Job Vacancy For Procurement Officer – Grade B1 At DFID Ghana



DFID Ghana needs an experienced Procurement Officer with Line Management experience, based in the Corporate Services Team. This person will lead on procurement for DFID and British High Commission under a shared services arrangement. In addition, he/she will assist the Head of Corporate Services in managing of the corporate services team.

Monthly gross salary range for the position range from GHc3, 369 to GHC4,912.

The Role in relation to the Core Competences

Making Effective Decisions

•   Lead on contract management and procurement of good and services across the mission.
•   Play a pivotal role in the implementation of shared services between DFID and British High Commission (BHC).

Leading and Communicating

•   Lead in the implementation of DFID Ghana's Commercial Capability
•   Improvement Plan and provide guidance and support to programme teams on OJEU processes.
•   Compile monthly procurement pipeline returns and share status of contracting with the office.
•   Lead the Corporate Services Team in the absence of the Head of Corporate Services.
•   Manage the Shared Services Procurement and Transport Teams.

Building Capability for All

•   Build and strengthen local supplier base across the mission, in line with DFID and BHC procurement guidelines.
•   Create commercial awareness and best procurement practices across the mission.
•   In line with Commercial Capability Improvement Plan, build commercial capacity within the office.

Delivering Value for Money

•   Process and sign contracts up to 113,000 Pounds and running mini-competitions for contracts between 25,000 and 113,000 Pounds, ensure value for money in all cases.
•   Record savings made during contracting and share with DFID
•   Procurement Group in the UK.

Managing a Quality Service

•   Work closely with programme and admin teams to ensure right suppliers are identified, ensuring value for money.
•   Ensure efficient keeping of procurement records in QUEST.
•   Ensure the provision of an effective transport services and fleet management of DFID and BHC vehicles.
•   Manage complaints on transport services and follow up recommendations and actions.
•   Set up new suppliers on ALITO and update supplier information where necessary.

Collaborating and Partnering

•   Developing and maintaining strong working relationships with a range of stakeholders including suppliers, consultancy firms, auditing companies and other related agencies.
•   Liaise with the Procurement Department in UK and the Regional
•   Commercial Adviser on procurement issues.
•   Member of the DFID Departmental Procurement Officer's network and contribute to supplier management globally.

Qualification Required & Experience

Pre-requisites
The successful candidate must have a good degree. They must have at least 3 years practical experience in contract management, procurement or other related experience. Requires strong financial management, good communication and excellent writing skills.
