Job Role & Responsibilities

The person will:

•   Assist in the development and execution of annual audit programmes for evaluation of internal control systems of the company.
•   Coordinate the direction and control of audit work for the implementation of the annual audit programme
•   Assist in the establishment of policies and ensure compliance with statutory requirements and accounting standards
•   Continually review the methods used in carrying out audit work in various departments, taken into account the changing standards, policies, regulations, laws and procedures of doing business within the industry
•   Ensure that documented procedures and policies exist in all departments and are complied with
•   Monitor adherence by all departments to management policies and directives
•   Ascertain the integrity and reliability of financial and operational information provided to management and other stakeholders
•   Perform risk assessment of the Authority business (Enterprise Risk Assessment)
•   Perform all other task as assigned by the Manager, internal Audit

Qualification Required & Experience

The applicant must:

•   Have a Bachelor’s Degree in Administration or its equivalent with a minimum of seven (7) years experience in Audit or Finance
•   Be a member of any Professional Accounting body (e.g ICA (GH) ACCA, CIMA)

Knowledge, Skills and Abilities

Applicant must:

•   Possess excellent knowledge in accounting and audit standards
•   Possess strongly analytical skills
•   Possess effective oral and written communication skills
•   Be good in computer especially Microsoft Excel and Power point
•   Be able to foster teamwork
•   Be able to interpret long term organizational goals and objectives

Job Functions

•   Conducts surprise cash counts at the cash offices and estates revenue offices
•   Monitors the payments of salaries/wages at pay days
•   Conducts site inspections of work done by sub-contractors
•   Ensure that the financial regulations as regards receipts and payments are adhered to
•   Pre-audits all payment vouchers, medical bills and staff traveling and transport claim
•   Post audits all stores receipts, payroll vouchers, cash records, and final draft account up to trial balance
•   Check stores and estates revenue records periodically
•   Carries out periodic examination of assets register
•   Ensure that Top Management Decisions and Board Policies are implemented accordingly
•   Performs any other duties that may be assigned from to time

Qualification Required & Experience

•   A recognised Business Degree, Professional ACcounting qualification such as CA, ACCA, CIMA (Gh). Level II or equivalent, with a minimum of 3 years post qualification experience

Competencies

•   Ability to identify errors and fraud
•   Ability to make recommendations on Audit exercise
•   Knowledge of basic book keeping and Accounts up to Trial Balance.

Qualification Required & Experience

•   1 to 3 years audit experiences would be preferred
•   Possess strong interpersonal, communication and analytical skills, positive proactive personality and be able to work independently with minimum supervision
•   Proficient in both written and spoken English (French or other local languages would be an added advantage)

The Position:

Key Responsibilities:

•   Develop the Internal Audit Charter of the organisation in line with the international standards.
•   Develop risk–based annual audit plans detailing the scope, procedures, programmes, nature and timing of audit activities.
•   Conduct internal audits to assess the adequacy, effectiveness and efficiency of the established internal controls and procedures.
•   Ensure the formulation, design and establishment of internal control and compliance systems
•   Prepare audit reports in line with the approved audit plan.
•   Monitor the timely implementation of the management actions recommended in the audit reports.

Qualification Required & Experience

•   Masters in Finance, Accounting or related discipline
•   Final professional certificate in Internal Audit/Finance/Accounting
•   At least ten (10) years relevant working experience; five of which should be in a senior management role

Technical Competencies

•   Knowledge of relevant auditing and financial regulations (Financial Administion Administration, company code, etc.) as well as accounting and audit standards
•   Good working knowledge of public and Christian health system
•   Ability to assess both manual and electronic operations of the organization and evaluate them critically
