A licensed Cocoa Buying Company based in Kumasi seeks to recruit a talented and results-oriented Head of Finance to manage the company’s Financial/Accounting Functions.

Job Title : Head Finance

Duties and Responsibilities:

• Monitor the day-to-day financial operations of the company such as payroll, invoicing. supplier payments and other financial transactions.
• Accountable for the coordination and preparation of the company’s financial budget on an annual basis and ensure monitoring of all expenditure against the budget for every functional area. This will include district and sectorial budgets.
• Monitor income, expenditure and the monthly bank reconciliation.
• Understand, manage and supervise all aspects of cashflow.
• Ensure internal & cost management controls are in place and all aspects of internal controls are adhered to.
• Follow up on all audit findings (internal and external) are addressed and ensure acceptable practices and procedures are maintained.
• Ensure the co-ordination of the statutory audit, year in year out and resolve all possible queries.
• Supervising release of funds to Districts for purchase of cocoa and ensuring proper utilisation or funds. Sending weekly, monthly and annual reports on funds released and utilisation in acceptable format to management and directors.
• Ensure zero outstanding field balances at all districts.
• Track the company’s financial status and performance to identify areas for potential improvement.
• Continuous validation of information submitted for reporting purposes with respective stakeholders and reporting discrepancies and variances against the functional and overall budget.
• Oversee financial department employees, including financial assistants and accountants.
• Seek out measures for minimizing financial risk to the company.
• Review financial data and prepare monthly and annual reports.
• Present financial reports to management, board of directors and other stakeholders in formal meetings.
• Establish and maintain financial policies and procedures for the company.
• Understand and adhere to financial regulations and legislation.
• Ensure efficient tax planning and filling with the appropriate tax authority, as well as ensure all tax regulations within the company are following established standards.
• Responsible for following up on all financial transactions and ensuring tasks are completed on schedule.
• Review and approve statutory returns and payments to the government.
• Supervise and ensure that all tax liabilities are closely monitored and get remitted to the Revenue Authority as per the applicable law.

Qualification Required & Experience

• A First Degree in Accounting or related Field and Chartered Member of CA, ACCA, CIMA,CFA or similar qualification
• A master’s degree in accounting or any other business-related field from any recognized university will be an added advantage.
• Minimum of 7-10 years relevant work experience, of which at least years should be cocoa buying sector.
• Proven experience in cocoa industry, associated value chains, cocoa farming communities and working with various segments of the sector.
• Experience in leading teams in a previous capacity.
• Good communication skills, both written and oral.
• Intermediate level skills in Microsoft Office Suite with emphasis on Excel, Word and PowerPoint.
• Demonstrate advance level of knowledge of financial and budgeting systems and practices Innovation.
• A good appreciation and understanding of the operational value drivers of internal cocoa marketing activities.
• Displaying high levels of integrity and honesty.
• In-depth understanding of International Financial Reporting Standards (IFRS).
• Strategic planning and management experience
• Must have strong analytical, communication (both written and oral) research skills and pays attention to detail.
• Team player-ability to work closely with all stakeholders.

Job Title: Director of Finance

The Position/Job Description

•   The Director of Finance shall be The Chief Accounting Officer of the University and the Chef financial advisor to the Vice Chancellor,
•   Responsible for the implementation of policies relating to Accounting and Financial controls in the University.
•   Responsible for corporate planning with respect to budgeting and budgetary control and long-term strategic planning with regard to all the finances of the University.
•   The liaison officer between the Ministries, Departments and Agencies (MDAs) in respect of financial matters affecting the University.
•   Responsible for the preparation and consolidation of financial accounts and commenting on management reports for External Auditors.
•   Responsible for the preparation of the annual operating budget of the University and shall present same through the Vice Chancellor to the Council for approval.
•   Required to submit quarterly reports to the Governing Council on the status of plans and projections necessary for the preparation of budget for succeeding years.
•   Responsible for ensuring, on behalf of Council, that proper records are kept of all university property, assets, stocks and valuables in a register.
•   Responsible for and receive monies due the University and make authorised payments on behalf of the University.
•   Required to ensure that every facility of the University is made accessible to both internal and external auditors in the performance of their functions,
•   Required to exercise oversight responsibility for the accounting functions of other self- accounting and income-generating units of the University
•   Required to any other official functions assigned by the Vice Chancellor of the University

Terms of Appointment

•   The Director of Finance shall hold office for an initial term of four (4) years. The appointment may be renewed upon application for another term only or part thereof if that is not beyond the statutory retirement age of sixty (60),
•   The terms and conditions of the appointment shall be determined by the Governing Council of the University consistent with the Technical Universities Act 2016 (Act 922) as amended, and Statutes of Sunyani Technical University.

Qualification Required & Experience

The applicant must have the following attributes:

Academic Background, Professional Experience and Skills in Education Administration

•   Be a Chartered Accountant and hold master’s degree in the relevant field.
•   Must have served, at least. a Deputy Director of Finance in university or comparable grade in a similar institution/organisation for at least six (6) years.
•   Be of good character and demonstrate personal integrity and administratively manage all activities related to tie Finance Directorate.
•   Be able to provide advice to the Vice Chancellor on ail financial matters affecting the University.
•   Have extensive knowledge Of universities’ financial policies. procedures, control and processes and best accounting and finance practice
•   Have experience with a University’s Accounting and Finances Software and records management in a manner that is consistent with the University’s Mission and objectives.
•   Have wide experience in treasury management preferably in a University environment.
•   Must have extensive experience in compliance with finance, accounting and tax regulations, preferably in a university environment.
•   Be able to translate financial concepts and effectively collaborate with programmatic and fundraising colleagues who do not necessarily have finance backgrounds.
•   Be able to effectively communicate with students, staff and external agencies.
•   Be able to provide clear, practical and accurate advice to staff at all levels in the Finance Directorate on financial procedures and requirements.
•   Must be computer literate and conversant with accounting software applications.

Ghana, a relatively peaceful country in the West Africa sub-region currently hosts approximately 13,000 refugees from thirty-six (36) countries across the globe. The Ghana Refugee Board (GRB) was established by PNDC LAW 305 (D) of 1992 with a broad mandate to handle and manage refugee issues, provide care, assistance and protection for all asylum seekers and refugees on the shores of Ghana. GRB is an autonomous agency of the Ministry of the Interior.

The Board is chaired by an official appointed by the President, and composed of representatives from the Ghana Police, Immigration, National Security, Ministries of Foreign Affairs, Education, Gender and Social Welfare, Attorney General and Justice and the National Disaster Management Organization with an observer status for UNHCR representation.

Board functions are performed within the following legal framework: Ghana Refugee Law of 1992; the 1951 UN Convention Relating to the Status of Refugees; the 1969 OAU Convention Governing Specific Aspects of Refugee Problems in Africa. GRB’s day-to-day affairs are handled by a Secretariat under an Executive Secretary appointed by the President on the advice of the Public Service Commission.

Purpose

•   To provide operational support for the financial administration of the Board

Duties and Responsibilities

•   Provides technical guidance and directives to the team members in line with the set objectives of the Board.
•   Designs and maintains effective accounting and internal control systems.
•   Prepares annual budget and financial statements in accordance with approved standards; and
•   Collates data for the analyses of financial transactions, recording and keeping the books of accounts.
•   Checks and vets all financial documents before payments are made, and ensures that details are properly entered into the appropriate ledgers.
