The FARA Secretariat is the lead institution for Pillar IV of NEPAD’s Comprehensive Africa Agriculture Development Programme (CAADP) which encompasses agricultural research and technology dissemination and adoption. FARA works closely with sub-regional organisations (SROs) and national agricultural research and extension systems to ensure effective implementation of CAADP activities.

FARA in partnership with its constituent Sub-Regional Organizations (SROs), the African Network for Agriculture, Agro forestry and Natural Resources Education (ANAFE), the African Technology Policy Studies network (ATPS) and the Pan African Agribusiness and Agro-industry Consortium (PanAAC) is implementing a five year Universities, Business and Research in Agricultural Innovation (UniBRAIN) initiative supported by The Royal Danish Foreign Ministry (DANIDA).

An online decision support system for strategic human capital formation and a platform for matching demand to supply of capacities

Background
The Forum for Agricultural Research in Africa (FARA) recognizes that for the success and sustainability of CAADP, radically new approaches are needed to produce effective change agents.

To do this African universities will have to revise their curricula and pedagogy and CAADP related national agricultural investment programs must help them improve their facilities and faculty conditions of service. Investment in agricultural capacity strengthening must be treated as an agricultural investment of equal, if not more, importance than, for example, developing new varieties and constructing irrigation systems because the success of all investments is determined by the quality of human and institutional capacity available to implement and sustain them.

In line with FARA’s mandate, the eCapacities facility is aimed at reducing fragmentation and value-adding integration to build critical mass, reduce wasteful duplication and avoid leaving critical gaps. However, FARA cannot be effective in helping the Forum’s stakeholders unless it has a well-developed means of identifying the human capacity requirements, the on-going actions that are addressing those needs, and the gaps that are not being addressed and for prioritizing future investments in strengthening capacity to build capacity

The framework and interactive database, dubbed eCapacities, will be used by the FARA Secretariat to build its capacity to receive, collate, analyse and provide access to information to the Forum’s stakeholders on what is being done, by which institution, where, and in what way, to strengthen Africa’s capacity to build capacity. It will similarly provide the FARA Secretariat with a means of receiving information from stakeholders on capacity that are identified in the process of developing and implementing agricultural research, extension and research projects and the national agriculture and food security investment programmmes (NAFSIPs).

The eCapacities facility will therefore provide tools for overlaying the two databases; a supply database and a demand database that together will enable the identification of the disconnects between what African tertiary training institutions are, or are planning to produce and what is needed by way of the types and qualities of their graduates and postgraduates. The database will contain institutional-level data coupled to a capacity to aggregate it at it at country, sub-regional and a continental scales.

The e-Capacities facility provides a web-based decision support system for strategic human capital formation in agricultural research and extension organizations, tertiary agricultural education institutes, government farmer-support entities and agro-based private sector organizations. The framework and database will be developed in five phases:

•   Phase 1: determining the stakeholders most likely to be interested in presenting their demands and potentials for improving their graduates match with the demands of the industry they are being trained for and learning about the range, format and quality of data and information that they could submit
•   Phase 2: developing the framework, databases and tools
•   Phase 3: engaging stakeholders in populating the databases.
•   Phase 4: validating the collection, collation and retrieval capacities of the framework and databases and validation the analyses and report writing tools
•   Phase 5: training key stakeholders who can train other stakeholders and institutionalize the framework and databases for routine use

Phases 1 and 2 have been done and a validated prototype is being piloted.

Reporting to the Director NSF4, the intern will

1. Assist Capacity Strengthening Program Officer to

establish the data collection network for eCapacities (based on the eCapacities SoP)
Monitor quarterly targets at Country Level, including:

•   Meeting on a quarterly basis with the country coordinators to review their performance

Qualification Required & Experience

•   The successful candidate will have at least one year practical experience in an IT or data management role
•   S/he will have a graduate or equivalent qualification in agriculture, or a technical equivalent in IT or data management. Fluency in English is essential and fluency in French would be an advantage.

