Based in Senegal the Stakeholder Engagement and Francophone Program Manager will contribute in the development and execution of a stakeholder engagement/communications strategy for the African region. He/She will also be responsible for the execution of the NGOs program in Francophone speaking countries – Senegal, Chad and The Democratic Republic of Congo.

Primary responsibilities (Stakeholder Engagement)

Develop, manage, and execute an annual internal communications plan and external stakeholder communications plan across all communication media (online and offline) and reach appropriate target audiences, based upon specific performance goals in partnership with The Global Marketing Manager.

•  Provide guidance and training to staff and implementing partners in engaging stakeholders including identifying stakeholders, targeting communications, establishing and maintaining relationships.
•  Establish and maintain relationships with various external stakeholders involved in its operations in Africa – including partners, experts, media, opinion leaders, social entrepreneurs and others to advocate the program, recruit their support and execute program strategy.
•  Plan and carry out internal and external events in collaboration with partners.
•  Manage advocacy, networking, conferences and similar activities to create awareness and build capacity on social entrepreneurship.
•  Contribute to the production of impact reports and dissemination of impact information to relevant stakeholders.
•  Report to Regional Manager and produce recommendations for review of senior management and Board.

Primary responsibilities (Francophone Programs)

•  Translate and customize the NGOs programs for Francophone African countries.
•  Lead as assigned the execution of the NGO’s program and stakeholder engagement in Senegal, Chad and DRC.
•  Manage the monitoring and reporting of the progress of the operations and indicators, and contribute to processes to measure, learn from and improve impact for Francophone African countries.
•  Provide direction to Program Managers to provide training and support for the online application systems, and online reporting systems for programs in Francophone African Countries.
•  Report to Regional Manager and produce recommendations for review of senior management and Board.

Qualifications and abilities

•  Native French speaker extremely fluent in English with excellent writing skills.
•  Strong project management skills and ability to manage multiple, sometimes conflicting priorities and work cooperatively to build networks and satisfy needs of internal and external stakeholders.

The MDG Centre was established in July 2004 by the Earth Institute at Columbia University and the UN Millennium Project with a broad purpose of assisting countries to develop operational strategies for achieving the MDGs, and to support their implementation at both local and national levels.

In early 2006, The MDG Centre reorganised to established two sub-regional centres covering East and Southern Africa (based in Nairobi) and West and Central Africa (based in Bamako). The MDG Centre West and Central Africa (WCA) is currently work in the following countries: Ghana, Liberia, Mali, Nigeria, and Senegal and is rapidly expanding to other countries in the region.

The West Africa MDG Centre focuses on two complementary scales:

•  At the national level, provide support to national Governments to develop Millennium Development Goals (MDGs)-based national strategies and plans;
•  At the sub national level, assist local governments to develop and implement MDG-based local development plans and strategies and assist pilot Millennium Villages Project (MVP) sites and Millennium Cities Initiative (MCI) to achieve MDGs at local level

Description Of Job

Location: The MDG center regional offices in Dakar, Senegal

Overall purpose of the job:
The purpose of the position is to manage and supervise all accounting and financial affairs of the CIP/MDG CENTRE -WCA region and to consolidate and channel all financial information to be sent to HQ in liaison with Financial Officers.

Main tasks of the job:

