Job Summary

CIP is seeking to recruit a Sweetpotato Seed Specialist to be based in Kumasi, Ghana. The Sweetpotato Seed Specialist will work with partners to strengthen sweetpotato seed systems in important production regions of Ghana. The Seed Specialist will also assist with a yam bean seed program. The position will be under the supervision of the resident CIP scientist.

Specific duties will include:

•   With partners, multiply and maintain breeder/foundation seed of selected released varieties and advanced materials at primary multiplication sites at CSIR-CRI, CSIR–SARI, and satellite locations.
•   Work with partners to establish and maintain secondary multiplication sites for Apomuden and other recently released and pre-release varieties at target locations in the Central, Volta, Upper East, Upper West and Northern Regions of Ghana.
•   Conduct research and demonstration to evaluate the benefits of multiplying pathogen-tested planting material in net tunnels and to evaluate yield gains that may be achieve through the use of pathogen-tested planting material in contrast to non-pathogen-tested, field derived planting material.
•   Conduct research and demonstration to evaluate the potential for using the storage root conservation (triple-S system) in Ghana, both on station and on-farm, in partnership with development partners.
•   Assist to maintain in vitro, screen house and field germplasm and breeding material collections in order to ensure rational and timely production of adequate quantities of healthy planting material for trials.
•   Assist with clean up using tissue culture, thermotherapy and virus indexing of selected Ghanaian sweetpotato varieties, advanced lines and germplasm.
•   Assist with all aspects of yam bean (Pachyrhizus) work in Ghana.
•   Work with partners in selected countries in the region on an occasional basis to implement similar programs and studies to duties outlined above for Ghana

Qualification Required & Experience

The successful candidate should have or be:

•   Masters degree or equivalent in Plant Sciences
•   Previous experience in areas of responsibility
•   Knowledge of improvement in clonally propagated crop systems
•   Hard working team member capable of working with diverse partners to deliver results on time
•   Competence in statistical analysis and data management.
•   Organized, innovative, and clear thinking individual able to communicate well orally and verbally
•   Eager to learn new skills and to contribute to program and team success
•   Competent driver with current valid driving licence
•   Ability to work independently and to take initiative when sorting out problem issues.
•   Knowledge of French highly desirable

Key Responsibilities:

•   Support awareness creation and sensitisation activities in project partner communities
•   Support PF in the conduct of Community Mobilisation and the development of Community Action Plans.
•   Attend all project-related meetings involving project community partners.
•   Submit monthly reports to Project Facilitator on project implementation.
•   Ensure monthly documentation of project best practices
•   Assist the PF in the preparation of monthly forecast and quarterly financial and activity reports.
•   Support project M&E Assistant to implement the M&E plan (SROI Framework) and monitor its implementation in the districts.
•   Lead community sensitization and interventions in all participating communities in collaboration with partners and in line with project objectives
•   Monitor implementation of Community action Plans
•   Monitor and evaluate activities of all partners and submit reports to the Project Facilitator

Qualification Required & Experience

•   A first degree in Agriculture or related field
•   At least Two years of practical experience in working with communities, Community Based Organisations (CBOs) especially Farmer-based Organizations (FBOs) and other NGOs
•   Experience in facilitating linkages, relationship building and networking
•   Experience in Adult Training Methodologies such as the use of PRA/PLA tools
•   Good spoken English, excellent writing skills in English with excellent spoken Twi (Akan)
•   Computer skills.
•   Ability to ride a motor bike (valid motor riding license)
•   Willingness to live in a rural community and travel throughout all communities in the respective districts
•   Appreciable working knowledge of Akan customary practices

The Government of Ghana has received a Grant from the Alliance for Green Revolution in Africa (AGRA) to assist the Ministry of Food and Agriculture coordinate the implementation of a Bread Basket Strategy (BBS) designed to increase agricultural productivity and incomes in the Northern Region of Ghana. Part of this funding is to be used to recruit a Bread Basket Manager to manage a Special Delivery Unit (SDU) to be established in Tamale to enhance the coordination of Bread Basket activities in the Northern Region.

The goal of the project is to help improve the implementation of the BBS ensure transparency and level playing field for all key bread basket transformation stakeholders in the Northern Region of Ghana. Specifically, the project seeks to achieve the following:

•   Improve stakeholder planning, coordination and monitoring of the BBS implementation in the Northern Region and give a voice to all stakeholders including government, donors, investors, and communities.
•   Increase sustainable private sector involvement in BBS initiatives
•   Increase resource mobilization for effective implementation of the BBS initiatives

Applications are invited from suitably qualified individuals for the above stated position in the two-year project.

The Bread Basket Manager would be based in Tamale and be responsible for coordinating the Bread Basket Strategy/agriculture interventions in the Northern Region. He/she will report directly to the Chief Director.

Specific responsibilities of Bread Basket Manager will include but not limited to the following:

•   Coordinate and give a voice to all stakeholders – including government, donors, investors and communities
•   Design and operationalize the delivery systems to realize the aspirations of the breadbasket strategy
•   Identify entrepreneurs and commercial farm investors and assist them to invest in the Northern Region through information sharing training programmes, reducing bureaucratic red-tape, and act as focal point for matters related to the implementation of the Bread Basket Strategy in Northern Ghana. Identify donors, private sector players (such as financial institutions), and other stakeholders who could invest in the “project packages” needed to deliver the Breadbasket strategy, and work with them to ensure they work in concert. Track, monitor, and evaluate the implementation of the strategy.
•   Arbitrate disputes, raise issues when needed beyond the SDU, and re-shape the strategy as it is implemented incorporating lessons learned
•   Organize quarterly agriculture sector meetings with key stakeholders to dialogue and exchange information on operational and related national policy issues to enhance harmonization and coordination in the sector; and submit reports to the Minister of MoFA and the Agriculture Sector Working Group (ASWG)
•   Assist the MOFA Regional Director of Agriculture and the Regional Coordinating Council to organize annual planning sessions for the agriculture sector in the districts and at the Regional level in such a way that it feeds into the National budgeting cycle

