Scope & General Purpose:

Responsible and accountable for the design, development and maintenance of technology systems and services for all the Authority’s business functions. Work closely with staff and other stakeholders to identify and maximise opportunities to use technology to improve business processes, promote the strategic use of information technology.

Responsibilities & Accountabilities:

•   Responsible for the maintenance & management of all the Authority’s IT facilities and data centers
•   Supervise the design, implementation and secure operation of the enterprise network infrastructure that supports the Authority’s messaging systems and content
•   Supervise the establishment and review of organisational policies, procedures and standards for the provision and usage of IT services within the Authority
•   Maintain compliance with approved international IT standards and best practice for the deployment and provision of IT infrastructure & services
•   Ensure compliance with all appropriate IT legislation including software licensing laws
•   Develop and control the IT security policy, monitor and counsel staff on compliance, advise management on potential security breaches & security incident response
•   Develop and implement appropriate metrics to measure and report IT service level performance, trends and problem resolution
•   Maintain an accurate and current IT asset register
•   Supervise the timely maintenance and development of content for the Authority’s website

Qualification Required & Experience

•   Qualification in IT or relate discipline
•   MCSE or CCNA/MCITP would be an advantage
•   Minimum of 3 years post qualification experience in a managerial position
•   Ability to exercise independent judgement and creative problem-solving techniques in a highly complex environment using leading-edge technology and/or diverse user systems
•   Strong business planning, analytical and conceptual skills
•   Must have proficient knowledge in the following areas:
1) Computer hardware and software systems
2) Computer networks, network administration and network installation/security
3) Troubleshooting, viruses and security
4) E-mail and internet programmes
•   Must demonstrate the following skills:
1) bility to install and administer IT systems
2) Hardware, software and networks
3) Analytical, problem-solving skills and decision-making skills
4) Effective verbal, presentation and communications skills
5) Initiative and timeliness in the execution of tasks
6) High level of integrity and results-oriented

Major Duties and Responsibilities:

Qualification Required & Experience

Knowledge, Skills and Experience:

•   A degree, Diploma, or Professional Certificates in IT, supplemented by technical training in electronic or telecommunications, computer-technology or other related field.
•   At least six years of progressively responsible job related experience in information technology or telecommunications or information management, such as, WAN/LAN networking, operating systems, telephone services, radio unit, web design, registery or similar and at least one year at the G6 level or equivalent. Some experience in client support, such as, a Help Desk or User Support Unit, web design team, telephone maintenance service, e-marketing group, hotline, or similar.

Language: Fluency in both written and oral English

Job Description     

Job Responsibilities:

•   Technical assistance to the Ghana Health Service with training, maintenance and analysis of data from DHIMS2.
•   Maintaining and editing Access and Excel databases associated with program activities.
•   Assist in determining data overlaps between programmatic data and DHIMS2 data to assist in linking these databases.
•   Provide targeted technical assistance as needed to Regional and District Health Information Officers to assure that their data is complete, timely and utilized.
•   Provide targeted technical assistance as need to Regional Health Management Teams to assist in program planning.

Qualification Required & Experience

•   Diploma in statistics/health information technology/information technology with at least 4 years of experience working with health information technology.
•   Must be fluent in spoken and written English.
•   Demonstrated experience successfully managing multiple tasks with competing priorities.
•   Organized, responsible, and concise in order to meet reporting requirements and deadlines.
•   Proven effectiveness working independently and as a team member.

S/he will manage the operation of the organisation’s accounting system equipment and provide high level end-user support.

Key Responsibilities:

•  Participate in systems administration of the organisation’s web server, ensure the its web server is secure and functioning properly
•  contribute to support for the EOS Card Catalog, Raiser’s Edge, Grant system and other various database software applications, troubleshoot problems perform data conversions and install software upgrades
•  Provide database administration for Microsoft SQL, sharePoint and Great Plains servers
•  Provide software/database programming for assigned projects, including but not limited to the .NET and .PHP environment
•  Act as project leader to implement new software applications as required. Depending on project assignments, may perform some or all of the following functions: interview users and document system requirements, perform software package evaluations and recommendations, install software packages, perform system testing, prepare documentation, including user guides, procedures and technical documentation of any programs written, train end users in the use of the system
•  Assist the computer operations team in hardware and software upgrades and ongoing mainteance and support of the oragnisation’s computer environment at both headquaters in the USA and other country offices as required
•  Assist with end user hardware and software support for the Windows-based network and related office applications.

Qualification Required & Experience

•  University degree in computer science or related field and/or applicable relevant experience
•  Software programming experience within a Microsoft development environment utilizing .NET (ASP,VB,C,PHP) and visual studio on the Wed and Windows platforms. Smartphone development experience a plus
•  Working knowledge of relational databases, Microsoft SQL, Microsoft Access, database design and client-server concepts.
•  Ability to maintain and troubleshoot software, computer hardware and peripherals and work collaboratively to solve problems
•  functional knowledge of full project development lifecycle and ability to validate that software performs to established guidelines
•  Ability to document requirements for applications based on user input and needs
•  Basic working knowledge of Windows server 2003/2008, Windows XP,7, IIS and MS Office
•  Web development programming knowledge
•  Excellent interpersonal and communication skills, with a strong service orientation. Must enjoy working with users.
