The Trade Hub and African Partners Network is a USAID project that will help West African farmers and firms compete, attract investment to the region, and boost regional trade and global trade with the rest of the world. Based in Accra, Ghana - with satellite offices in Dakar, Senegal and Ouagadougou, Burkina Faso - the trade hub works throughout the West Africa region.

Position Summary

The MEDA Specilist for the Trade Hub Network Project will work with the Senior Monitoring and Evaluation Specialist and other members of the THN project and will be responsible for following the project's M&E plan and systems and preparing data for USAID portfolio review. He/She will also oversee special duties studies and be responsible for project and study reports and provide direct assistance to build clients capabilities in M&E and act as a trainer of other technical assistance providers as needed.

Duties And Responsibilities

Under the supervision to the Senior M&E Specialist, the MEDA is responsible for:

•   Following up the Performance Monitoring Plan (PMP) document for the project staff and local experts.
•   Conducting rapid surveys and other data collection to establish baseline information
•   Establishing regular data collection plan for indicators in the PMP.
•   Designing and implementing M&E systems that will generate timely information and feedback to project counterparts at all levels, and to the client.
•   Assisting the project technical leadership teams to design appropriate M&E process instruments for planning programme activities.
•   Continually monitoring the availability of data, (inputs and data sources), the flow of data and the uses of that data in the Project's area of responsibility
•   Assisting in annaul work plan development
•   Any other duties as assigned

Qualification Required & Experience

•   A Bachelor's degree in Economics, Statistics or the Social Sciences
•   5 years minimum experience in monitoring, evaluation and analysis with field experience
•   Experience with USAID funded projects or other international NGO's / Donor organisations
•   Experience with trade promotion programmes and activities preferred
•   Computer literate with excellent skills in  the Microsoft Office Suite, especially Excel and Access and must be proficient in STATA.