Qualification Required & Experience

•   At least M.Sc. degree in Agricultural Economics, Social Sciences, or related field
•   At least eight (8) years working experience in the agriculture sector in areas of policy development, donor relations and monitoring and evaluation. Familiarity with the agricultural development community in Ghana and knowledge of national development strategy, the FASDPE, METASIP and key donor funded programs in the sector will be an advantage
•   Excellent writing, presentation, communication skills and must be a computer literate;
•   Willingness and ability to work under minimum guidance and work extra hours;
•   Willing to travel extensively in the Northern Region and between the North and Accra

The Government of the Republic of Ghana has received an Adaptable Programme Loan (APL) from the International Development Association (IDA) of the World Bank and grant from the Global Environment Facility (GEF) Trust Fund towards the cost of implementing the Ghana Component of the West Africa Regional Fisheries Programme (WARFP-Ghana). The overall coordination of West Africa Regional Fisheries Programme resides in the Regional Coordination Unit at the Sub-Regional Fisheries Commission Office in Dakar, Senegal. The Ghana WARFP now intends to apply part of the proceeds of these facilities for the payment under the contracts for a Monitoring and Evaluation Specialist to manage activities of the Ghana WARFP.

The WARFP-Ghana consists of five (5) components, namely:
Component 1 – Good Governance and Sustainable Management of the Fisheries: This component aims to build the capacity of the Government and stakeholders to develop and implement policies through a shared approach that would ensure that the fish resources are used in a manner that is environmentally sustainable, socially equitable and economically profitable.

Component 2 – Reduction of Illegal Fishing: The component aims to reduce the illegal fishing activities threatening the sustainable management of the country’s fish resources by strengthening fisheries monitoring, control and surveillance (MCS) systems.

Component 3 – Increasing the Contribution of the Fish Resources to the National Economy: The component aims to identify and implement measures to increase the benefits to Ghana from the fish resources, by increasing the share of the value-added captured in the country.

Component 4 – Aquaculture Development: This component aims to set the framework for increased investment in inland aquaculture.

Component 5 – Project Management, Monitoring and Evaluation and Regional Coordination: The component aims to support project implementation and regional coordination with the WARFP, ensuring that regular monitoring and evaluation is conducted, and the results are fed back into decision-making and project management.

The development objective of this project is to improve the sustainable management of Ghana’s fish and aquatic resources.

Duties and Responsibilities of Monitoring and Evaluation Specialist:
The Monitoring and Evaluation Specialist shall design and implement for the project a comprehensive monitoring and evaluation system that adheres to the project management information needs and implementation requirements in accordance with the IDA/World Bank and Government of Ghana guidelines.

Specifically, the Specialist shall undertake the following assignments:

•   Develop and operate an M&E plan in consultation with the Project Technical Committee and the Regional Coordination Unit;
•   Develop monitoring systems, especially with regard to the alignment/linkage of outputs/deliverables to the logframe and M&E framework;
•   Develop a schedule for data collation in relation to the M&E plan. This schedule should be updated regularly;
•   Regularly review and assess the project logical framework and M&E framework in consultation with the PMT and the Project Technical Committee;
•   Support the establishment of baselines for the M&E interventions;
•   Oversee relevant data collection and extraction of important information and data from the project, Fisheries Commission, consultants’ reports and other relevant sources for regular project progress and performance monitoring and evaluation;
•   Keep a regularly updated electronic and/or hardcopy filing system with relevant M&E information and data that is easily accessible;
•   Support the PMU and the Project Technical Committee in the monitoring assessment and management of the project risks;
•   Advise the PMU, Project Technical Committee and the National Project Steering Committee (PSC) on mitigation and corrective actions to improve project implementation;
•   Provide support to the coordination of stakeholder participation/involvement and sensitization on the project;
•   Provide required M&E technical assistance (TA) and capacity building to project stakeholders
•   Liaise with other WARFP projects in the sub-region for common coordination and synergy;
•   Prepare project monitoring and evaluation quarterly reports and the annual Project Implementation Reports (PIR)

Performance Criteria:
The following criteria will be used to assess the performance of the M&E Specialist at regular intervals:

•   Timeliness of project monitoring and evaluation management activities;
•   Quality of documentation submitted for prior review
•   Quality and timeliness of reports

•  Development facilitation skills

Tropo Farms is a rapidly growing aquaculture company that produces tilapia for the Ghanaian market. Tropo Farms is expanding its operations and is seeking highly motivated employees to join its growing franchise. The company is already the largest grower of tilapia in Ghana and seeks to becoma a worldclass aquaculture operation.

The Feed Department is seeking to recruit a team of highly knowledgeable and result-driven individuals with the required competencies to work as: Feed Foremen/Feeders.

Remuneration: Very attractive, based on skills and experience

Qualification Required & Experience

•  Candidates should possess a Tertiary Certificate in any Science-related programmed or have a minimum of WASSCE Certificate with good passes in Mathematics/Science subjects
•  Able to understand assigned duties, establish work plans and use appropriate tools and procedures to feed the fish
•  Should have excellent skills in data collection and entry/recording
•  Ability to conduct feeding in an accurate, timely and thoughtful manner
•  Ability to swim is beneficial but not a priority
