relations experience
•   The ability to work with and influence senior colleagues
•   Extensive experience working in organizational communication as well as public relations
•   An in-depth appreciation of IT and its utilization
