Job Summary

Tropo Farms Limited is a leading fish farming company in Ghana and operates largely on the Volta Lake near Akosombo.

The successful candidate will report to the General Manager and head the Boat and Diving Operations Department. He will be responsible, primarily, for all maritime operations including boat operator and diver training and the development of standards/policies, directives and regulations in line with maritime operations.

Essential Duties

•   Boat scheduling to involve planning of boat movements.
•   Boat routes, indicating passage and corridors.
•   Ensure monitoring of engine hours, scheduling and completion of routine
•   Preventive maintenance and minor repairs of heavy-duty boats and marine outboard engines.
•   Oversee fuel supply and storage, including fuel cleanliness and to manage the supply and ordering procedures and systems.
•   Manage diving operations, including divers’ protective gears and safety, and maintenance and use of high pressure air compressors/kits.
•   Ensure good cage conditions, mooring – rope tensioning, anchors, buoys, etc, (excluding netting)
•   To manage Harbour duties to ensure we have proper pontoons, jettees, etc, that are clean and orderly (flow process)

BASIC FUNCTION OF POSITION

The incumbent performs skilled    journeyman level refrigeration and air-conditioning mechanic work involved in the installation,    maintenance and    repair of electric powered refrigeration and air-conditioning equipment    and systems of all types including but not limited    to industrial and residential refrigerators and    freezers, cold storage equipment, airconditioning systems dehumidifiers, water    coolers, washing machines, clothes dryers and dish-washers.

This position also includes reading specifications, using the proper tools and checking    all work for completion. Examines equipments or    makes diagnostic tests using sophisticated diagnostic equipment    to determine nature and    extent of work necessary.  Disassembles equipment and adjusts repairs or replaces defective parts or components to correct

malfunctioning motors, compressors, cooling units, condensers, and other controls, using hand tools such as screwdrivers, wrenches and    pliers;    welding, soldering, and    cutting    equipment and various electric and other testing instruments. Periodically inspects tests, cleans,    services equipment and performs other chores related to the air-conditioning trade; drive a vehicle to the job-site; and may supervise a trades helper or laborer.

Qualification Required & Experience

•   Completion of Elementary/Middle or Junior High School required. Completion of vocational training or apprenticeship recognized as producing journeyman A/C mechanic skills, or equivalent experience is required.
•   Two to three years of journeyman A/C mechanic experience in a large organization or similar environment is required.
•   Level III (good working knowledge) in English is required. Job holder will be able to read and understand, for example, regulations, instructions and related material concerning the field of work, and to prepare correspondence and standardized reports. Job holder will be able to communicate effectively with staff and members of the public in the language. Language proficiency will be tested.
•   Must have full journeyman technician knowledge of established practices and procedures of the specific trade involved.
•   Must be able to use    all tools of the trade;    be able    to read    blueprints and interpret manufacturers’    instructions.
•   Must have and provide a copy of a valid local driver’s license Class B. Driving experience will be tested.

BASIC FUNCTION OF POSITION

The incumbent works as Automobile Technician in the Vehicle Maintenance section of the U. S. Embassy, with the ability to use Automotive Diagnostic Scan Consult to trouble shoot and diagnose faults on vehicles and liaise with Automobile Maintenance Foremen/Motor pool

Supervisor in ensuring that information on automotive diagnostic scan/consult is up to date at all times. S/he receives oral instruction or work order concerning work to be done, and proceeds to accomplish the necessary maintenance. This includes reading specifications, using the proper tools/equipment and checking all work for completion. Ability to carry out pre-repair test drive to ascertain reported faults on vehicle complained by its user/owner. Work includes, assisting in the installation of equipment, repair of vehicles and other areas where this trade is required; and advises driver/mechanics on use of vehicle diagnostic scan/consult reading and their meaning.

Qualification Required & Experience

1. Completion of HND Automobile option or /Automobile Motor Vehicle Technician Part III certificate or its equivalent.

Objectives

The Energy, Environment and Climate Change Department (ONEC) is in charge of managing the Bank Group energy operations in Regional Member Countries (RMCs). It helps address climate change and environmental issues by incorporating them into Bank Group supported operations and giving them the visibility required. ONEC Department includes two energy divisions and a third division which is responsible for climate change and environment issues. The main objective of ONEC.2 is to build on the Bank’s sector skills and strengthen its capacity to become the leader in strategy, development, financing and implementation of energy projects and programs in their respective regions.

Duties and responsibilities

Under the general supervision and guidance of the Sector Manager, his/her core duties/responsibilities will include the following:

Policies, strategy, and frameworks:

•   Provide leadership/ participate, in the preparation or review of policies and strategies for Bank Group intervention in energy;
•   contribute to country and regional strategy papers; undertake relevant studies and analyses; etc;

Project management:

•   Lead / participate in the provision of expert advice on issues related to energy sector development including advice to RMCs  for  promoting policies conducive to strong growth/development of the energy sector  as well as other areas of activity of the Division (creation of an enabling environment for private sector investments in energy projects, corporate governance);
•   Lead, coordinate and/or oversee the identification, appraisal, negotiations, supervision and ex-post reviews of Bank operations focusing on  the energy sector, involving RMCs’ governments, private sponsor –if relevant- and other development partners or concerned parties;
•   Build up Bank’s interdepartmental collaboration on Energy private sector operations, and partnerships with other institutions involved in private infrastructure and PPP sector development (exchange of information on projects, policies, operational experience etc., identification of co-financing opportunities, organization of joint promotional activities etc. );
•   Oversee and carry out an active and effective management of the assigned portfolio, including Sector Policy-Based Operations and Institutional Support  Projects;
•   provide the required technical skills to design national and multinational projects that respond to the needs of the RMCs and RECs based on their priorities and selectivity;
•   monitor energy sector developments and Bank activity in these sectors across the continent; develop sector strategies and operational plans;

Knowledge Development:

•   Lead / participate in the preparation of Energy sector Assessment and other upstream analytical and diagnostic work to inform Country Strategy papers (CSP) ; provide support to Country/Regional departments on policy dialogue with RMCs relating to Energy sector and related issues; and provide back-up to country offices to ensure provision of quality advisory service to RMCs  ;
•   Lead, coordinate the preparation of policy statements, papers, briefs and various reports on energy sector issues and other areas relevant to the Energy, Environment & Climate Change Department;
•   Represent the Bank in national and regional partnerships, networks, conferences, workshops, and training seminars on issues related to Energy sector development and related issues;
•   Undertake any other task as the Sector Manager may assign.

•   At least a Masters degree or its equivalent in Electromechanical, Electro-technical or Electrical Engineering or in a related area of specialization;
•   A degree in Economics, Finance or other related field is an added advantage
•   Preferably, a minimum of six (6) years relevant professional experience in planning, design, construction, supervision and maintenance of energy infrastructure.
•   Full understanding of the principles of project cycle and project implementation;
•   Proven ability to interact competently with the staff of government and donor agencies on issues relating to aid coordination, as well as with the private sector;
•   Proven ability to build and lead a team of professional staff, and utilize talent and expertise of team members in a productive way;
•   Good listener with demonstrated ability to present and win support for ideas as well as make effective and timely decisions;
•   Capacity to initiate and manage innovations and change.
•   Competence in the use of Bank standard software applications (Word, Excel, PowerPoint, Access, MS Projects);
•   The incumbent should also have competence in (or ability/willingness to become quickly familiar with) the use of various tools available and applied by the Bank such as SAP
•   Excellent written and verbal communications in French and/or  English are desirable with a working knowledge of the other language.
