The Cadbury Cocoa Partnership (CCP), now Cocoa Life (CL – 2012 to 2022) was established in January 2008 with the vision of securing the economic, social and environmental sustainability of around a million cocoa farmers and their communities in Ghana, Côte d’Ivoire, India, Brazil, Indonesia and Dominican Republic.

The M&E Officer will be based in Kumasi and will be required to travel to all project communities in Ashanti, Brong Ahafo and Western Regions (in the future).  The M&E Officer will report directly to the Project Manager in the Sub Office in Kumasi.

JOB SUMMARY
The M&E Officer will be responsible for the implementation of the project M&E plan and assist the project team to monitor and report on the project outcomes.

Specifically:

•   Responsible for the design and implementation of the M&E plan  in conjunction with Programme Coordinating Unit (PCU) and other Implementing Partner Staff of the Cocoa Life Programme in Ghana
•   Maintain and operate a management information system of all project training activities that is regularly updated to reflect progress and performance
•   Generate and provide required information and data on all variables and indicators (activity, outcome and impact levels) required for preparing regular project implementation and progress reports
•   Support Project Manager to comply with Donor and CARE reporting Requirements
•   Responsible for generating all project reports incorporating data and information from the field for review by Project Manager
1) Monitor Project Implementation against annual work plan
2) Keep the Project manager advised of progress and raise issues with him of factors that may impact on the successful outcome of the project
3) Ensure reporting timelines are complied with for all internal and donor reports
Support the PM in dissemination of information and knowledge generated through the project widely and effectively to stakeholders including the PCU
4) Participate in project reviews with the PCU
5) Facilitate and organise quarterly District Stakeholder Committee meetings
•   Work with  other M&E Officers to ensure effective linkage and synergy between Cocoa Life Project and other projects in the Kumasi Sub Office and other CARE Ghana programs.

Key Responsibilities

•   Design and Implement Effective M & E Framework that supports Effective and Efficient Project outcome and Impact Measurement and Reporting
•   Responsible for the design and implementation of the M&E plan  in conjunction with Programme Coordinating Unit (PCU) and other Implementing Partner Staff of the Cocoa Life Programme in Ghana
•   Maintain and operate a management information system of all project training activities that is regularly updated to reflect progress and performance
•   Generate and provide required information and data on all variables and indicators (activity, outcome and impact levels) required for preparing regular project implementation and progress reports
•   Implement all M&E processes of the project
•   Support Project Manager to comply with Donor and CARE reporting Requirements
•   Liaise with other Project Officers for regular documentation of project learning and best practices
•   Responsible for generating all project reports incorporating appropriate data and information for review by Project Manager  (including monthly/quarterly forecasts and quarterly financial and activity reports)
•   Monitor Project Implementation against annual work plan
•   Keep the Project manager advised of progress and raise issues with him of factors that may impact on the successful outcome of the project
•   Ensure reporting timelines are complied with for all internal and donor reports
•   Work With Project Manager In Preparation Of Work Plans, Capacity Building Modules, Planning And Delivery Of Project Activities By Project Team And Other Partners At The District Level
•   Support the PM to design, develop and implement project strategies and plans, ensuring they are in line with the project objectives, strategies and principles, and CARE’s mission and vision.
•   Support the PM to design and implement project approaches and methodologies aiming towards community empowerment, partner capacity building, partnerships and policy influence as well as lesson learning.
•   Work with  other M&E Officers in Kumasi  to ensure linkages and synergy between Cocoa Life Project and other projects in the Sub Office and other CARE Ghana programs

Qualification Required & Experience

•   Minimum Bachelor’s degree in Statistics, Agricultural Economics, Development Planning, Management Information System with experience in rural development and agriculture or equivalent combination of education and work experience
•   Preferably Economics, Computer Science and Mathematics will be added advantage
•   At least three (3) years post qualification experience in monitoring and evaluation of a community development project management environment,
•   Relevant experience in capacity building activities and working with farming communities, CBOs, traditional institutions, NGOs and public sector agencies
•   Strategic and conceptual thinking ability
•   Critical thinking, creative and analytical
•   Excellent communication skills and good team player
•   Well developed written and oral communication skills in English. Able to communicate clearly and sensitively with internal and external stakeholders (strong demonstrable report writing skills).
•   Experience in facilitating linkages, relationship building and networking
•   Good speaking and writing skills in English and ability to communicate in Twi (Akan)
•   Strong facilitation , People Skills,  Integrity and Resilience / Adaptation and flexibility
•   Ability to multitask and work within deadlines;
•   Proficient in use of Microsoft applications, including Excel, Access, Word, PowerPoint & Outlook and database software (SATA and SPSS).
