BACKGROUND:

SNV Netherlands Development Organization is an International NGO with a long-term local presence in 38 developing countries in Asia, Africa and Latin America. Present in Ghana since 1992, SNV is organized in 3 sectors: Agriculture, Renewable Energy and Water, Sanitation and Hygiene (WASH).

SNV is implementing a 5-Year WASH project with an objective to provide access to finance at both the household and MSME level. The project will also provide the technical assistance that MSMEs require to grow and be profitable. This will be funds channeled through a financial institution for on-lending to households & SMEs within the WASH sector. Households are expected to use the loans to obtain improved sanitation facilities in their homes whilst the SMEs are expected to use these loans for either working capital or for capital expenditure (to better offer WASH products and services to individuals).

Position Summary:

M&E Specialist will serve as the key senior-level M&E resource on the project, working in conjunction with Project Coordinator and project management team to maintain the project’s overall strategic vision.

Responsibilities:

•   To ensure that feasible, efficient and useful M&E systems are designed and implemented, allowing the project to meet its reporting requirements and provide meaningful and timely data for use in project management.
•   Establish tools to monitor performance of partner institutions and sub-grantees.
•   Formulate a set of relevant, simple and straightforward indicators to monitor the project outputs
•   Conduct periodic field monitoring
•   Systematically track and document project delivery processes and results to serve as input for the mid-term and end of project evaluation.

Qualification Required & Experience

•   Post-graduate degree (Master’s Degree or higher) in development, economics, statistics, project management or related field.
•   At least 10 years work experience in development programs; minimum of 5 years in M&E of international and multilateral donor funded programs.
•   Experience in the use of statistical analysis software.
•   Experience in the design, and analysis of research data (quantitative and qualitative).
•   Experience supporting projects with micro financing and SME capacity development will be a distinct advantage.

Key Responsibilities

•   Advise and support the NTU Coordinator and entire NTU team on Impact Evaluation Strategies and other evaluations/studies.

•   Lead the preparation of Terms of Reference for Surveys and Studies by consultants.
•   Prepare relevant technical briefing papers, and status updates for NTS Shareholders.

•   Contribute to the management of the Unit through timely processing and dissemination of M&E findings and best practices to facilitate evidence-based planning, learning and unit decision-making.

•   Prepare Terms of reference for the engagement of firms/consultants for periodic evaluation of the performance of the Unit.

•   Undertake any other related assignment from the Coordinator of the Unit.

The Livelihood Empowerment Against Poverty (LEAP) is a cash transfer programme started by the Government of Ghana (GOG) in 2008. It is targeted at the extremely poor, vulnerable and orphaned children, and the elderly. The objective of the programme is to reduce poverty by increasing consumption and promoting access to universal social services.

The Department of Social Welfare (DSW) in the Ministry of Gender, Children and Social Protection (MOGCSP), implements the LEAP programme.

The programme has over seventy two thousand (72,000) beneficiary households with an average of people per household. The number of beneficiary household is set to be increased to 200,000 by 31st December, 2015
To enhance LEAP implementation and improve upon programme delivery at the national, regional and district levels, the World Bank, through the Ghana Social Opportunities Programme (GSOP) is strengthening the management and administration of the programme.

The Planning and Reconciliations Specialist is the person responsible for overseeing the budgets planning and reconciliation in order to ensure implementation and transparency in the management of monetary resources for the payment of LEAP beneficiaries.

Key Responsibilities:

•   To support and monitor the development and approval of the budgets of the resources obtained for delivery of payment to the beneficiary families in order to ensure the distribution of the budget calendar is aligned with program operation processes and have the required adequacy budget for the same.
•   Monitor the generation of paid listings file that performs the Payroll and Database Management Coordinator to ensure the availability and timely thereof.
•   Propose, design and implement improvements to processes transfers and reconciliations to ensure efficiency, accuracy of these processes and the documentation generated by themselves, in order to ensure transparency in the exercise of monetary resources, and compliance on time and work plans, regulations, policies, contracts, agreements, schedules and budgets.
•   Managing and monitoring processes transfers and reconciliations ensuring its implementation in a timely manner in order to ensure implementation and transparency in the management of monetary resources

Reporting Responsibility:
In the discharge of his/her duties, Planing & Reconciliation Specialist will report to the MIS Specialist. He/she will prepare and submit quarterly reports to MIS Specialist.