DUTIES, ROLES AND RESPONSIBILITIES

Planning

•   Planning and coordinating all agriculture and climate change promotion activities in the project
•   Support the extension field staff to plan for agriculture and climate change related activities
•   To plan agriculture and climate change advisory services to the project
•   To coordinate MoFA staff  input into project plans and activities

Management

•   To work with the agriculture and climate change advisor in the implementation of advisory services

SEND Downward Accountability

•   Ensure agriculture and climate change  activities, beneficiaries and expenditures are put on the SEND’s downward accountability notice boards
•   Participate in town hall discussions to promote the downward accountability activities every 6 months

Qualification Required & Experience

•   BSc in Agriculture, economics, rural development, environmental sciences, or related disciplines with at least three years of relevant experience

Required skills:

The proposed project will improve the investment climate for agri-business and establish inclusive PPPs aimed at increasing on-farm productivity and value addition in selected value chains. The project will have four components: (i) strengthening investment promotion infrastructure and facilitating secure access to land; (ii) securing PPPs and small-holder linkages in the Accra Plains; (iii) securing PPPs and small- holder linkages in the area under the Savannah Accelerated Development Authority (SADA); and (iv) Project Management and Monitoring & Evaluation.

The broad activities under each Component are confirmed as the following:

Component 1: Strengthening investment promotion infrastructure, facilitating secure access to land. This component will promote a secure investment climate that clarifies and strengthens the rights and obligations of investors, government and affected communities, and support an improved mechanism for facilitating access to land by reducing the search costs to potential investors through an expansion of a database of land suitable and available for investors and by building on nascent mechanisms for actively matching potential investors with suitable land owners.

Component 2: Securing Public Private Partnerships (PPPs) and smallholder linkages in the Accra Plains. This component will involve the identification and realization of private investments in the agricultural value chain through irrigation-based PPPs in the Accra Plains. This component will support the first transaction of Ghana’s PPP agenda (which extends beyond agriculture) and will draw on support to the MoFEP’s PPP Unit. It will support all necessary tasks of ‘taking the PPP to market’ including the provision of any viability gap financing. It will also strengthen community benefit sharing mechanisms by directly supporting smallholder linkages through out-grower schemes and contract farming arrangements as well as other improved arrangements for benefit sharing through corporate social responsibility and revenue management at the local level.

Component 3: Securing PPPs and smallholder linkages in the Savanna Accelerated Development Authority (SADA) region. This component will involve the identification and realization of private investments in the agricultural value chain through PPPs. Investors could be local or international and would cover both production and processing activities as well as ancillary businesses. It will also strengthen community benefit sharing mechanisms by directly supporting smallholder linkages through out- grower schemes and contract farming arrangements as well as other improved arrangements for benefit sharing through corporate social responsibility and revenue management at the local level.

Component 4: Project Management and Monitoring & Evaluation. This component would finance the operational costs of project management including monitoring and evaluation activities. It would also include necessary training and capacity building for the staff.

The Project is being implemented by the Project Implementation Unit (PIU) established at the Ministry of Food and Agriculture. The PIU closely coordinates project activities implemented by agencies such as GIDA, GIPC, Lands Commission, EPA, etc. The PIU is seeking to recruit a full-time individual (a Project Officer) to support the implementation of all administrative related activities and processes in the project.

The Project Officer will provide a framework to facilitate the administrative processes of the Project staff. The Project Officer will facilitate project meetings with timely provision of rooms and equipment.

Project Administration Responsibilities

•   Provide the necessary administrative support necessary to keep the office running smoothly.
•   Work closely with the Financial Management and Procurement Specialists to ensure adequate and timely office supply, inventory and responsible for scheduling the maintenance of office equipment and project vehicles.
•   Establish procedures, schedules for the administrative staff and supervise their activities to ensure smooth flow of work
•   Perform other data management functions, including paper and electronic records management, setting up and managing spreadsheets and databases, producing reports, compiling information with the required analysis.

TERMS OF PAYMENT:
Payments will be made in equal end-of-month payments of agreed amount subject to completion of core reporting responsibilities as laid out in the Assignment Work plan. location: Accra (but with country-wide scope)

Qualification Required & Experience

•   A minimum qualification of a degree in related field of study (Administration, Agric Economics, Development Planning etc) and Post Graduate qualification in project management will be an advantage
•   Not less than seven (7) years post first degree working experience of which three (3) years must be after post graduate degree;
•   Not less than five (5) years working experience in a management capacity of which three (3) years must be project related;

Job Summary

THE OBJECTIVES OFTHE ASSIGNMENT

The Ghana Commercial Agriculture Project (GCAP) envisages monitoring and evaluation as a forward-looking activity given the likelihood of continued support to commercial agriculture in Ghana beyond the GCAP lifetime and future GoG reforms in the sector.

The Project intends to engage an individual professional Monitoring and Evaluation Officer for the SADA Zonal Office to work with the SADA Zonal Coordinator and the Monitoring and Evaluation Specialist in the Project Implementation Unit (PIU) to provide services with a view to ensure adequate reporting on progress towards the development objectives especially in the SADA zone and to lay a solid foundation of data and information on which evidenced-informed programming and policy-making can take place and coordination between development partners and GoG can be facilitated.

