The U.S. Embassy in Accra, Ghana is seeking an individual for the position of a Administrative Assistant in the Department of Homeland Security Office (DHS) of the Embassy.

BASIC FUNCTION OF POSITION

•   Under the supervision of the Field Office Director/Department of Homeland Security (DHS) Attaché, the incumbent will assist in processing Deoxyribonucleic Acid (DNA) parentage testing to establish a claimed parental relationship for immigration benefits under the Immigration and Nationality Act (INA). S/he responds to telephone and e-mail inquiries from public and other U. S. Citizenship and Immigration (USCIS) customers; and assist with travel arrangements, budget formulation, eservices request, document verifications and maintenance of USCIS inventory items.

•   Incumbent will be responsible for ordering office supplies, including the acquisition of equipment and office furniture; and assist the property manager to keep proper records, maintain inventory and conducting physical inventory of all DHS items. S/he preparesand assists with travel requests, arrangements, authorizations, vouchers and country clearance (ECC) requests; assists the Field office director in preparing the annual budget and expenditure analysis; monitors expenditure against budget and verifies availability of funds. Reviews invoices, travel vouchers and reviews the Embassy ICASS financial statement for accuracy. Report time and attendance record for DHS/USCIS employees; and perform filing and other administrative tasks as assigned.

Qualification Required & Experience

Job holder will be able to prepare correspondence and standardized reports and communicate with staff and members of the public in the language. Job Summary

The Administrative Assistant shall be responsible for the day-to-day management and administration of the Operations Base Office,   procure office supplies, manage office vehicles and office imprest, provide guest relations and protocol services, and plan and coordinate events such as workshops, conferences, seminars and meetings. Specific tasks performed by the job holder are as follows.

Major Responsibilities
Office Management And Administration

•   Receive incoming correspondence, review and arrange in priority action for Supervisor’s attention and prepare draft responses. Handle outgoing correspondence according to standard practices and protocol.
•   Take notes and type various documents such as correspondence, memos and reports ensuring spelling and grammatical accuracy.
•   Produce and distribute photocopies of documents where required.
•   Manage archives, as well as a central filing system for the storage and security of both soft and hard copies of all documents.
•   Record, update and retrieve information, documentation and data from the office filing systems.
•   Prepare and manage a calendar of events for the Operations Base Office.
•   Respond to enquiries, follow-up routine outstanding issues and provide information to Supervisor and staff.
•   Scan the daily newspapers to identify media publications on World Vision activities. Photocopy and file copies of such publications and bring them to the attention of Supervisor.
•   Provide guidelines and support for ADPs to file their operations documents and manage their office set up.
•   Ensure daily cleanliness of the office and premises and the maintenance and prompt repair of office equipment and installations.

Procurement, Petty cash & Vehicle Management.

•   Purchase office supplies, and manage the Operations Base stores by tracking stocks and issuing of supplies.
•   Manage office petty cash and prepare statement of accounts for timely reimbursement.
•   Facilitate prompt payment to  service providers and vendors
•   Schedule and monitor the movement of office vehicles.
•   Check vehicle   logbooks to ensure that recordings are done correctly.
•   Consolidate  and submit    monthly status report  on project vehicles in the ADPs

Guest Relations And Protocol Services

•   Act as the first point of contact for visitors and callers, answer their enquiries and refer or direct them to the appropriate officer. Keep records of all visitors and callers.
•   Make travel and accommodation arrangements for visiting staff, prepare the necessary documentation and provide the required information.

Events Planning And Management

•   Plan and coordinate events such as workshops, seminars, conferences and meetings by booking venues, arranging for equipment and providing other logistical support. Assemble documents and other important information for such events.
•   Prepare agenda for meetings, take minutes and follow up progress of decisions.

Reports to: Operations Base Team Leader

Qualification Required & Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

•   Minimum of Diploma in Business Administration
•   At least two years working experience in a similar environment

MAJOR DUTIES AND RESPONSIBILITIES

The Administrative Assistant will perform a broad range of administrative and secretarial duties
including the following:

•   Review all outgoing correspondence/communications to ensure accuracy and proper formatting for the USAID Director’s clearance and/or signature.
•   Receive all outgoing correspondence/communications for the USAID Director’s office.
•   Receive and maintain flow control of all visitors and telephone calls to the USAID Director’s office.
•   Maintain the USAID Director’s calendar, schedule and make appointments with Missionassigned staff, local government, and business personnel.
•   Co-ordinate regular in-house meetings with team leaders and their staff.
•   Follow-up on issues arising out of these meetings as well as senior staff meetings with the various senior staff members.
•   Make complete arrangements for partners meetings.
•   Make complete arrangements for donors meetings hosted by the Mission Director.
•   Draft routine letters and other correspondence for the Mission Director’s signature.
•   Prepare travel and representational vouchers for the Director.
•   Provide secretarial and administrative support to the Deputy Mission Director and perform other duties as required

Qualification Required & Experience

•   Education: Completion of secondary school plus two years post-secondary school training in Secretarial, Business Studies or related field.
•   Prior Work Experience: At least four years of progressively responsible experience as personal assistant or office manager is required.
•   Language Proficiency: Level IV English; fluency in speaking and writing. (Language proficiency will be tested).
•   Job Knowledge: Incumbent must have full knowledge of general secretarial work and office management; knowledge of USAID procedures and documentation.
•   Skills and Abilities: Must have good interpersonal skills with the ability to communicate effectively and concisely, organize workload and function independently. Possess up-todate knowledge and comfort level with office automation and digital IT computer hardware and software systems including proficiency in the use of Microsoft Office Suite and hand held telecommunication equipment (for example, iPhone, Blackberry and iPad). Proficiency will be tested.
