Job Vacancy For Water Supply Engineer At World Vision International (Savelugu, Northern Region)

For over three decades, World Vision has been working with rural communities in all the 10 Administrative Regions of Ghana to provide portable water, promote sanitation and hygiene practices, quality education, particularly at the basic level, enhance food security and respond to disasters.

Job Title: Water Supply Engineer

Purpose of the position

To provide managerial and technical guidance, planning, supervision, monitoring & evaluation of all operations/activities involving the planning, design and construction of piped water supply systems (both comprehensive and Limited Piped Schemes) from surface and groundwater sources, as well as other alternative water systems such as Rooftop Rainwater Harvesting Systems and dugouts/dams/ponds for purposes of providing safe, reliable and affordable drinking water supply as well as water for productive uses. He will also provide technical advice/support for all civil works related to point sources i.e. boreholes and Hand-dug wells.

Major Responsibilities

PLANNING And BUDGETING

•   Develop Annual workpIans for the operational components of Small Towns Water Supply and Limited Mechanized Schemes; Rooftop Rainwater Harvesting, dugouts/ponds/dams as well as borehole rehabilitation with the right logical workflow. This workplan will feed into the departmental workplan and should reflect SMART activities and objectives in sufficient detail.
•   Prepare a detailed budget for the above components of work that feeds into departmental budget and subsequently, the overall Annual Programme Budget.

COORDINATION

•   Participate in regular Technical Meetings involving all the various Field Team Leaders and the Programme Manager.
•   Coordinate and facilitate the Water Quality Analysis for Small Towns Water Supply and Alternative/Productive Water Schemes and provide timely feedback to the Field Teams and ADP Managers

CAPACITY BUILDING

•   Assess the capacity needs of staff and plan/facilitate relevant and coordinated tailor-made training programmes for the different categories field staff.
•   Assess the equipment/machinery needs of the field team/Construction Technicians and ensure that they are adequately met
•   Build the capacity of ADP Managers and DFs for WASH to have working knowledge and understanding of the technical aspects of WASH.

MONITORING AND EVALUATION

•   Support the DM&E Specialist to develop Progress implementation tracking tools for use
•   Support the Leader of the field team to collect materials/fuel monitoring data regularly and submit to you and the Maintenance Manager for analysis and reporting (to the Program Manager).
•   Take full responsibility for the technical component (Small Towns, Limited Mechanised Schemes, Rooftop Rainwater Harvesting and dugout/pond/dam) of the GIS Database and ensure timely and accurate technical data collection and entry into the GIS Database and give weekly updates on this to the Programme Manager.

PARTNERSHIP

•   Keep and sustain the strategic partnerships between World Vision Ghana (GIWASH) and the Regional Water Qualitly Laboratory, the Technical Department of the Community Water and Sanitation Agency, the Water Resources Commission, Water Research Institute, the University of Mines and Technology in Tarkwa among others.
•   Keep and sustain the strategic partnership between WVG (GIWASH) and the Desert Research Institute of the United Stat to promote learning, sharing and capacity building of our technical staff.

PEOPLE MANAGEMENT

•   Develop a positive working relationship with your direct reports (leaders of the various field teams and other field staff)and create friendly but professional relationship that supports stress- free work environment.
•   Support staff to set Key Performance Targets and Indicators at appraise them periodically.

Reporting

Contribute to the preparation of Project Progress Reports with progress indicators
Produce periodic harmonised activity/process reports and submit to the Program Manager.

Qualification Required & Experience

•   Minimum Educational level required: Degree in Civil Engineering or any relevant field. Masters Degree in the field of expertise is an added advantage
•   Experience: At least three (3) years relevant working experience

Other Competencies/Attributes

•   Ability to design, formulate and supervise the construction and improvement schemes and structures that carry water, such as pumping stations, reservoirs, pipe work and earthworks, etc. and monitor the progress of projects from beginning to end, i.e. from the feasibility stage, to design through to construction and handing over
•   Ability to review tender documents submitted by contractors as a basis for construction, review technical submissions and provide advice on the selection of contractors and choice of appropriate materials and equipment for Small Town Water Supplies, Limited Mechanised Systems and dugouts/ponds/dams and Rooftop Rainwater Harvesting Systems
•   Ability to supervise the development of sites for production (construction of garden sites & irrigations systems); the construction of alternative water systems & community capacity building for production activities.
•   Demonstrable familiarity of the WASH sector and the policy environment for WASH in Ghana
•   Ability to conceptualise appropriate and highly effective technical solutions/strategies/initiatives for WASH
•   Experience in interaction with communities, local authorities and NGOs.
