JOB SUMMARY
The project facilitator for the Pathways project will be the lead person on the project facilitating the implementation of project activities in the Garu Tempane. His/Her primary responsibility will be to facilitate the implementation of value chain development activities for Soybean and Groundnuts making use of tested CARE models such as VSLA, CBES, CBLA and other appropriate models aimed at addressing women’s needs in the Agricultural Sector.

S/he will support in the implementation of work plans developed with communities and stakeholders and ensure the field implementation of project activities and M&E plans.
In collaboration with other stakeholders in the district, the project facilitator will ensure cross learning among different initiatives that are geared towards improving the livelihoods of women smallholder farmers. With the support of the project manager s/he will document experiences from the implementation of the project for sharing at various levels. The position is based in Garu Tempane district but will be required to travel from time to time to Tamale for work.

Key Responsibilities

•   Organize community meetings to sensitize communities on the Pathways project.
•   Support in assessing and selecting VSLAs to participate in Pathways activities.
•   Conduct trainings on Good Agric practices (GAP) for soybean and groundnuts for members of producer groups.
•   Facilitate capacity building programmes for various groups the project is working with i.e producer groups, marketing committees, male gender champions etc.
•   Mobilise community leaders and existing institutions such as TA to provide the requisite support for implementation of project activities.
•   Ensure production and dissemination of relevant, quality and user friendly information from the project.
•   Collaborate with MoFA, SARI and key stakeholders to establish and manage FFBS in project communities.
•   Ensure that gender, nutrition and marketing issues are integrated into FFBS activities
•   Play a lead role in strengthening relations between value chain stakeholders in the pilot areas and in creating safe space for dialogue between stakeholders such as producers, aggregators, input dealer, marketers, tillage service providers, extension service providers.
•   Provide specific technical advice, training and extension in some of the following: farming systems development; off-farm and marketing activities, linkages, local institutional development.
•   Constantly undertake stakeholder analysis and facilitate linkage between existing groups and emerging platforms and opportunities.
•   Participate in rolling out project M&E activities such as administration of Participatory Performance Tracker, Annual Review Study.
•   Facilitate and support the documentation of component processes and achievements including documentation for public dissemination
•   Responsible for maintaining relationships with MOFA, DAs, GHS and DFSNs at District level
•   Maintain close cordial and professional contacts with key stakeholders in the project areas, particularly selected community groups, the District Assembly, MOFA and local NGOs

Qualification Required & Experience

•   A minimum qualification of a first degree in a relevant discipline such as Agriculture, horticulture, agronomy, agric extension and training with an understanding and experience in the other
•   At least 3 years of relevant working experience, including a minimum of 3 years field practical experience in working with rural communities, including women groups.
•   Strong experience and knowledge of PLA tools and training methodologies, community mobilization
•   Proven experience and understanding of nutrition and food security issues linked to reproductive health and child malnutrition
•   Experience of working with partners is key to this position
•   Proven and demonstrable facilitation skills, negotiation skills and networking skills including facilitating change, innovation and initiating action
•   Commitment to and understanding of a process and livelihood approach to development
•   Excellent professionalism, relationship building and communication skills
•   Adherence to CARE’s core values and competencies (RICED)
•   Good spoken English and excellent English writing skills
•   Computer skills that must include Microsoft Office and Excel

The Ghana Anti-corruption Coalition is a cross-sectoral grouping of public, private and civil society organizations with the sole aim of building a national effort to confront the problem of corruption and devise effective control measures.

GACC seeks to reduce poverty by co-ordinating anti- corruption activities in Ghana through collaboration with its members and other key stakeholders and with of vision of a Ghana free from corruption where honesty, transparency, accountability and integrity are upheld.

The Coalition focuses on research and monitoring of anti-corruption legal environment as well as providing anti-corruption assessment to feed into policy documents. GACC also promotes citizen’s education on transparency and accountability issues, advocate on relevant issues that seek to enhance good governance.

The Coalition presently seeks to engage a Research Officer who would lead the work of the Research Unit of the Coalition’s Secretariat to help achieve the strategic objectives of the Coalition.

Specific Accountabilities of the Research Officer
The Research Officer shall perform but not limited to the following duties:

•   Lead the conduct and delivery of GACC research projects including research design, desk studies, literature reviews, project management, training, data collection, analysis, report writing etc;
•   Formulate and package research findings for dissemination and support the presentation and communication to stakeholders;
•   Lead the identification of policy implications of research findings and use information to develop policy briefs for advocacy;
•   Lead monitoring and evaluation activities of GACC’s programmes including the conduct of baseline surveys and mid-term reviews;
•   Draw up terms of reference for external evaluators to carry out monitoring and evaluation activities related to GACC programmes including donor/and or end project reviews;
•   Develop new research proposals to seek funding;
•   Work collegially with GACCs programmes, finance and fundraising units to develop new project proposals;
•   Build the capacity of GACC staff members in research methods, data gathering, analysis, interpretation and report writing;
•   Monitor General corruption and anti-corruption indicators and the media
•   Support Public Education and Awareness creation programmes of GACC
•   Perform other tasks assigned to you by the Executive Secretary within the objects of the GACC

