Job Vacancy For Senior Infrastructure Data Analyst At African Development Bank



Objectives

The primary role of the Statistics Department is to develop and manage statistical systems needed to support the operational work of the Bank Group and its development research activities; to contribute to the development of statistical systems in regional member countries and the harmonization of statistical reporting among multilateral, bilateral and regional development agencies; prepare the Bank Group’s official statistical publications; and provide statistics and statistical analysis for the Bank Group’s Annual Report, the African Development Report and other important Bank publications.

Duties and responsibilities

Under the general supervision of the Division Manager, ESTA.1, the Senior Infrastructure Data Analyst will assist to put in place a system for monitoring infrastructure development on the continent and coordinate the activities of Africa Infrastructure Knowledge Program (AIKP). His/her duties include:

•   Organise and coordinate the work of country teams, comprising staff from national statistical offices and infrastructure sector data producing agencies to collect, validate, and analyse infrastructure data;
•   Organise regional workshops on AIKP data collection, validation and analysis;
•   Manage, process and coordinate the analysis of infrastructure data collected under AIKP and the preparation of country, regional and sector reports and knowledge reports on infrastructure, including the supervision of consultants recruited for this work;
•   Coordinate the regular update and dissemination of data and knowledge briefs on the AIKP web site;
•   Ensure effective liaison and collaboration on infrastructure issues with sector experts of infrastructure, research and operations departments of the Bank;
•   Ensure effective collaboration with members of the AIKP Working Group to determine areas of significant research interest for the generation of knowledge products and timely policy analysis of emerging trends to guide Bank policy and funding decisions;
•   Suggest for management consideration thematic areas needing special studies to facilitate effective monitoring and assessment of results of Bank-supported infrastructure projects;
•   Contribute to the generation of infrastructure knowledge products as working series or periodic policy papers on selected sectors;
•   Contribute to provide technical support as necessary to the participating regional member countries in the context of collecting, processing and analyzing of infrastructure data;
•   Encourage the integration of country infrastructure sector data producing agencies into the national statistical system and mainstream the collection and compilation of infrastructure statistics in country National Strategies for Development of Statistics (NSDS);
•   Support infrastructure statistics capacity development through facilitation or sourcing and coordination of technical assistance in collaboration with the infrastructure department.

Qualification Required & Experience

Including desirable skills, knowledge and experience

•   The candidate must have a Master’s degree (or equivalent) in statistics or economics with a strong background in quantitative methods and competence in analysis of infrastructure data;
•   The candidate must have the ability to contribute to knowledge, with a particular emphasis on statistics and/or infrastructure as demonstrated by recent publications in peer-reviewed journals;
•   The candidate must have a minimum of 5 years of relevant working experience in infrastructure statistics in a multinational financing institution;
•   The candidate must be highly competent in applying statistical methods, including multivariate analysis, survey analysis; economic modeling and in the use of statistical computer programs;
•   Competence in the use of Bank standard software applications (Word, Excel, Access and PowerPoint) and Statistical packages desirable;
•   Proficiency in English and/or French. A working knowledge of the other language is an added advantage; and,
•   Ability to work in a task team interdisciplinary environment and exercise initiatives.
