Background
The Ghana Agricultural Sector Investment Programme (GASIP) is an Intervention by the Government of Ghana and the International Fund for Agricultural Development ((FAD) aimed at providing a framework for a long-term engagement and supplementary financing or private sector-led, pro-poor agricultural value chain development in Ghana. The objective of the programme Is to contribute to sustainable poverty reduction in rural Ghana, ensuring that agribusinesses – Including smallholders – increase their profitability and resilience to climate change. The programme is national in scope and governed by a demand – and market-driven approach that will provide a basis for scaling up Investments in pro-poor agricultural value chain development ted by the private sector. The strategic focus of GASIP will be on smallerholder farmers, to make them more competitive by increasing their capacity to respond to market demand In terms of quality, price, time and volume. GASIP will scale up a value chain investment approach and contribute to the METASIP, At least 62,860 clients or direct beneficiaries will be targeted towards the end of project year 3 (PY3) and 86,400 clients by PY6, of which at least 50% wW be women, 20% youth (15-24 years) and 30% young adults (25-34 years),

Programme Implementation is expected to commence in January 2015 under the responsibility of the Ministry of Food and Agriculture (MOFA), building on the achievements of some on-going and soon-to-complete projects such as NRGP and RTIMP. Between June and December 2014, a process of implementation readiness has been designed to facilitate smooth start-up of GASIR Programme Coordination Unit (PCU) will be established in Accra that will ensure overall coordination of the Programme, implementation of subcomponents, support supervision, consolidation of the Annual Work Programme and Budget (AWPB) and have fiduciary and procurement oversight of the programme. The PCU shall be composed of a National Programme Coordinator, a Senior Policy and M&E Manager, a Financial Manager, Procurement and Contract Manager, a Climate Change Adaptation Manager, an Infrastructure Manager, a Value Chain and Agri-Business Manager and other professional and  support staff required for the implementation of the Programme,

Three Zonal Programme Offices (ZPO) In Kumasi, Tamale and Dodowa win also be established to provide day to day coordination and implementation of Programme activities.
To Implement and manage the programme, MOFA intends to recruit qualified persons to fill the position of: Infrastructure Manager

Duration of Assignment; 12 months (Renewable Subject to Performance)

To Implement the project, MOFA is in the process of recruiting a Programme Infrastructure Manager (IM) for an initial one year period to lead development of infrastructure requirements of the programme. The incumbent will provide initial investment analyses and assume oversight of engineering activities and contracts when the programme starts The manager will be responsible for overall management of the infrastructure investment related activities under the GASIP in accordance with the programme implementation manual (PIM) and approved procedures for supervision of rural design and civil works in Ghana, He/she will be responsible for supervising and guiding infrastructure design and Investment activities and ensure quality of design and works to be implemented under GASIP The manager will also be responsible tor facilitating technical feasibility studies,including and costing, preparing Terms of References for consultants to certify and assure the quality of all the design submissions prepared for GASIP

Duties and Responsibilities:

•   In cooperation with the National Procurement Manager (NPM), the National Finance Manager (NFM) and other key programme Coordination Unit staff, update the PIM on the means tor identification and financing of relevant infrastructure investments in coordination with Zonal Programme Offices (zpoS) and regional Stakeholders
•   Participate and contribute in discussions with Value Chain Committees (VCCs), other clients groups /DAs, and other interested parties in decision making during design stage
•   Prepare preliminary designs for discussions and field reviews
•   Review and assess proposals for infrastructure works with regard to their technical feasibility and preliminary cost estimation
•   Develop and review ToRs, Balance of Quantities (BoQs), technical specifications and tender packages for civil works for selected infrastructure investments;
•   Oversee selection of Consultants, Contractors and Site Supervisors and other civil works related services;
•   Supervise the implementation of civil works and coordinate activities of Site Supervisors in accordance with agreed procedure and developed standard formats;
•   Certify the progress payment certificates with quantities of completed works prepared by the contracted Site Supervisors
•   Review and issue Variation Orders and Balance of Quantities for the amendment proposals prepared by the Contractor and Site Supervisors
•   Visit the sites as required and review the construction processes to ensure quality and timeliness of execution
•   Ensure compliance of the construction with technical norms and environmental regulations
•   Provide training and supports on infrastructure O&M to local technicians and operators as required
•   Provide reports and Information on Infrastructure investment operations as necessary to the NPC and contribute to progress reports
•   Act as expert adviser to the NPC on the performance of contracted designers and individual technical consultants
•   Assess whether the proposed design solutions are appropriate or whether alternative technical options may be more suitable and cost-effective
•   Certify the quality of all design submissions and feasibility studies.
•   Undertake any other responsibility that will ensure smooth and effective implementation of the Programme.

Qualification Required & Experience

•   Advance degree In Civil Engineering or related qualification with seven (10) years post-qualification experience.
•   Possesses sound knowledge of contemporary issues in Ghana’s rural infrastructure, especially Irrigation and feeder road development and warehouses
•   A minimum of 10 years working experience with projects on commercially relevant rural infrastructure Investment including design, construction and supervision with proven ability to work in a multi-disciplinary team and with the rural population,
•   Familiarity with engineering design requirements and construction supervision procedures of Ghana, as well as with the procurement procedures applicable under the legislation,

•   Possess pragmatic, creative and energetic approach to problem solving and decision-making
