Job Description

CARE International in Ghana is seeking a qualified candidate to fill the position of Monitoring & Evaluation Officer (M & E Officer) to support an anticipated support an anticipated four-year USAID-funded Project aim at Empowering Women and Girls in the Cocoa Supply Chain in Ghana.

The objective of the project is to reduce the risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls within in the cocoa sector. Two key intended outcomes of the project are: (1) improved economic participation by women and girls vulnerable to child labor, forced labor, and/or other violations of labor rights within the cocoa sector chain; and (2) Improved business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within the cocoa supply chain.

Job Summary

The Project M&E Officer will be responsible for the design and implementation of comprehensive monitoring and evaluation system of the project. The successful candidate should possess significant M&E experience in relation to USAID- or other international donor-funded project. This position is subject to the funding / award decision of USAID which will be made known by 30th November 2018. He/she will report to the Project Director.

Key Responsibilities

• Be responsible for the Management and Coordination of all M&E related activities under of the project
• Be responsible for the setting up the project’s performance monitoring and evaluation system.
• Designing and managing beneficiary monitoring and database systems.
• Facilitate baseline survey and other project evaluations in collaboration with external consultants and partners
• Develop methodology and tools to assess the reliability and validity of indicators of the project.
• Responsible for the MIS, collecting and tracking data, conducting data analysis and reporting to the Project Director, and USAID and project stakeholders;
• Carry out periodical monitoring visits to verify project implementation;
• Support knowledge management and learning in relation the project objectives.
• Carry out any other duties and responsibilities that might be assigned by the Project Director.

Qualification Required & Experience

• At least five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
• A minimum qualification of Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
• Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
• Experience in planning and managing surveys.
• Experience developing and refining data collection tools.
• Experience managing and providing ongoing training to M&E field officers.
• Experience with data quality assessments and oversight.
• Ability to facilitate and serve as project liaison for externally-managed evaluations.
• Fluency in English and relevant national language is required.