He/She will provide valuable sector-specific information to the Monitoring and Evaluation Specialist of GCAP for feed- back to Ministry of Finance on outcomes of public-private partnership arrangements and also to SADA on the contribution that commercial agriculture can make to poverty alleviation and job creation.

The M&E Officer will be guided by the M&E manual and will assist the M&E specialist generate and implement an M&E framework and information management system of the Project that adheres to the project management information needs and implementation requirements of the World Bank and other donors.

The specific objective of the assignment is to provide M&E support to the project in the SADA zone to determine performance and progress toward achieving outputs and outcomes as outlined in the project document, M&E manual and M&E framework.

SCOPE OF SERVICES
The Monitoring and Evaluation Officer will be responsible for monitoring and evaluation system management with stakeholder participation. The Officer will conduct the tasks identified below by applying sound technical practices and methods; collecting and making use of available and necessary data in carrying out the assignment. The M&E officer shall work in close consultation with the SADA Zonal Coordinator of GCAP and the M&E Specialist of the PIU. The Officer will discuss issues that would affect efficient information monitoring and evaluation management with the M&E Specialist and the SADA Zonal Coordinator and agree on the ways to resolve them.
The specific functions of the M&E Officer will cover but not limited to the following:

•   Assist the M&E Specialist undertake a Baseline Survey for the project. This survey will collect information that will aid in project planning as well as provide a basis for monitoring and evaluating the impact of the project.
•   Design a project performance monitoring, evaluation and reporting system for the SADA zone which is aligned to the overall Monitoring Framework of the project, including roles and responsibilities for implementation under the supervision of the M&E Specialist.
•   Responsible for data collation, entry and generation of analyzed data and information on all M&E activities in the SADA zone
•   Collaborate with other focal persons for timely submission of data in the form and format required for reporting
•   Maintain an appropriate MIS system to monitor and evaluate progress in achieving the project outputs and outcomes in the SADA zone at key junctures during the project period to assess progress towards achieving project’s objectives.
•   Assist the M&E Specialist measure and evaluate Project Impact. This will include undertaking the Project’s mid- term impact evaluation and the final impact evaluation survey and measuring results against the baseline.
•   Develop where necessary, refine and implement, together with the SADA Zonal Coordinator, M&E Specialist and the Project Management Unit and project teams, the projects planning and M&E and MIS system.
•   Assist the M&E Specialist strengthen the capacity of the project implementing agencies in the SADA zone monitor project impacts and use the MIS (reporting functions related to M&E only) by providing on-the-job training.
•   Guide the regular sharing of the outputs of M&E findings with Implementing Agencies and primary stakeholders in the SADA zone
•   Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future re actions. If necessary, create such discussion forums to fill any gaps.
•   Participate and facilitate Mission Team Members’ access to monitoring and evaluation data and to stakeholders as well as direct personal knowledge of the field situation in the SADA zone.
•   Through the regular M&E system will incorporate learning activities throughout: through stakeholder review

PERFORMANCE CRITERIA
The following criteria will be used to assess the performance of the M&E Specialist at regular intervals and based upon which the contract with the PIU may be continued or terminated:

•   Timeliness of project monitoring and evaluation management activities
•   Quality of documentation submitted for prior review
•   Quality and timeliness of reports

REPORTING AND TIME SCHEDULES
The Specialist will prepare Quarterly, Semi-Annual and Annual M&E reports to the SADA Zonal Coordinator and the M&E Specialist as inputs into the Zonal Report and the overall Project Management Reports and in addition, will prepare other reports, as and when needed.

Qualification Required & Experience

•   A Bachelor’s degree in Agriculture, administration, management, economics, social sciences, Statistics
•   Development studies or other related field
•   At least 5 years experience in designing and implementing monitoring and evaluation programmes and projects monitoring and evaluation.
•   Demonstrated knowledge of participatory M&E systems, project performance monitoring system, benefit monitoring and evaluation, or other relevant experience
•   Capacity to work under tight deadlines and to handle potentially controversial and/or very sensitive issues that require clarity, accuracy and speedy responses.
•   Must have excellent computing skills.
•   Membership of a Professional Body will be an advantage.
•   Proven ability to multi-task and work independently
•   Highly self-motivated, confident and with good interpersonal skill
•   Ability to arrange and facilitate consultations, meetings and workshops
•   Proven ability to produce quality reports (quantitative and qualitative data, photos, charts, maps),
•   Very good computer skills including use of technical software for M&E purposes such as SPSS, Stata, and Microsoft Excel
•   Excellent written and verbal communication skills.
•   Fluency in English language.

