The Livelihood Empowerment Against Poverty (LEAP) is a cash transfer programme started by the Government of Ghana (GOG) in 2008. It is targeted at the extremely poor, vulnerable and orphaned children, and the elderly. The objective of the programme is to reduce poverty by increasing consumption and promoting access to universal social services.

The Department of Social Welfare (DSW) in the Ministry of Gender, Children and Social Protection (MOGCSP), implements the LEAP programme.

The programme has over seventy two thousand (72,000) beneficiary households with an average of people per household. The number of beneficiary household is set to be increased to 200,000 by 31st December, 2015
To enhance LEAP implementation and improve upon programme delivery at the national, regional and district levels, the World Bank, through the Ghana Social Opportunities Programme (GSOP) is strengthening the management and administration of the programme.

The Business Analyst will engage with operations team as well as stakeholders collaborating with LEAP system, to develop and update business processes documentation based on evolving needs of the program. Prepare/Update business & functional requirement documents for software implementation team at each stage of iterative update and development. The Business analyst shall work side-by-side with MIS team to insure that the deliverables are timely, bug free and conform to production standards

Key Responsibilities:

•   Develop the Business processes documentation for all the MIS modules and keep the documents up to date against the evolving needs of the program.
•   Interact with user groups – Business as well as technical.
•   Develop functional and technical specifications for MIS implementation team.
•   Coordinate with MIS specialist to make system updates part of the overall project plan, maintained by MIS specialist.
•   Provide active support to MIS specialist for keeping the track of all updates in the Modules.
•   Support MIS team to validate the quality and delivery of MIS modules as per the documented specifications
•   Design reporting formats based on requirements by different departments in LEAP.
•   Organize monthly/periodic meetings to assess consistency in documented & implemented systems, maintain minutes and follow-up on the decisions.
•   Provide support to MIS specialist in evaluating software systems for custom development and off the shelf procurement.
•   Assist with creating specifications for system and With purchasing and leasing of information systems equipment.
•   Assist in providing training of the developed MIS modules to the operational users.

Reporting Responsibility:
In the discharge of his/her duties, Business Analyst will report to the MIS Specialist. He/she will prepare and submit quarterly reports to MIS Specialist.

Duration of Assignment:
The contract will last for one ( 1) year initially, but renewable for a second year subject to satisfactory performance.

Qualification Required & Experience

•   Bachelor’s degree with a major in computer science or information systems management.
•   At least 3 years demonstrable Knowledge of Business Process Modelling (use of BPMN or equivalent notation).
•   Strong (demonstrable) documentation experience for software projects is a must.
•   Certification in Business Analysis preferred.
•   Strong Analytical & problem solving skills.
•   3+ years’ experience in all aspects of Management Information Systems.
•   Strong planning, time management, excellent communication, issues resolution and project management skills.
•   Technical background with working knowledge of Web, Application and Database technologies (including MySQL, .NET, Oracle, ASP,Net, PHP, JAVA, Web Services).
•   Actual software development experience (Web, Mobile & databases) of at least 1 year will be preferred.

The main responsibility of the Data Analysis Officer involves understanding, analyzing, interpreting and reporting/presenting data collected from the field. He/she should present his/her conclusions in charts, graphs or spreadsheets, for easy understanding by NTS Stakeholder.

He/She must import, clean and validate and analyse data, often using databases designed for this purpose. He/she must also write reports, and answer questions concerning the targeting results. The officer should be able to generate reports to meet the needs of all stakeholders of the National Targeting System. He/she will work in direct coordination and be responsible to the Monitoring and Evaluation Specialist.

The Data Analysis Officer will perform the following duties:

•   Develop and implement a workplan for data coordination, analysis and reporting
•   Perform data analysis, interpretation, recording and reporting in accordance with NTS guidelines and standards.
•   Facilitate Data collection, collation, data validation and storage of all NTS Data
•   Sort and organize the targeting data; both hard copy and electronic versions.
•   Transmit data report to Monitoring and Evaluation Specialist.
•   Facilitate/Coordinate staff for data entry when required.
•   Provide data management updates in all internal and external meetings as required.
•   Analyze data for quality improvement purposes.
•   Prepare data for reporting, meeting and presentations.
•   Ensure data management procedures comply with standard of NTS policies.
•   Provide statistical analysis and longitudinal analysis of data.
•   Prepare and submit data required for audits.
•   Undertake any other related assignment by the NTU Coordinator.

Reporting Responsibility

•   Professional qualifications in statistics end experience working in a data-oriented environment.

Qualification Required & Experience

•   Advanced degree in In formation Technology, Computer Science or related field.
•   3 to 5 years of progressively responsible professional experience in ICT in public or private sector organization.
•   Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, ERP;
•   Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported
•   Ability to review a variety of data, identify and adjust discrepancies, identify and resolve operational problems;

Job Summary

To support its activities in the North of Ghana, Masara N’Arziki is currently seeking to fill the position of Fleet Officer.

