Job Description

CARE International in Ghana is seeking a qualified candidate to fill the position of Training and Employment Specialist to support an anticipated four-year USAID-funded Project aim at Empowering Women and Girls in the Cocoa Supply Chain in Ghana. The objective of the project is to reduce the risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls within in the Cocoa sector.

Two key intended outcomes of the project are: (1) improved economic participation by women and girls vulnerable to child labor, forced labor, and/or other violations of labor rights within the cocoa sector chain; and (2) Improved business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within the cocoa supply chain.

Job Summary

The Training and Employment Specialist will be responsible for developing, managing, and/or implementing training and skills development and related initiatives to promote access to employment opportunities for vulnerable women and girls. This position is subject to the funding / award decision of USAID which will be made known by 30th November 2018.

Key Responsibilities

• Capacity and training needs assessment for vulnerable women and girls
• Development and implementation of skills development and training strategy for the project
• Conduct training and educational campaigns relevant to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within the cocoa sector
• Develop tools and mechanisms to promote the creation of skills training programs among private sector actors in the Cocoa supply chain.
• Facilitate / coordinate capacity strengthening support to private sector actors to provide skills training to vulnerable women and girls.
• Identify and collaborate / work with relevant partners /stakeholders to promote access to employment opportunities for vulnerable women and girls
• Other related duties and emerging issues to be agreed with the Project Director

Qualification Required & Experience

• A minimum qualification of a first degree in Social Science and related field.
• At least three years’ working experience on the technical aspects related to the applicant’s proposed training strategy, including individualized training plans, skills assessments, life-skills, curriculum development, training management, and training monitoring and information systems, as applicable.
• Minimum of three years of experience in a leadership position responsible for developing, managing, and/or implementing skills training opportunities for vulnerable women and girls.
• Experience in performing training needs assessments, developing corresponding training programs, evaluating training, and evaluating the impact of training on skills acquisition and employability.
• Experience in working with private sector stakeholders to improve skills training and job placement for vulnerable women and girls in the target country or the region.
• Experience in developing tools and mechanisms to promote the creation of skills training programs among private sector actors in a supply chain.
• Experience in building private sector capacity to provide skills training to vulnerable women and girls.
• Understanding of exploitive labor issues, including child labor and the special educational and training needs of vulnerable women and girls from exploitive labor conditions.
• Understanding of labor issues and local labor regulations, including those related to securing non-hazardous, non-exploitive employment opportunities for youth of legal working age.
• Fluency in relevant national language and proficiency in English is required.
• Must devote a minimum of 90 percent of time for period of implementation of skills training, with applicants justifying the level of effort for the remaining time of the project.
