•   Good analytical abilities.

Job Summary:
In a team environment, using innovative approaches, act as a business partner of management (SLT) in identifying and addressing control and efficiency needs.  The auditor will do this by working with management to identify risks and inefficiencies associated with achieving management’s objectives; assessing the adequacy of controls to reduce identified risks or improve efficiency; and recommending controls or other activities to efficiently reduce these risks.  This position is responsible for testing transactions, reviewing the level of control and safeguarding of all assets, evaluating and recommending improvements in efficiency and effectiveness of all systems and procedures, investigating the impact of fraud, and suggesting improvements to systems, policies, and procedures that govern all of the above.  The Internal Auditor will perform tasks for new systems/procedures/functions, areas of high risk, and areas with undefined/poorly defined systems

Key Responsibilities:

•   Conduct Audits as per CARE Ghana audit plan as well as special audits requested by Management
•   Preparpe a concise and clear  audit report with findings, recommendations and implementation dates
•   Develop and document a tracking system to followup on implemenation of recommendation
•   Conduct special audits and assignments requested by management, ensuring that requests are based on appropriate risk assessment
•   Maintain knowledge of cutting-edge audit tools and CARE’s operations, operating environment, internal and external risks, and best practices
•   Maintain expertise in internal controls, business processes, and donor rules and regulations (USG, EU, CIDA, Danida, DFID, etc)
•   Keep current on developments in the areas of general accounting, auditing, non-profit issues, and government regulations.
•   Based on assessment of risk, determine audit plan and calendar for the year, updating the plan when changes in risk occur
•   Identify, in the course of audits, training and capacity development needs of staff (finance, admin and program) and provide such training or identify how it can be provided
•   Provide support to Sub office Audit when required.
•   Coordinate external audits including audits by CARE USA and other CI members
•   Facilitate preparation of CARE USA internal audits, in coordination with finance controller, admin/HR manager, CD and other staff.

Qualification Required & Experience

•   University Degree in accounting or finance and/or ACCA, CA or similar qualification
•   At least two years of internal control/audit experience with an internal or external audit is required.
•   Experience with an international NGO or international organization (USAID, EU, DANIDA, UN) is desirable.  One need not have worked for an audit firm or in an audit department.
•   Demonstrated ability to establish priorities and to plan, coordinate and monitor his/ her own work
•   High degree of accuracy to ensure correctness of financial information
•   Excellent organizational and communication skills are essential as is attention to detail, team work, customer services and the ability to work in a large, complex international organization
•   Operational flexibility is required to meet sudden and unpredictable business needs
•   Ability to prepare reports and articulate emerging issues and defend recommendations
•   Ability to works well in a multicultural and diverse environment; Strong interpersonal skills
•   Works with minimum supervision, proactive and has a personal drive
•   Ability to manage multiple tasks in fast paced working environment.
•   The incumbent must have interpolative skills to pick and choose the right strategy to address a given problem.
•   Knowledge of internal control system and risk management
•   Basic knowledge of information technology and related internal control system
•   Basic knowledge of fraud auditing and investigation
•   Strong oral and written communications skills; Customer focused while handling multiple priorities
•   Knowledge of the policies, regulations, reporting formats, and cultures of CARE’s principal donors, including USAID, EC, DFID
•   Facilitation skills to conduct training sessions for small, medium and large sized groups.
•   Negotiation skills

The Sustainable Fisheries Management Project (SFMP) is a 5-year food security project, headquartered in Accra. It seeks to rebuild targeted marine fisheries stocks (which are depleted but important to the local economy) through the adoption of sustainable fishing practices and exploitation levels. The project contributes to the government of Ghana’s fisheries development objectives and will work closely with government agencies, fisheries authorities, policy makers and fisher folks in the entire coastal stretch of Ghana to achieve these goals.

Key Roles and Responsibilities:

•   Assist the Finance and Administrative Manager with the day-to-day operational and finance activities of SFMP office in Accra, Ghana
•   Process all invoices daily or as required. Cheques, bank transfers and payment vouchers must be prepared in line with the specific approvals
•   Make entries of all transactions into Quick Books, verifying accuracy, approvals, and accounting code in accordance with project activities
•   Assist with preparing monthly bank reconciliations of all SFMP accounts in Ghana for approval
•   Assist with monthly payroll procedures including statutory payment processes and taxations
•   Assist with the production of monthly project field financial reports
•   Make and store photocopies of all original vouchers, invoices, receipts and other supporting documents of bank transactions monthly after submission of the field report
•   Work with the FAM to ensure proper expenditures tracking and assist with project-appropriate expenditure tracking systems in line with project budgets and activities
•   Carry out other duties related to the administrative and financial management as may be determined by the supervisor

Qualification Required & Experience

•   Bachelor of Commerce, BSc or Higher National Diploma in Accounting. Part Professional Qualification will be an added advantage
•   Practical knowledge in USAID Regulations and Quick Books
•   Minimum of 2 years in accounting

•   A Chartered Accountant and a member of an appropriate professional body. Post  graduate  degree  in  Auditing, Accounting or Finance.
•   A minimum of fifteen (15) years relevant experience at least ten (10) of which must have been in a very senior position in a reputable organisation.
•   Knowledge  and  experience  in  Public Sector Accounting and Auditing.
•   Knowledgeable in computer-based accounting/auditing systems.
•   A good team player.
•   A good interpersonal and communication skills.
•   Not more than fifty-five (55) years.
•   Must be a citizen of Ghana and an accomplished Auditor.