Qualification Required & Experience

The successful candidate must have:

•   At least a Master’s Degree in Development or Social Studies or other related field;
•   Three (3) to five (5) years relevant professional experience;
•   Demonstrated skills in research (quantitative and qualitative) from design to field research to analysis and report writing;
•   Excellent numeracy skills, including advanced knowledge and experience in the use of Microsoft Excel and statistical software packages, such as SPSS;
•   Ability to analyse complex data in a technical area and to summarise and communicate this in ways that are accessible to a range of audiences;
•   Strong project management skills;
•   Excellent writing skills;
•   Ability to deliver training;
•   Prior work experience in research and monitoring and evaluation
•   Prior work experience in civil society and NGO sector

CARE International in Ghana is seeking a qualified candidate to fill the position of a Monitoring and Evaluation Officer (M&E Officer) for PATHWAYS Project. The Pathways initiative in Ghana is part of CARE USA Pathways program that seeks to empower poor women smallholder farmers through their more productive and equitable engagement in Agriculture.

JOB SUMMARY
The M & E Officer is the lead person on M & E issues on the Pathways project. S/he will report to the project manager. The incumbent will support and facilitate the design of the project level M & E frameworks, including periodic reviews, field monitoring and project reporting that meet donor M&E and reporting requirements.

S/he will work as a member of the M&E team in the Tamale sub office and will be a member of the national M&E working group of CARE Ghana to ensure coherence and consistency in the use of methodologies and process. The position is based in Tamale with extensive travel to the project areas in the Upper West and Upper East region.

The M&E Officer will work closely with one Project Officer, two Project Facilitators, the implementing Partner PRUDA and other relevant bodies at the district and community levels to ensure relevant data is collected and analysed on timely manner. He/she will ensure the roll out of a participatory M&E system to track progress in implementation with the support of the Project Manager.

Key Responsibilities

•   Support and facilitate the design of project level M&E data collection tools and M & E plans
•   Supports the Project team in the semi-annual and annual project reporting, ensuring that the reporting meets donor expectations and requirements
•   Facilitate cross-learning during M&E events, peer evaluations, and sharing of technical resources (documents, etc.)
•   Provide quality assurance for M&E related events, including review of ToRs for M&E related consultancies, baseline and evaluation designs and reports; where possible, to be present at the validation/dissemination meetings for baselines, endlines, and evaluations; also, when possible, to be present at and contributing to substantive DM&E capacity building events (for staff and/or partners).
•   Maintain a calendar for projects evaluations and DME related events; including the development and support for a
DM&E capacity building plan in coordination with Project Manager.
•   Conduct periodic monitoring of project activities , outputs and outcomes including data collection on a timely basis and in accordance with M&E plans
•   Support planning Semi-Annual and annual Project Review sessions with partners and Stakeholders
•   Facilitate training of Staff, Partners & Stakeholders on M & E plans and tools
•   Facilitate and support the documentation of project processes and achievements including documentation for public dissemination e.g draft reports, case studies/MSCs, success stories, articles for use in the dissemination of best
practices
•   Support partners in the review and implementation of community and district level programmes for documentation and dissemination of best practices
•   Produce other reports as may be required in the project to ensure that all processes and project outcome/results are documented
•   Support partners in action research, documentation and dissemination of project experiences in user friendly forms

Qualification Required & Experience

•   A./BSc Degree in Social Sciences, Development Studies , Agricultural Science and other discipline relevant to rural
development(Agriculture, Governance, Microfinance, Gender, Nutrition, Value Chains)
•   Preferably MA/MSc Degree or Postgraduate/specialized training in project planning, monitoring/evaluation, rights based programming with experience on Agriculture and value chains projects.
•   At least 2-3 years of work experience in development projects preferably agriculture, value chains project planning, monitoring and evaluation, at a supervisory level.
•   Working experience with NGOs

Job Summary

JSI is in search of a Field Coordinator to work in collaboration with the Deputy Country Manager to oversee the day-to-day management and operations of implementing the SPRING/Ghana work plan and high impact nutrition interventions across the SPRING districts. The Field Coordinator will ensure effective engagement of the District Coordinators and the technical support leads in Tamale.

In addition, the Field Coordinator will ensure support to district lead planning and take on responsibility for logistical support for commodity management and supply chain aspects including early warning elements.

Major Duties and Responsibilities

•   Program Operations Support

Position Summary

The M&E Officer is responsible for the operation of the Project M&E System at the national level

•   Provide assistance and support to program staff in all aspect of BCC development, implementation and evaluation

Primary Responsibilities
Grant and/or Program Management Support

•   Support all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary

System Development

•   The M&E Officer will support the M&E Specialist as well as the Program Manager in all data collection, analysis, and learning activities to help ensure accountability and efficiency. S/he will provide technical field support to the M&E unit, within the POD department.
•   The M&E Officer will work closely with Program teams to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the
•   Support M&E Specialist and Program Manager in creating a framework and procedures for the monitoring and evaluation of project activities.
•   Assist the M&E Specialist and Program Manager in proposing strategies to increase data use and demand amongst Program staff.
•   Support project/program staff on ways to properly document, organize and capture program progress.
•   Draft tools and their revisions as well as data collection procedures under the supervision of the M&E Specialist (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
•   Support the M&E Manager in reviewing the performance of existing management information systems to help identify potential modifications or resources.

