Job Purpose

Maintaining and enhancing the Company’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.

Responsibilities

•   Maintain the work structure by developing and updating contracts and job descriptions for all positions.
•   Maintain Serendipalm staff by establishing a recruiting, testing, and interviewing program; advising managers on candidate selection; conducting and analyzing interviews.
•   Prepare employees for assignments by establishing and conducting orientation and training programs.
•   Maintain pay plan by conducting periodic salary surveys, scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions.
•   Ensure planning, monitoring, and appraisal of employee performances by training managers to coach and discipline employees; hearing and resolving employee grievances; addressing employee welfare, counseling employees and supervisors.
•   Maintain employee benefits programs and inform employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims.

•   Preparing job advertisement, checking application forms, shortlisting, interviewing and recommending candidates for selection and participating in the selection of new staff.
•   Undertaking regular salary reviews and developing salary structures for all categories of staff.
•   Interpreting and advising on employment laws
•   Developing with Departmental managers, HR planning strategies which consider immediate and long-term staff requirements
•   Identifying training needs of different categories of employees, finding suitable trainers and making recommendations to other managers for the implementation of these trainings.

The DFID-funded Girls – Participatory Approaches for Student Success in Ghana (G-PASS) programme is a four year project that will focus on the improvement of pre service teacher training sector in Ghana. The Operations Support Assistant will be expected to contribute to the smooth and efficient operational running of the programme by providing all necessary support in the areas in human resources and operations/logistics.

Job Description:
 
Human Resource Functions:

•   Provide support in the implementation of the Human Resource Policies and Procedures and various staff management issues
•   The management of performance development reviews systems ensuring that reviews take place in a timely manner
•   Ensure that all timesheets are inputted as and when due
•   The development and management of the Programme’s yearly training calendar, providing support to staff in the identification of relevant training
•   The management of national consultant contracts, invoices and various issues
•   Ensure that conditions for contracting
•   Supervise the contracts management system and procedures
•   Facilitate and support the recruitment, training and mentoring of staff

Operations functions

•   Maintain HR management systems
•   Provide support in the procurement of goods and services for the programme
•   Make logistical arrangements for programme staff as required.
•   Ensure that all operations and human resources administrative databases and spreadsheets are updated on a regular basis
•   Maintain clear financial, operational and HR records for programme audit purposes
•   Provide administrative support to the Senior Management Team
•   Assist in the organisation of workshops and events
•   Provide other necessary support to the administrative team

Candidate Specification

•   Experience of procurement, contract management and financial management systems, ideally within a development programme context
•   Experience in managing recruitment processes
•   Excellent organisational skills
•   Proven communication skills
•   Good IT skills and confidence/proficiency in all Microsoft packages
•   Attention to detail and accuracy
•   Pro-active approach to work
•   Excellent time management skills and the ability to multi task
•   Willingness to be flexible

Qualification Required & Experience

•   Educated to degree level (at the minimum)
•   Previous experience in providing administrative or office support to a programme team
•   Previous experience of working within a multi-national team is highly desirable
