Job Vacancy For Senior Hydrologist / Operations Coordinator At World Vision International (Savelugu, Northern Region)

For over three decades, World Vision has been working with rural communities in all the 10 Administrative Regions of Ghana to provide portable water, promote sanitation and hygiene practices, quality education, particularly at the basic level, enhance food security and respond to disasters.

Job Title: Senior Hydrologist / Operations Coordinator
Job Grade Level: HAY16

Purpose of the position

To provide managerial and technical guidance, planning, supervision, monitoring & evaluation of all field operations including hydrogeological/geophysical investigations, drilling and installation of water systems from surface and groundwater source: whilst ensuring a comprehensive and up-to-date hydro-geological database.

Major Responsibilities

Planning and Budgeting

•   Develop Annual Workplans for the major operational components i.e. Geophysical investigation/siting, drilling, pumping test, Water Quality Analysis, Concrete Pad/Apron Constructor and Hand pump Installation with the right synergy and linkages to ensure a logical workflow. The various sub-component workplans should then be pieced into one composite Workplan for the operational department and should reflect SMART activities and relevant objectives in sufficient detail.
•   Prepare a detailed budget for the Annual Workplan that feed into the overall Annual Programme Budget.

COORDINATION

•   Provide a coordinated professional support to all the Field Teams through their respective Leaders.

CAPACITY BUILDING

•   Assess the capacity needs of staff and plan/facilitate relevant and coordinated tailor-made training programmes for the different categories field staff.
•   Assess the equipment/machinery needs of the field team
•   Construction Technicians and ensure that they are adequately met
•   Build the capacity of ADP Managers and DFs for WASH to have working knowledge and understanding of the technical aspect of WASH.

MONITORING AND EVALUATION

•   Support the DM&E specialist to develop Progress implementation tracking tools for use
•   Support the Leader of the field team to collect materials/further monitoring data regularly and submit to you and the Maintenance Manager for analysis and reporting (to the Programme Manager).
•   Take full responsibility for the technical component (Small Towns, Limited Mechanised Scheme, Rooftop Rainwater Harvesting and dugout/pond/dam) of the GIS Database and ensure timely and accurate technical data collection and entry into the GIS Database and give weekly updates on this to the Programme Manager.

PARTNERSHIP

•   Keep and sustain the strategic partnerships between World Vision Ghana (GIWASH) and the Regional Water Quality Laboratory, the Technical Department of the Community Water and Sanitation Agency, the Water Resources Commission, Water Research Institute, the University of Mines and Technology in Tarkwa among others.
•   Keep and sustain the strategic partnership between WVG (GIWASH) and the Desert Research Institute of the United States to promote learning, sharing and capacity building of our technical staff.

PEOPLE MANAGEMENT

•   Develop a positive working relationship with your direct reports (leaders of the various field teams and other field staff) and create friendly but professional relationship that supports stress-free work environment.
•   Support staff to set Key Performance Targets and Indicators and appraise them periodically.

REPORTING

•   Contribute to the preparation of Project Progress Reports with technical progress indicators
•   Produce periodic harmonised activity/process reports and submit to the Programme Manager.

Qualification Required & Experience

•   Educational level required: Degree in Geology, Hydrogeology or other Environmental and Earth Science related discipline Master’s Degree is an advantage
•   Experience: minimum of 3 years relevant working experience.
•   Other: Diploma or Higher National Diploma Holders with at least 5 years relevant field experience may apply for consideration.

Other Competencies/Attributes

•   Ability to study and understand the geological environment of project communities and other relevant issues such as geomorphology, topography, land use among others that will point to the possibility of identifying groundwater resources for water supply mainly for drinking purposes and other productive uses.
•   This shall be followed by field work that may involve Geophysical studies to identify best sites for drilling
•   Demonstrable familiarity of the WASH sector and the policy environment for WASH in Ghana
•   Ability to conceptualise appropriate and highly effective technical solutions/strategies/initiatives for WASH
•   A thorough understanding of water resources and hydrogeological theories and application.
•   Familiarity with the technical standards for groundwater exploration, development and abstraction, water quality, and design guidelines as provided by the relevant Ministries, Departments and Agencies including CWSA, Ghana Standard Authority, WHO, etc.
•   Experience in interaction with local authorities and NGOs.