•  Manage financial reporting and the accounting system for the region including the preparation of periodic financial reports to donors and management, monthly bank reconciliations and cash verification, approving accounting transactions and examining, reviewing and analyzing all vouchers and other documents for payment and certification.
•  Supervise an Account Assistant who maintains accounting records (i.e. cash book, petty cash book) of all imprest held in CIP/MDG WCA , including details of imprest levels, signatories to accounts with level of signing powers where applicable, names and addresses of bankers, modalities of replenishment.
•  Supervise  Procurement and Logistics Assistant in the center for central purchasing, the management of the motor pool, and travel and logistics arrangements.
•  Maintain and enhance internal controls over financial transactions and business processes.
•  Lead budget preparation by providing instructions and guidance in the formulation of resource allocation in the region.
a) Assist regional specialists in the development of project budgets for funding proposals.
b) Prepare the Centre’s annual administrative operating budget, based on past-year administrative costs, changes in operations or structure, and projected indirect cost recovery revenue.
c) Together with the Center’s Director, prepare the Centre’s overall annual budget for timely submission to and approval from EI’s New York Headquarters.
•  Monitor expenditures and revenues and provide guidance on financial reporting.
•  Perform quarterly budget analysis and report to the Region Director on expenditure trends, projected budget overruns and recommend corrective measures where necessary.
•  Coordinate and implement specifications for enhanced reporting system to meet management and donor requirements.
•  Maintain accurate and up-to-date records of all account receivables from staff and others, and diligently monitor to ensure settlement of outstanding amounts.
•  Maintain accurate records of all account payables to suppliers for utilities and other services
•  Ensure that advances made to partner institutions are properly justified and on time.
•  Ensure quality, accuracy and timely submission of monthly accounting returns including follow up of returns from collaborators and review of expenditures to ensure compliance with written CIP/MDG CENTRE WCA  and EI policies.
•  Liaise and consult with the Financial Service Department of EI in NY on all financial and budget related matters. Assist in updating and implementing all approved manuals.  Develop processes to address any weaknesses in financial systems or controls.
•  Work with national revenue authorities regarding the remission, payment, or refund of any and all taxes and fees, to include withheld payroll tax, TVA, applicable sales tax, and customs duties.
•  In coordination with the Human Resources manager, ensure that the Centre’s financial system supports the payroll and benefit obligations to the Centre’s staff and benefit providers, through on-time and accurate payments.
•  Lead and manage the relationship with the Centre’s bank; coordinate all bank account management issues with EI.
•  Instill and develop an ethic of “careful and prudent management of scarce financial resources.”  Continuously seek out solutions which improve performance at equal or lower cost.
•  Ensure that expenses are reasonable, necessary, and allowable based on the source of funding.
•  Monitor local and international staff travel budgets.
•  Maintain schedules of fixed assets and a filing system within the established format and procedures, and ensure data safety.
•  Assist with various financial management requests.
•  Assist with miscellaneous requests from donors.
•  Assist in conducting audit reviews and deal with auditors.  Ensure that any national requirements for financial reporting are addressed on-time and accurately.

Qualification Required & Experience

•  A professional finance manager qualification equivalent to a Bachelor (Maitrise) or Master education with a degree in finance, accounting or management.
•  At least 4 years experience in accounting, finance, management in finance department or in a similar position with a commercial, non-governmental or development organization.
•  Strong background in accounting and finance
•  Able to impute , code and follow  a budget
•  Able to supervise work of accountant, financial analyst or budget monitor
•  High level of working knowledge of Quick-books accounting software or other accounting package
•  Experienced in producing financial statements
•  Good experience  in working with international organizations
•  Fluency of both French and English (spoken and written)
•  Excellent interpersonal and communication skills
•  Ability to work under pressure and in a multicultural environment

Description Of Job

The MVP Health Sector
The MVP health model is based on provision of an essential package of services to rural populations that are extremely poor, have limited and often unsatisfactory interactions with formal health care systems, incur high opportunity cost to health service utilization (even when services are free), and have limited means of transport.

Achieving sustained improvements in health outcomes therefore requires clinical services that are available, accessible, appropriate, and acceptable to all villagers. Also necessary are proximity interventions that target families in their homes, build trust and ownership throughout the community, and address cultural beliefs and socio-economic and behavioral barriers to care.

Community Health Worker system in MVP
The Community Health Workers (CHW) program forms an integral part of delivery of health care in the MVs.  It entails the delivery of a basic, integrated package of health services at the household by a cadre of professional community health workers. Central to the MVP CHW system strategy are:

•  a strong management & supervision of system  in which a qualified and trained staff is fully dedicated to the management of the program operations, while a team of experienced or senior CHWs are assigned to directly supervise the CHWs in households and the community; and
•  a mobile electronic health (m/e-health) platform which enables real-time reporting of household data for decision-making, while providing decisional support to CHWs, supervisors, and managers.

