TERMS OF REFERENCE FOR A CONSULTANCY
Farm Radio International is an NGO that works with radio broadcasters to help them produce and broadcast highly effective farming and rural development radio programs.

We are seeking the services of a mapping expert who can help us:

•   Estimate the total area covered by a radio station’s broadcasts (“broadcast zone”)
•   Estimate the area within this area where the particular type of agriculture being promoted is or can be practiced.  Thus, if the radio program is about vegetable cultivation, we would like an estimate and mapping of the areas with its broadcast zone that are suitable for vegetable cultivation.
•   Estimate the number of farming households and individual farmers that live within the areas mapped in point b, and create a map showing where these farmers are clustered.

Farm Radio International implements projects with a variety of funders that aim to help a certain number of farmers learn about and adopt new farming practices.  Such practices include: producing and utilizing compost manure; planting protein-rich varieties of maize; adopting more productive vegetable farming practices.

In order to estimate how many farmers have heard these radio programs, and, as a result, gained new knowledge and adopted new practices, we need to have a reliable mechanism for estimating and mapping the number of farmers reached by a particular radio station’s broadcasts.

A variety of data types would be used to gather this data and produce these estimates, including:

•   The effective radiated power (ERP) of each station
•   The antennae “Height Above Average Terrain”
•   Population data and maps
•   Land use data and maps
•   Other relevant and accessible data

The assignment:
The selected consultant would:

•   Convene with mapping consultants retained by FRI in three other countries (electronically, via Skype, Google Hangout, WebEx or some other platform) to agree on a common methodology
•   Visit one radio station to calculate the ERP and the antennae HAAT
•   Use this and other data to calculate the “broadcast zone” – ie. the area covered by the station’s broadcasts
•   Gather data needed to identify the areas within the “broadcast zone” of this station that support the type of agriculture being promoted by the program being broadcast
•   Gather data needed to estimate the number of farming households and individual farmers living within these areas.
•   Provide an estimate of “number of farmers and farming families potentially reached by this radio station”
•   Create a map showing the “broadcast zone”, the areas within it that support different agricultural practices (specifically, those featured in the radio program), and where, within these areas, farming families are clustered.
•   Contribute to a “how to” guide explaining the steps involved in doing this mapping so that it can be readily repeated .

Timeframe

•   All tasks up to 6 above (provide the estimate) must be completed by January 31 2014.  Steps 7and 8 must be completed by the end of February 2014.
•   We expect the work will take a total of 15 working days.

Qualification Required & Experience

•   We are looking for a consultant with required skills and experience in data collection, data analysis, mapping, population estimates and analysis.
•   The successful candidate will have required qualification and experience in the related fields, and will have completed at least two similar mapping exercises.