Data Management and Analysis

•   Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
•   Suggest ways to facilitate data collection and the flow of data within Program field
teams.
•   Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the M&E Specialist.
•   Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
•   Analyse changes and patterns in KPI indicator data and performance reports in order to support Program staff and/or the M&E Specialist
•   Support the M&E Specialist to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
•   Support and participate in program and project evaluations

Communication and Reporting

•   Support M&E Manager and Grants Manager in reviewing donor reports to ensure high quality reports are submitted on time for this grant/program.
•   Assist Program Development/Grants Management in establishing log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation
•   Review and analyse weekly reports with the M&E Manager to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting

Qualification Required & Experience

•   Bachelor’s Degree in Statistics, Information Management, Project Management, Public Health, or other relevant academic background (essential), Master’s Degree (desirable)
•   1 to 3 years of Monitoring and Evaluation experience (essential)
•   Good level of proficiency in Windows Excel and quantitative analysis
•   Ability to design M&E tools, surveys, surveillance systems, and evaluations
•   Demonstrated ability to train and build capacity of others
•   Strong interpersonal skills
•   Experience in a non-governmental organization or in the United Nations (desirable)

Experience

•   Extensive experience with the design, development and implementation of M&E frameworks and in-depth knowledge of M&E concepts and tools including baseline surveys, logframes, theories of change, use of performance monitoring indicators and impact assessments
•   Evidence of applying different quantitative research techniques (e.g. statistical analysis, sample survey design) and qualitative research techniques (e.g. focus groups, workshops, case studies);
•   Experience overseeing reporting systems and providing feedback on progress reports;

Specific Responsibilities
Under the guidance and supervision of the Regional Coordinator, the Project Officer for Social Mobilization will carry out the following responsibilities:

•   Overall Project direction and management in close consultation with other consortium and board of directors
•   Provides strategic direction and technical leadership to produce project results and deliverables, and overall management of the operational, financial, and administrative aspects of the project.
•   Function as the primary liaison between ISRAD and other partners and stakeholders
•   Create management systems in line with ISRAD’s standard operating procedures consistent with the needs of the project.
•   Design and oversee an annual project cycle in accordance with the DFID annual planning cycle.
•   Work with staff and partners to translate project goals and objectives into implementable strategies and plans.
•   Direct and oversee planning and budgeting processes. Prepare quarterly and annual project activity reports as specified in the contract
•   Monitor the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high quality work and internal control.
•   Clarify roles, delegate responsibilities to senior staff, and clearly communicate expectations for staff contribution to project activities.
•   Coordinate with the other ISRAD staff, Ghana Health to develop educational materials as well as ensure continuity in communications.
•   Collaborate closely with the Regional Project Coordinator and ISRAD staff to ensure the documentation of communications effects on target audiences by designing all messages to track specific, measurable behaviors.
•   Contribute to work plans, budgets, pipelines, technical reports, and deliverables.
•   Facilitate and participate in reflective learning forums (meetings, workshops, etc) internally and externally with program initiative stakeholders.
•   In consultation with other program staff contribute to the development project M&E tools and ensure M&E system is in place;
•   Facilitate the documentation and communication of success stories that can be used as evidence for profitable business models in women entrepreneurship.
•   Supervise the activities of the Regional Coordinators

Qualification Required & Experience

•   A Bachelor’s degree in Public Health Social Sciences, Mass Communications, Management, Marketing, Humanities or equivalent
•   At least 4 years’ experience in developing, implementing and reporting for community programs focused on health, including malaria and other services to women and children
•   Strong familiarity with communities and community health systems in Ghana
•   Demonstrated ability to work with the private sector, small business owners, community groups, government agencies, civil society groups, health institutions and trade unions

•   Perform other duties as directed by the supervisor.

Job Title: Program Officer – (Community Mobilization Officer BCC for Malaria Diagnosis)

Job Summary
The purpose of the Program Officer- Community Mobilization position is to effectively implement the program’s BCC activities at the community level. He/she oversees the proper implementation of the community based BCC activities of the program, in collaboration with other team members. He/she is also responsible for assisting the Regional Coordinator in program initiative designing, planning, budget preparation, reporting and learning. S/he is expected to maintain effective working relationships with, key government partners and NGOs working in the same geographic areas.

Working at the district and community levels, The Program Officer – Community Mobilization Officer is responsible for preparing and disseminating key messages related to malaria through innovative community-based communication tools and methodologies, appropriate to different audiences within target communities. S/he works with partners to design trainings, establish supportive social and peer networks and other community-based activities. S/he establishes implements and monitors peer education programs for youths, women and other members in the targeted community.

Key Responsibilities
