Job Vacancy For M&E Specialist for Education Project At NORC at the University of Chicago

NORC is currently seeking an M&E Specialist with experience in setting M&E systems, data analysis, performance monitoring, and evaluations based in Ghana to bid as an M&E Specialist on USAID/Ghana’s Partnership for Education: Evaluating Systems project.  The work will be 75% to full-time over a multi-year period, at competitive rates.

The USAID/Ghana Partnership for Education: Evaluating Systems goal is to support MOE, GES and local organizations to build, establish and improve basic education monitoring and evaluation systems and frameworks that encourage learning and use of best practices, linked to Ghana’s new emphasis on primary school reading.

Position Summary
The M&E Specialist will work with the Senior M&E Specialist to establish and improve existing M&E systems and frameworks for the Government of Ghana and Ghana Education Services over the course of 5 years. S/he will be responsible for reviewing current M&E systems, proposing improvements to current M&E systems and establishing M&E frameworks, developing data collection tools, gathering and reviewing data from implementing partners, conducting data analysis and participating in report preparation. All necessary training to conduct these functions will be provided by NORC experts, as needed.

Qualification Required & Experience

•   Bachelor’s degree in social sciences, statistics, economics or related field
•   2-3 years of experience with M&E systems, indicator development, data collection
•   Experience with performance monitoring, performance/process evaluation
•   Strong data management and data analysis skills
•   Experience with data analysis software (SPSS, Stata, SAS)
•   Experience with EMIS preferred
•   Experience in education sector preferred
•   Knowledge of and experience conducting quantitative impact evaluations will be considered a huge plus