Job Summary                         

OBJECTIVES OF THE ASSIGNMENT

The Ghana Commercial Agriculture Project (GCAP) has identified the SADA Zone as a particular focus for project interventions to attract Private Investment along the Value Chain. The Project intends to engage an individual professional as a Zonal Coordinator to oversee the implementation of project activities in the SADA Zone.

SCOPE OF SERVICES

The SADA Coordinator shall work in close consultation with the Project Coordinator of the PIU, He/She will discuss, issues that would affect the efficient implementation of the activities in the SADA Zone with the Project Coordinator and agree on the ways to resolve them, Within this context, the officer will carry out the ff:

•   Co-ordinate and supervise the activities of staff in the Zonal office in the implementation of the project in the SADA zone towards achieving GCAP’s objectives
•   Undertake regular visits to the field to support implementation of project activities and to recommend activities for adaptation where necessary based on field knowledge
•   Ensure timely and coherent delivery of programme services
•   Assess the business climate in the agricultural sector in the SADA Zone and use any insights gained to suggest products that will be appealing to commercial agricultural investors I providers of land for commercial agriculture
•   Facilitate the granting of incentives as per the national investment laws to the potential investor
•   Collaborate with other focal persons within and outside the PIU for timely and quality project progress and implementation reports for submission to GCAP Head Office in accordance with reporting procedures
•   Oversee the monitoring of all project activities in the SADA zone in line with agreed targets with the M&E Specialist of the PIU
•   Organize Technical Programmes, Workshops, Seminars and Training Sessions for the Zone in consultation with Project Implementation Unit, (PIU)
•   Maintain records, with the support of the administrative assistant and the M&E Officer, on technical and financial aspects of project operation
•   Monitoring reports of project activities and their outcomes
•   Minutes of meetings and workshops highlighting decisions and recommendations to guide project implementation
•   Supervise the preparation of Annual Work Plan and Budget (AWPB), in relation to progress and challenges of project implementation, for the Zone and its incorporation into the composite AWPB for the GCAP
•   Assist and facilitate duty visits by PIU, Consultants, Implementation Support Mission (ISM) among others
•   Undertake any other duties as may be reasonably assigned by the Project Coordinator,

REPORTING, COORDINATION AND TIME SCHEDULES

•   The Zonal Coordinator will report to the Project Coordinator of GCAP ‘located within the Ministry of Food and Agriculture in Accra
•   S/he will work closely with the PIU and the Technical Committee of GCAP in relation to the implementation of the project in the SADA zone,
•   S/he will work closely with staff of partnering MDAs in the SADA zone (located in Tamale, Bolgatanga, and Wa)
•   S/he will also work with staff or contractors of relevant donor agencies (e.g., USAI D, DflD) as relevant.
•   S/he will prepare Quarterly, Semi-Annual and Annual reports as inputs into the Project Implementation Unit’s
•   Management Reports and will prepare other reports, as and when needed

Qualification Required & Experience

•   A Master’s Degree in administration, management, agriculture, rural development, planning, statistics economics, social science or other relevant field
•   Strong management skills including ability to provide strategic guidance and technical oversight to staff
•   A minimum of 10 years’ experience and a strong track record of investor engagement in development projects especially in the agricultural sector.
•   Experience in carrying out stakeholder consultations and organizing workshops/seminars for Investors will be an asset
•   Very good skills in the development of workplans, and management of budgets and project expenditures
•   Conversant with Ghana’s investment code and incentives for Investment in the agriculture sector
•   Good interpersonal skins with experience in networking with partners at all levels (ministry, donors, private sector
•   NGOs and local community based organizations)
•   Working relationship between MoFA and the key implementing Agencies of GCAP is very essential
•   Familiarity with Ghana’s Agriculture sector with emphasis on the SADA zone
•   Proven track record in working effectively within multidisciplinary teams
•   Excellent time management skills, with an ability to deliver high-quality outputs on time
•   Capacity to work under tight deadlines and to handle potentially controversial and/or very sensitive issues that require, initiative, clarity, accuracy and speedy responses
•   Knowledge of gender inclusion practice as it relates to the Ghanaian rural and cultural context
•   Candidate must be computer literate and should have good verbal and-written English language skills