Job Summary and Reporting
The goal of the position is to oversee the Community Health Worker (CHW) program activities in MVP West and Central Africa. Reporting to the Regional Health advisor as part of a team of health sector specialists the regional CHW program coordinator will work to ensure smooth delivery of community-based health interventions, including streamlining of all community-based health activities, community engagement, optimization of the program’s m/e-health applications, and policy advocacy.

Duties and responsibilities

Program planning

•  Develop and execute program wide work plans based on thorough operational reviews
•  Advise site teams in developing and executing site-specific program work plans
•  Plan and organize regional or international CHW program workshops as required
•  Ensure synchronization of MVP CHW program strategies with national planning

Material development/review

•  Adapt training materials and job aids with good health care practices
•  Support site teams in developing site-specific management and evaluation tools
•  Work with m/e-health technical teams to improve program performance monitoring tools
•  Review all program related materials and communications for accuracy and relevance

Training / Capacity building

•  The regional CHW program coordinator will advise and/or assist site teams in:
•  Training of managers/supervisors in CHW management and supervision
•  Support in training, supervising, equipping, and managing CHWs
•  Integration of health programmatic priorities in CHW program activities
•  Support to national CHW programs

Supervision, monitoring, evaluation
The regional CHW program coordinator will oversee program activities to:

•  Ensure complete coverage in household visits by CHWs in all sites
•  Improve and maintain high quality of care at the household
•  Establish appropriate and sustainable CHW supervisory and management systems
•  Guide m/e-health implementation in the community
•  Strengthen overall CHW program and personnel performance monitoring system
•  Data utilization for decision-making
•  Track and monitor program indicators
•  Optimize vital events (births, deaths, pregnancies) reporting and data quality
•  Ensure routine utilization of household data for decision-making
•  Trouble-shoot all program-related issues to ensure seamless functionality across sites

Research and CHW policy advocacy

•  Compile and organize program field data for research purposes
•  Review both field data  and prior literature to identify areas of policy-relevant research
•  Develop, carry out, and report on operational research projects
•  Work with MDG Center and NY teams to develop research protocols
•  Ensure CHW program best practices are anchored within national and local health systems
•  Advise national governments and other partners on CHW program initiatives and scale-ups

Reporting/ documenting

•  Assist the site team in cataloging all program activities
•  Maintain an organized record of all program wide activities across all sites
•  Report on operational progress and outstanding issues
•  Report on attended meetings, workshops, and conferences

Meetings, workshops, conferences

•  Attend program monitoring meetings and discuss progress
•  Participate in other meetings, workshops, and conferences as deemed necessary with the Regional Water and Sanitation team, governmental and non-governmental organizations in Health in countries where MVP is being implemented to contribute to the achievement of  the MDG Goal in Provision of Universal Health;

Performance Indicators

•  Full cadre of CHW team (managers, supervisors, CHWs, TBAs, etc) recruited and trained
•  CHW team performance assessment conducted at least once a year
•  At least 90% of households receiving on-time routine visits at all sites
•  All vital events (births, deaths, pregnancies) reported accurately and timely
•  At least 90% of reported pregnancies delivered in clinic
•  Household service and data quality audited at least twice a year
•  Government and/or community engagement activities fully executed as planned
•  Program activity and trip reports completed and submitted as per work plans

Qualification Required & Experience

•  Master’s degree in public health, education, or related field
•  Five to ten (5-10) years working experience with substantial experience designing, implementing, or evaluating CHW programs
•  Training and/or experience in program design and implementation oversight
•  Strong decision making and problem solving skills
•  Good quantitative skills and research skills.
•  Ability to multi-task and work independently
•  Team player / excellent communication and interpersonal skills
•  Willingness to work long hours and under time pressure
•  Expertise in behavior change, participatory education methods, and community development
•  Proficiency in computer skills.
•  Excellent oral and written communication skills in English and French;
•  Willingness  to travel between 30-50% of the time in the region,

The Volta is a transboundary river, which drains, an area of about 400,000 km2 and is shared by six countries – Benin, Burkina Faso, Cote d’lvoire Ghana, Mali and Togo – that are dependent on its natural resources for their development. To institute measures for sustainable transboundary water resources management, the VBA was established by the Governments of the riparian countries with its headquarters in Ouagadougou, Burkina Faso .The authority mandate is essentially to:

•  Promote permanent consultation tools among the parties for the development of the basin
•  Promote the implementation of integrated water resources management and the equitable distribution of the benefits resulting from their various utilisations;
•  Authorize the development of infrastructure and projects planned by the stakeholders and which could have substantial impact on the water resources of the basin;
•  Develop joint projects and works;
•  Contribute to poverty alleviation, the sustainable development of the Parties in the Volta basin, and for better socioeconomic integration in the sub-region

Description Of Job

Major Responsibilities:
The Head of International Cooperation and Communication Unit will in general, assist the Executive Director to develop the best relations with partners of the VBA. Specifically, he/she shall:

•  Develop strategies for the mobilisation and co-ordination of external resources to implement the activities of VBA;
•  Design and implement cooperation procedures to promote the participation of Technical and Financial Partners:
•  Develop and implement a Communication Plan that takes into account both technical information and general awareness raising;
•  Facilitate any activities related to raising the profile of the VBA

Qualification Required & Experience

The candidate must have:

•  At least a Masters degree or equivalent in International Relations, Communication or Economics;
•  Additional training or qualification in International Financial Practices will be an advantage;
•  At least 8 years of relevant professional experience;
•  Excellent communication and interpersonal skills;
•  Good command of either French or English and ability to speak the other

In early 2006, The MDG Centre reorganised to established two sub-regional centres covering East and Southern Africa (based in Nairobi) and West and Central Africa (based in Bamako). The MDG Centre West and Central Africa (WCA) is currently work in the following countries: Ghana, Liberia, Mali, Nigeria, and Senegal and is rapidly expanding to other countries in the region.

The West Africa MDG Centre focuses on two complementary scales:

•  At the national level, provide support to national Governments to develop Millennium Development Goals (MDGs)-based national strategies and plans;
•  At the sub national level, assist local governments to develop and implement MDG-based local development plans and strategies and assist pilot Millennium Villages Project (MVP) sites and Millennium Cities Initiative (MCI) to achieve MDGs at local level

Job Summary and Reporting
Under the guidance and supervision of the Director of the MDG Centre for WCA and will work in close collaboration with The Center for National Health Development in Ethiopia, Columbia University

Duties and responsibilities

•  Technical support to all Millennium Villages (with special focus to West and Central Africa) on Malaria and NTDs and their monitoring and evaluation
•  Together with the regional health advisors and health coordinators of each MV, ensure timely execution of the malaria and NTD interventions with the set operational plans of the MVP
•  Identify major gaps and challenges in malaria and NTDs control in the MVs to achieving the goals and the objectives
•  Propose evidence based priority activities to address the identified challenges
•  Provide supportive supervision to assigned MVs in West Africa and follow up to ensure the implementation of the planned interventions
•  Work with the MVP monitoring and evaluation team in monitoring and evaluation of the malaria and  NTDs interventions
•  Determine the logistic and financial needs to implement the interventions in the MVs
•  Provide technical advice to the respective National Malaria Control Programs of the respective countries, if requested
•  Undertake and participate in research projects on Malaria and NTDs
•  Other activities as assigned by the supervisor

Qualification Required & Experience

Qualifications and skills

•  PhD (or equivalent) in Entomology, Parasitology, or Epidemiology, or Medical degree with Masters in Public Health or related fields.
•  At least 5 years experience in experience in Malaria and NTD programs working with governmental and non governmental institutions in  Africa
•  An extended experience in providing technical support to development partners and governments in areas.
•  Ability to express clearly and concisely ideas and concepts ;
•  Ability to effectively manage relationships with senior government officials, key stakeholders  and to work as part of a team;
•  Work experience in an integrated community development project;
•  Team spirit with personal skills in communication and dissemination of knowledge;
•  Demonstrate organization and problem solving skills, flexibility, and ability to work under pressure;
•  Proficiency in computer skills.
•  Excellent oral and written communication skills in English and French;
•  Willingness  to travel between 30-50% of the time in the region,
•  Grant writing skills and experience