Duration of Assignment:
The contract will last for one ( 1) year initially, but renewable for a second year subject to satisfactory performance.

Qualification Required & Experience

The minimum qualifications required for the position are as follows:

•   As a minimum, Bachelors degree in business or public administration or a closely related field;

•   Get well acquainted with the LEAP Operations Manual
•   Support all M&E initiatives, including: monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
•   Support M&E Data Analysis Specialist in creating a framework and procedures for the monitoring and evaluation of LEAP activities
•   Support the M&E Data Analysis Specialist in defining and implementing the key LEAP performance indicators (KPI) as well as monitoring them.
•   Assist the M&E Data Analysis Specialist in proposing strategies to increase data use and demand amongst Program staff.  Support program staff on ways to properly document, organize and capture program progress.
•   Draft tools and their revisions as well as data collection procedures under the supervision of the M&E Data Analysis Specialist (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
•   Support the M&E Data Analysis Specialist in reviewing the performance of existing management information systems to help identify potential modifications or resources.
•   Suggest ways to facilitate data collection and the flow of data within Program field staff.
•   Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the M&E Data Analysis Specialist.
•   Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
•   Analyze changes and patterns in KPI indicator data and performance reports in order to support Program staff and/or the M&E Data Analysis Specialist.

It is targeted at the extremely poor, vulnerable and orphaned children, and the elderly. The objective of the programme is to reduce poverty by increasing consumption and promoting access to universal social services.

The Department of Social Welfare (DSW) in the Ministry of Gender, Children and Social Protection (MOGCSP), implements the LEAP programme.

The programme has over seventy two thousand (72,000) beneficiary households with an average of people per household. The number of beneficiary household is set to be increased to 200,000 by 31st December, 2015
To enhance LEAP implementation and improve upon programme delivery at the national, regional and district levels, the World Bank, through the Ghana Social Opportunities Programme (GSOP) is strengthening the management and administration of the programme.

The Beneficiary Services Specialist is the person responsible for all interaction between the LEAP and the beneficiary. As such she/he is ultimately responsible for: beneficiary selection and registration, handling of appeals and complaints as well as for the establishment of an efficient referral system to complementary programmes.

Key Responsibilities:

•   Oversee the development and implementation of the programme’s Grievance and Redress Mechanism.
•   Monitor the functioning  of the  processes of Beneficiary  Data  updates,  GRM processes, and complementary services; identify shortfalls and propose solutions.
•   Lead the development of a training module on Case Management and initiate a general orientation for all District Social Welfare Officers on Beneficiary updates procedures.
•   Lead the development of annual implementation plans for the Beneficiary Services sub-unit, to include appeals and complaints processes, increased access to complementary services, and related staff training exercises.
•   In close coordination with the M&E Manager, analyze comparative data on beneficiary services (outputs and outcomes on Beneficiary Registration, Updates on Beneficiary data. Appeals and Complaints by province and region, uptake of complementary services, etc), identify shortfalls in work performance, and make appropriate managerial decisions to address shortfalls,
•   Review and approve Memoranda of Understanding between LEAP and other Partner Organizations.
•   Secure timely delivery of narrative reports on Case Management issues to the LEAP General Coordinator on quarterly and annual basis.
•   Conduct any other duties within the scope of this assignment as requested by the LEAP Coordinator.

Reporting Responsibility:
In the discharge of his/her duties, Beneficiary Service Specialist will report to the Operations Manager. He/she will prepare and submit quarterly reports to Operations Manager.

Duration of Assignment:
The contract will last for one ( 1) year initially, but renewable for a second year subject to satisfactory performance.

Qualification Required & Experience

•   An advanced degree in Public or Social Policy is required.
•   Candidates should furthermore have proven managerial experience of at least five years in a larger programme and have to be very good team leaders.
•   Excellent managerial and strong communication skills as well as problem solving skills are necessary.
•   Computer skills in word processing and spreadsheets are required.
