Job Vacancy For Training & Communication Manager At Ministry of Gender, Children and Social Protection (MoGCSP)



The Livelihood Empowerment Against Poverty (LEAP) is a cash transfer programme started by the Government of Ghana (GOG) in 2008. It is targeted at the extremely poor, vulnerable and orphaned children, and the elderly. The objective of the programme is to reduce poverty by increasing consumption and promoting access to universal social services.

The Department of Social Welfare (DSW) in the Ministry of Gender, Children and Social Protection (MOGCSP), implements the LEAP programme.

The programme has over seventy two thousand (72,000) beneficiary households with an average of people per household. The number of beneficiary household is set to be increased to 200,000 by 31st December, 2015
To enhance LEAP implementation and improve upon programme delivery at the national, regional and district levels, the World Bank, through the Ghana Social Opportunities Programme (GSOP) is strengthening the management and administration of the programme.

The Training and Communication Manager will have the overall responsibility for the national coordination all training activities needed for LEAP and all other partner organizations' staff. His/her responsibilities include the supervision of training consulting firms in the design of training modules, preparation of tenders for consultants needed for training, scheduling of training activities and monitoring of-trainings throughout the country.

Key Responsibilities:

•   Update and cost LEAP'S Communications action plan, tead the implementation of activities, and update the plan on a quarterly basis as needed.
•   Prepare Communication Campaign Action plans and strategies whenever requested.
•   Design main features of national and local campaigns, by organizing design of print media such as posters, banners, hand outs etc;
•   prepare technical requirements for any needed tendering process and lead the technical evaluation process
•   Lead the design process of the LEAP website in close coordination with the relevant MIS staff and secure regular update of the site.
•   Write articles and press releases on LEAP activities, such as local success stories, special events etc. to be published on LEAP website.
•   Design a National Training Plan for LEAP staff on the Programme, specifically its objectives, project cycle and specific processes and roles and responsibilities of the respective departments;
•   Supervise the work of the Training Consulting Firm for the training'on different operational process; this includes the design of the Training, the preparation of presentations, handouts for trainees etc.
•   Prepare procurement plans and budgets for communication and training activities for LEAP.
•   Prepare logistics for training execution on national level (renting of training halls, hiring of trainers, scheduling of training sessions, procurement of materials etc.)
•   Design and prepare further trainings as needed for the programme implementation; for example, organize trainings for staff on Case Management procedures, payment procedures for all financial staff and programme staff, etc.
•   Prepare technical sections (Terms of Reference) of tender documents for the hiring process of external experts needed for a) the design of training modules b) the preparation of training materials, c) conducting of training sessions etc.
•   Prepare, in coordination with the M&E sub-unit, regular monitoring schedules of training activities in the field and conduct monitoring spot visits.
•   Design a standard Training Evaluation Form, to be used for the operational evaluation of training sessions.
•   Directly coordinate with the ten regional offices in regard to their training activities and communications operations.
•   Review regional training reports and prepare cumulative reports on training activities to the Operations Manager on quarterly and annual basis and as requested.

Reporting Responsibility:
In the discharge of his/her duties, Training & Communication Manager will report to the Leap Coordinator. He/she will prepare and submit quarterly reports to Leap Coordinator.

Duration of Assignment:
The contract will last for one ( 1) year initially, but renewable for a second year subject to satisfactory performance.

Qualification Required & Experience

•   University Degree and at least 5 years of experience in communication, and planning and implementation of training and capacity building.
•   The candidate must have the ability to work under pressure and strong Organizational skills.