Reporting directly to the Head of Operations, the Fleet/ IT Officer will be responsible for the overall operation of the GPS tracking of the fleet and capacity building, logistics-fleet administration, information management and the Global Positioning Satellite (GPS) tracking system and Fleet Management System (FMS) maintenance, evaluation, development, troubleshooting and reporting, in accordance with the established procedures and guidelines.

Key duties will include:

•   Ensuring all company vehicles are administered in order to comply with current legislation.
•   Maintain the best practices for an efficient operation of the Fleet Systems Information & Administration in the operations department in order to maximise the fleet standard KPIs (Key Performance Indicators);
•   Manage the existing GPS driven fleet management system (FMS).
•   Produce regular reports on the fleet overall movements.
•   Provide analysis to assist the Head of Operations to monitor and evaluate the performance indicators of the company Vehicles, aiming to achieve the maximum utilization.
•   Manage GPS data analysis on the vehicle routing & scheduling.
•   To manage Fleet reports on the reporting and monitoring of vehicle scheduled maintenance & repairs, overhaul, reconditioning and modifications etc.
•   Ensure overall management of GPS devices installation and configuration, daily inventorying and troubleshooting, vehicle tracking and tracing, mapping waypoints and routes and geo-fencing.
•   Provide daily, weekly, monthly, quarterly and annual reports from the fleet management system.
•   Manage the relationship between the Masara and the organisation providing the GPS services.
•   To report all relevant information to the correct regulatory bodies in order to satisfy requirements in relation to company vehicle insurance and vehicle policy.
•   Ensuring that all documentation relating to vehicles is organised and stored to ensure accessibility whilst taking into consideration safety and security.
•   Perform any other duties as requested.

Qualification Required & Experience

Education

•   Certificate, diploma, or any advance degree is preferably, in Business Administration, Engineering (preferably Mechanical Engineering), Transport Economics, or other fields related to fleet and IT management and /or surface transport.

Experience

•   At least 3 years of progressively responsible professional experience related to fleet/ IT management and / or surface transport and/or logistics.
•   Experience with information system development and maintenance.

Technical Skills & Knowledge

•   In-depth knowledge of configuration, management, troubleshooting, analysis and reporting of the GPS based Fleet Management System (FMS);
•   Extensive knowledge of various reporting software packages.
•   Advanced knowledge of MS Office (Word, Excel, Access, Outlook).

Key Responsibilities

•   The MFSA will be responsible for complying with SOA architecture standards, continuously identifying areas of improvement in our MFS Solutions Framework and taking initiatives to new approaches to optimize our existing processes.
•   The MFSA will be responsible to ensures that all development practices are in compliance with his employer’s best practices policies and procedures in the respective operation.
•   The MFSA will be responsible for the tracking and maintaining all records and metric, he reports the project’s progress to the Head of CSD.
•   The MFSA will be responsible for identify the appropriate software architecture based on the requirements and design elements contained in a system specification.
•   The MFSA will be responsible for recording MFS software architecture specific to the local operation in a software architecture document using use cases and the Unified Modeling Language (UML).
•   Business Tracking and Reporting – Track all developments on the Tigo cash platform in a proper project plan/roadmap. Submit weekly/monthly updated tracking on all developments that are ongoing to the management in an agreed format. Share tracking with local, regional and global stakeholders.
•   Technical Interface – Interact with the commercial teams to gain market insights for new developments on the platform. Prepare User Requirement Specifications for new developments, review + comment and approve the design prepared by the vendor on the platform.

Qualification Required & Experience

•   Bachelor’s or master’s degree in Computer Science or related field (System Engineer, IS Engineer, Information Systems Engineer, IT Engineer, Network Systems Engineer)
•   Post grade and/or courses in Software Architecture
•   Minimum 4 years experience working in the IT industry (Telcos preferably)
•   Understanding of project management principles.
•   At least 3 years of UML experience
•   Proved experience management projects. (For Telcos preferably)
•   Minimum 5 years experience in  Software development using software factory methodology and SOA Architecture (Telcos preferably)
•   Experience in Business Processes for Telcos (eTOM Model preferably)
•   Experience in contract management (Software factory preferably)

MINIMUM EXPERIENCE & ESSENTIAL KNOWLEDGE

•   Strong technical understanding of SOA (Service Oriented Architecture), internet-related applications and technologies (JAVA/ .Net, Application servers, databases, Operating Systems, Content Management, networks).
•   Strong knowledge and solid experience in Business Processes for Telco’s (eTOM Model preferably)
•   Strong knowledge and solid experience in MFS processes and applications (For telcos preferable)
•   Knowledge in developing and maintaining ITIL policies and procedures
•   Knowledge and experience in project management. Must have very strong skills in Project Initiation especially in requirements gathering, understanding the level of detail required to proceed with any project, project estimation, planning and rapid mobilization.
•   Good understanding of computer systems characteristics, features, and integration capabilities
•   Experience in link and apply complex technologies to business strategies.  Comprehend complex, technical subjects
